It opens an abbreviated character editor, and guides report that you can return to it without paying a fee.
Where to find the Mirror of Transformation
After the Minrathous prologue, Rook wakes in the Lighthouse. Speak with Varric and either Harding or Neve, then turn around and interact with the mirror in the room near Varric. GameSpot locates it in the Lighthouse’s second-floor infirmary (GameSpot’s guide); PC Gamer also describes finding it after those conversations (PC Gamer’s guide).
- Complete the opening prologue quest in Minrathous.
- After waking in the Lighthouse, speak with Varric and either Harding or Neve.
- Turn around and use the Mirror of Transformation in the room near Varric.
- Adjust the available appearance settings, then finalize your changes.
The consulted guides report that the mirror can be used again whenever Rook is in the Lighthouse, with no fee (PC Gamer; Gamer Guides).
What you can change
The mirror opens an abbreviated version of character creation. GameSpot lists appearance presets, head shape, complexion, body proportions, hairstyle and color, makeup, and tattoos among the editable options (GameSpot).

Guides also report that voice and first name can be changed during the process. However, published guides differ on some identity and menu controls, so check the options shown in your current game rather than assuming every version presents the same settings (PC Gamer; Gamer Guides; GameSpot).
What stays fixed after character creation
Class and lineage cannot be changed at the mirror, according to the consulted guides. Backstory is also reported as fixed. GameSpot says faction cannot be changed, while details about identity-related controls differ among guides; treat the menu itself as the authority for any settings it offers (GameSpot; PC Gamer; Gamer Guides).

That distinction matters before starting a campaign: BioWare describes initial character creation as the point where players choose class, lineage, gender, appearance, and more. Its introduction also says faction choice unlocks different narrative, dialogue, and gameplay interactions (BioWare’s character creator introduction).
Mirror or wardrobe: which should you use?
Use the Mirror of Transformation to edit Rook’s character appearance. Use the wardrobe to change the look of unlocked armor and outfits, including transmog options, as Gamer Guides explains (Gamer Guides).

Can you create Rook before starting the game?
EA provides a separate Dragon Age: The Veilguard Character Creator for making a character before beginning the campaign. EA lists appearance options and sliders for Human, Qunari, Dwarf, and Elf characters, including hair, facial features, and tattoos. Characters made there can be carried into the full game only on the same platform, according to EA. The standalone creator is for pre-game creation; the in-game mirror is the documented way to revise an existing Rook.
