You can build a usable, budget-friendly Commander deck by choosing a commander and game plan you enjoy, setting a spending ceiling, and filling the list with affordable cards that support that plan. Start with cards you own, compare price-filtered singles with a ready-to-play preconstructed deck, and check the finished list for Commander’s 100-card, color-identity, and singleton rules.
1. Set a budget and choose a commander
Decide how much you can spend before you start adding cards. Account for shipping and taxes as well as the cards themselves. There is no universal budget that makes a Commander deck “good”; choose a limit that fits your circumstances, then make decisions within it.
Pick a legendary creature whose colors and play pattern appeal to you. Wizards’ introduction to Commander recommends starting with a legendary creature in colors you like and focusing on an enjoyable game. Your commander is the deck’s design anchor, not a requirement to buy expensive cards.
2. Define what the deck is trying to do
Write down the commander’s main plan and what a successful game looks like for the deck. Build around that plan rather than adding popular cards just because they appear on other lists. A card is a stronger budget choice when it advances your strategy and performs a job the deck needs.

See Wizards’ Commander format introduction.
3. Find candidates without treating recommendations as a shopping list
Start with cards you own
Look through your collection first. A card that fits the deck’s plan and rules is effectively a lower-cost starting point than buying another copy. Add possible inclusions to a list, then identify what the deck still needs.

Use deck pages and price filters to discover options
Commander-specific deckbuilding resources can help you find cards associated with your commander, filter suggestions by price, and browse roles such as card draw. EDHREC explains its commander pages and filters in its guide to using EDHREC. A separate 2026 budget Commander guide also discusses price-filtered card discovery.
These tools surface candidates; they do not establish that every suggested card fits your list or remains cheap. For each card, check its color identity, its contribution to your plan, the exact printing you would buy, and that printing’s current listing price. Compare cheaper alternatives by whether they do the job acceptably in your deck, not just by popularity.

4. Choose between singles and a preconstructed deck
You can build from cards you own plus individual purchases, or begin with a preconstructed Commander deck and modify it. A precon is a ready-to-play starting list and may also provide cards for future decks. Wizards describes Commander products and options for adjusting a deck with cards from your collection in its product buyer’s guide.
| Starting point | May suit you if… | What to compare |
|---|---|---|
| Owned cards plus singles | You want control over individual choices, already own useful cards, or have a specific commander and theme in mind. | Total cost for the exact printings you plan to buy, including shipping and taxes; how well each card fits the deck. |
| Preconstructed Commander deck | You want a ready-to-play list or a base you can adjust with cards from your collection. | Current contents and price, fit with your preferred theme, reusable cards, and how much modification you would need. |
Neither route is automatically cheaper. Prices, stock, and product contents can change, so compare current listings and the cards you already own before choosing. Buying boosters is a poor default when you need specific cards: packs contain random cards and do not guarantee the pieces your deck needs. Wizards distinguishes Commander decks from Play Boosters in its product guide, which describes Play Boosters as products for drafting or opening for fun.

5. Check Commander legality before you buy or play
Use the official Commander format rules as your final check. The main deckbuilding requirements are:
- Exactly 100 cards: count the commander as part of the 100.
- Color identity: cards must not have colors outside the commander’s identity. Color identity includes a card’s colors and the colored mana symbols in its rules text.
- Singleton: you generally may include only one card with a given name, except for basic lands and cards whose rules specifically allow multiples.
After the legality check, show the list to someone in your playgroup or discuss its plan and expected game before playing. A list can be legal and still be a poor fit for the table if players expect different kinds of games.
