The reliable way to check is to test the installed copy under the same conditions you will need later. While connected to the internet, sign in to Steam, let the game finish updating, launch it once, and complete any setup. Then put Steam in Offline Mode, disconnect the computer from the network, and launch the game again. Test the exact single-player, local multiplayer, save, or other content you intend to use.
A game disappearing from the Steam store does not by itself prove that an owned copy is unusable, nor does it prove that the game will work without an internet connection. Valve says retired products remain in existing players’ libraries and those players can continue to download, install, and launch them. That policy does not guarantee that a particular title’s third-party login, authentication service, matchmaking, cloud feature, or online server will continue to operate.

What “delisted” tells you—and what it does not
“Delisted” is often used as a general description for a game that no longer appears for purchase. Store availability can change for different reasons, and the term does not describe one universal technical state. A product may be retired, hidden from new purchases, unavailable in a particular region, or removed while existing owners retain access. Confirm what happened to your own copy in the Steam client rather than assuming that every delisting behaves identically.
Existing ownership can remain valid
Valve’s Steamworks documentation on removing a product says that a retired game remains in players’ libraries and that those players can continue to download, install, and launch it. This is an ownership and library policy; it is not an offline-play guarantee. A title can remain launchable through Steam while still requiring an internet connection for a particular mode or service.

Offline play is a separate question
Offline availability depends on the game’s implementation, the version installed, the account used, and the content you want to access. Steam’s Offline Mode lets the client run games without reconnecting to the Steam Network every time, but it cannot replace a server or identity service that the game itself requires. Treat “still in my library,” “launches through Steam,” and “works with no network” as three separate checks.
Prepare the game while you are still online
Do the preparation before you lose access to the internet. Steam Support’s Offline Mode guidance calls for an online launch, current files, and credentials saved on the computer. The exact menu labels can change with the Steam client version and platform, so use the current Offline Mode instructions in Steam Support rather than relying on an old screenshot or a fixed menu path.
- Use the account that owns the game. Sign in to the Steam account that contains the license and make sure the client can remember that account on the computer. If the client will not save credentials, resolve that problem before testing.
- Install the game completely. A game that is only partially installed cannot provide a meaningful offline result. Wait for the download and any queued installation work to finish.
- Allow updates to finish. Start with the current files available to your account. A first launch may trigger an additional update, runtime installation, or other setup step.
- Launch the game once online. Reach the title’s usable menu or a playable session, not merely a launcher window. This gives the game a chance to create configuration files and complete first-run setup.
- Check every intended component. If you care about a campaign, local multiplayer, a particular map, a save, or a tutorial, open that component while online and note any account or service prompts.
- Finish account and launcher setup. Some games add an external account, separate launcher, or authentication step. Complete it online if the title requires it, then record that dependency instead of assuming Steam Offline Mode will bypass it.
Steam notes that internet-dependent client features are unavailable while the client is offline. Cloud synchronization, store access, community pages, and other network services should therefore be treated as separate from the game’s local executable. A successful online launch is preparation, not proof of offline operation.

Run a genuine offline test
The test must remove the network path. Launching a game while the computer is still connected to the internet—even after opening a nominally offline screen—can allow a background authentication request or online service to succeed. Use Steam’s own Offline Mode and then make the computer unable to reach the network.
- Start with Steam online. Confirm that the account is signed in, the game is installed, and no download, update, or setup task is pending.
- Enter Steam Offline Mode. Follow the current Steam Support procedure for your client and operating system. Steam should indicate that it is operating without reconnecting to the Steam Network.
- Disconnect the computer. Turn off Wi-Fi, unplug Ethernet, or otherwise remove the computer’s network connection. Do not leave a connection available merely because Steam’s interface says offline.
- Open the installed game from the Steam library. Observe whether Steam can start it without contacting the network. If Steam itself refuses to enter Offline Mode, record that as a client-preparation failure rather than a game verdict.
- Repeat the normal first-use path. Start the game from a cold launch and navigate to the mode you actually need. A menu appearing is not the same as a playable session.
- Exercise the content. Enter the campaign, load a representative level, start a local match, or use another local feature that matters to you. Test each mode separately.
- Test saves if they matter. Create or change a local save, exit, relaunch while still disconnected, and check whether the save can be loaded. A cloud-dependent save workflow can behave differently from a file stored on the computer.
- Restore the network only after recording the result. Write down the exact behavior and error message before reconnecting. Otherwise, it is easy to misremember which step depended on the internet.
Test modes and dependencies separately
A game does not have one universal “works offline” status. Report results by feature, because local content can work even when online content cannot.

Single-player campaigns
Campaign access is the most common reason people perform this check. Valve’s Steamworks guidance strongly recommends that developers make all single-player content accessible without an internet connection. That sentence is a recommendation to developers, not a promise about every released game. Test the campaign itself, including a representative level and a save reload, while the network is disconnected.
Local multiplayer and split-screen
Local multiplayer may not use matchmaking, but it can still have its own setup or account requirements. Start a local session with the network disabled and test the number of controllers, maps, profiles, and other local features you need. Do not infer local multiplayer behavior from a successful single-player launch.

Online multiplayer and matchmaking
Steam Offline Mode cannot create an online server, matchmaking pool, or player presence. If the game’s mode needs a live service, test it only as an online feature and label the offline result as unavailable when the service cannot be reached. A game that launches to a menu but cannot find a match is not fully offline-playable in that mode.
External accounts and launchers
Some games add authentication outside the Steam client. An external account, launcher, or license check can remain mandatory even when Steam itself is offline. If a prompt appears, capture the service name and the exact point at which it blocks progress. Do not treat Offline Mode as a workaround for a required third-party login.
Cloud-connected features
Cloud saves and other synchronized features require a network path at some stage. Test whether the local save files you need can be created and loaded without synchronization. If the game opens but a cloud panel, online inventory, or account-linked feature does not, report those as separate limitations rather than calling the whole game broken.

How to interpret the result

Use precise wording such as “the installed Windows copy reached the campaign in Steam Offline Mode with Wi-Fi disabled” rather than “the game works offline.” The narrower statement is reproducible and does not overpromise behavior for another operating system, account, version, or mode.

Steam DRM verifies ownership through Steam
Valve describes the Steam DRM wrapper as a way to verify ownership and make Steamworks features function by launching Steam. Valve also says that the wrapper alone is not a comprehensive anti-piracy measure. The wrapper therefore tells you that Steam must be involved; it does not reveal every protection a developer may have added.
Developers can add other checks
A title may combine Steam features with its own authentication, another launcher, a service account, or a server-side entitlement check. Steamworks documentation cannot identify the exact protections used by every game. The only dependable answer for a particular title comes from testing that title, build, account, and desired mode.
Server verification is a distinct dependency
Steam Support’s Server Verification Failed explanation notes that some game servers need to contact Steam Authentication Servers. If the game’s server cannot complete that verification, Steam Offline Mode is not a substitute for the missing connection. This is why a local campaign can remain usable while a multiplayer server rejects the same offline session.
Troubleshoot a failed test
Steam refuses to remain offline
- Reconnect once and sign in to the owning account.
- Confirm that the client is allowed to save credentials locally.
- Let all downloads and installations finish.
- Launch the game online and complete its first-run setup.
- Enter Offline Mode using the current Steam Support instructions for the installed client, then disconnect the network and repeat the test.
If the client still cannot operate offline, document the Steam client behavior separately from the game. A failed client preparation means you have not yet reached a valid game test.

The game asks to update
Reconnect, allow the update to complete, and launch the game once online. If the title repeatedly demands a new update before it will start, record that requirement. Do not suppress an update and then describe the result as a general statement about the game; the tested file set and the version matter.
An authentication or account error appears
Copy the exact error text and identify whether it comes from Steam, an external launcher, a service account, or the game itself. A message naming a server or authentication service indicates a dependency that Offline Mode cannot satisfy. If the error appears before any local content is available, report the title as blocked under the tested setup rather than assuming that reinstalling will remove the requirement.
The game opens but content is missing
Check whether the missing content is a download, a cloud-synchronized item, an online inventory, or a server-hosted mode. Reconnect and verify that the content was installed before repeating the offline test. If it remains service-dependent, list that limitation next to the offline result.
Saves do not appear
Distinguish a missing local file from a cloud synchronization problem. While online, determine which save location the game uses, then test a newly created save while disconnected. If the game cannot restore the save without cloud access, say so explicitly; do not infer that the entire campaign is unavailable unless the campaign itself is blocked.

When readers compare titles, editions, operating-system builds, or an old installation with a newly installed copy, use the same axes for each test. Changing several conditions at once can produce a misleading comparison.

Keep the account, platform, installed build, and desired mode consistent. If one version was prepared online and the other was not, the result describes preparation differences as much as software differences.
How to report an offline result responsibly
A useful report lets another owner understand exactly what was tested. Include:
- the game title and edition or build, if the client displays one;
- the operating system or platform;
- whether the copy was already installed before disconnection;
- whether Steam was in Offline Mode;
- how the network was disconnected;
- whether the owning account was remembered locally;
- the game mode tested;
- whether a save was created or loaded;
- the exact error message, if any; and
- the date of the test if service availability could have changed.
A precise report might read: “The installed copy launched from Steam Offline Mode after Wi-Fi was disabled, reached the campaign, and loaded a locally created save. Online matchmaking was not available under the same conditions.” That statement separates the successful local test from the untested or unavailable online feature.

If a delisted game matters to you, perform the offline check while the title is still installed and your account can download it. Keep the installation current enough to complete first-run setup, and repeat the test after a major game or Steam client change if offline access is important. A successful test is tied to the particular account, version, platform, and content you exercised; it should not be generalized to every future installation.
Do not uninstall a delisted game solely because it is no longer in the store and assume that an eventual reinstall will behave identically. Valve’s retired-product policy says existing owners can continue to download, install, and launch retired products, but the practical ability to play offline still depends on completing the online preparation and satisfying any game-specific service requirements.
The bottom line
To verify a delisted Steam game, prepare it online, launch it once, save the account credentials, enter Steam Offline Mode, physically disconnect the network, and test the exact local content you need. Record modes and errors separately. A delisting does not automatically disable an owned copy, while Steam Offline Mode does not bypass a game’s required authentication, launcher, cloud service, or live server.
