To run Kuwait on an Unturned server, stop the server, edit that server instance’s Commands.dat so it contains Map Kuwait, add Kuwait’s Workshop file ID 2483365750 to the File_IDs array in WorkshopDownloadConfig.json, save both files, and start the server again. The map is selected during startup; changing a file while the server is running will not replace the current world.

The most frequent mistake is editing the wrong server folder. Every Unturned server instance has its own ServerID directory, so the command and Workshop configuration must belong to the instance you actually launch.

What controls the map and the Workshop download
Unturned uses two separate settings for a Workshop map:
Commands.dattells the server which map to load at startup. The required line isMap Kuwait.WorkshopDownloadConfig.jsontells the server which Workshop files to download. Kuwait’s file ID is2483365750.
Both settings are needed. If the map command is present but the Workshop ID is missing, the server may not have Kuwait’s files. If the Workshop ID is present but the map command is absent or incorrect, the server will not select Kuwait at startup. When no map is specified, PEI is the documented default, which is why an unchanged server commonly opens on PEI.

Find the active server’s configuration folder
Do not edit a random copy of either file. Unturned keeps configuration and save data inside a folder named for the server’s ServerID.

The ServerID is the name supplied after the launch argument +InternetServer/ or +LanServer/. In the Unturned Dedicated Server installation, open:
Servers/ServerID/Replace ServerID in that path with the name used in your launch command. The active folder should contain the Commands.dat file and the server’s WorkshopDownloadConfig.json. If you run more than one instance, each instance has a different directory and must be configured separately.
Managed control panel
Panels use different labels, but the underlying files are the same. Open the file manager or startup configuration for the specific Unturned instance, then locate its ServerID configuration area. Some panels expose an editor for commands and a separate Workshop or mod-download field instead of showing the raw JSON. Use those controls only if they write the equivalent of Map Kuwait and the file ID 2483365750 to the correct instance.

Change the map to Kuwait step by step
1. Stop the server completely
Use the server console, service manager, or hosting panel’s Stop control. Wait until the process has exited before editing files. A running process can overwrite configuration or continue using the old map, and a live reload is not a substitute for a full restart.

2. Open the correct Commands.dat
Navigate to Servers/ServerID/Commands.dat for the instance you stopped. Keep existing commands unless you are intentionally changing them. Add a new line, or replace an existing map line, with exactly:
Map KuwaitThe command uses the documented map name with a capital K. Do not add brackets, quotation marks, a colon, or punctuation. If a different Map line already exists, leave only the Kuwait selection so two map commands cannot conflict.
3. Open WorkshopDownloadConfig.json
In the same server configuration area, open WorkshopDownloadConfig.json. Add 2483365750 to the numeric File_IDs array. A minimal configuration looks like this:

}The Kuwait ID is a number, not a quoted string. Keep the surrounding JSON punctuation valid: use square brackets for the list, commas between entries, and no comma after the final entry.
4. Save both files
Save Commands.dat and WorkshopDownloadConfig.json in the active ServerID directory. Check the filenames carefully. A text editor that silently adds an extra extension, such as .txt, will not create the file Unturned reads.
5. Start the server and wait for Workshop processing
Start the same server instance you stopped. During startup, allow the Workshop update or download stage to finish before players try to connect. Kuwait’s files may be unavailable until that process completes.
6. Confirm the loaded map
Read the startup console or join after the server reports that startup has completed. The loaded world should be Kuwait. If it opens on PEI, stop again and follow the checks in the troubleshooting section rather than repeatedly restarting an unchanged configuration.

Commands.dat
Map KuwaitCommands.dat can contain other launch commands on additional lines. The map entry must remain its own line; do not append it to another command or put it inside JSON.

}This example shows only Kuwait. On an established server, preserve the IDs for other Workshop content unless you deliberately want to remove that content. The important requirement is that 2483365750 appears inside File_IDs.
Troubleshoot a server that does not switch to Kuwait
The server still loads PEI
PEI is Unturned’s default when no map is set. Check all of the following:
- The line is exactly
Map Kuwait, with no brackets, quotes, or stray punctuation. - You edited the
Commands.datinside the activeServers/ServerIDfolder, not another instance’s folder or an unused installation. - There is not a second, contradictory
Mapline in the same file. - You performed a full stop and start after saving. A live reload does not apply the startup map setting.
If any of these checks fails, correct the file, stop the process, and start the same instance again.
Kuwait is unavailable or files are missing
Open WorkshopDownloadConfig.json and verify that 2483365750 is inside the File_IDs array as a number. Then restart and let the server’s Workshop download or update stage finish. Starting the server and immediately joining can leave clients attempting to connect before the map files are ready.
The map name is rejected
Use the documented spelling and capitalization: Kuwait. The complete command is Map Kuwait. Remove punctuation, brackets, quotation marks, and any extra text from that line. The map name belongs in Commands.dat, not in the JSON file.

Players cannot connect after the change
First confirm that the server completed its Workshop download and is fully started. If the files are present, check the ordinary networking setup for the server. Public Internet servers require the host’s normal Internet-server networking and port-forwarding configuration; changing the map does not remove that requirement. A map change can expose an existing connectivity problem, but it does not provide a new port or networking setting.

The panel appears to ignore the edited file
Some control panels regenerate configuration when you save a form or restart a service. Reopen the panel’s file manager after saving and confirm that the active instance still contains Map Kuwait and 2483365750. If the panel has separate fields for the map and Workshop files, use those fields or contact the panel’s support channel to determine which configuration path its startup script reads. The result must still be the same two settings in the server instance that is launched.
Changing back or switching to another map later
The same process applies whenever you change maps: stop the server, replace the map entry in Commands.dat with the new documented name, ensure the required Workshop file ID is present in WorkshopDownloadConfig.json, save, and perform a full restart. For Kuwait, keep Map Kuwait and 2483365750 in place. Removing the ID from File_IDs while leaving the map command can prevent the server from obtaining the files it needs.
Self-hosting versus a managed panel: what to verify
The technical choice is less about a special Kuwait setting and more about whether you can reliably maintain the two files, Workshop downloads, restarts, and networking. Use these checks when evaluating a setup:

Regardless of hosting method, the success test is concrete: the active instance must start with Map Kuwait, contain Workshop ID 2483365750 in File_IDs, finish downloading the map, and then accept connections through its normal network configuration.
