There is no universal answer: some games keep offline or local play, some receive a publisher-made offline version, and others stop working because they require a live connection. Check the exact PC edition’s shutdown notice, then test the installed game offline before service ends. That test shows what works on your PC today—not what a later update or authentication change will allow.
Start with the exact PC edition and shutdown notice
Record the full game title, PC edition, storefront, and any publisher account or launcher it uses. A notice for a console release, another edition, or a different region may not describe your copy.
Look for a current notice on the publisher’s support site and the game’s official storefront news page. Confirm which services are closing, the date and time zone, and whether the announcement covers all online functions or only named features. Recheck the notice near the closure: plans and instructions can change.
Steam’s Offline Mode instructions recommend configuring the client and verifying that the particular game runs in that mode.

Classify what the publisher says will happen
Look for direct statements about launch requirements, offline or single-player play, local multiplayer, downloads, saved data, and post-shutdown access. Treat silence about offline play as unknown, not as confirmation that it will work.

Separate game servers from launch and account checks
Matchmaking, social features, and online simulation can depend on different services from a game’s launcher or license checks. A publisher’s statement that single-player remains does not automatically answer whether the PC client must authenticate online, needs an initial activation, or periodically reconnects.

Check the notice and support information for launcher, DRM, activation, or account requirements. Then test the configuration you will actually use. There is no universal policy that predicts offline behavior for an unnamed game.
Test the game before the shutdown
- Update and install while online. Sign in to the storefront and any required publisher launcher, update both the client and game, and install the title you intend to keep playing.
- Follow the storefront’s offline instructions. For Steam, use the steps in its Offline Mode guide; other launchers may have different requirements.
- Disconnect and perform a fresh launch. Use the client’s offline mode or disconnect the PC from the internet, then start the game. Test the specific mode you care about, not just the title screen. A fresh launch is more informative than leaving a game running while the connection is cut.
- Record the result. Note the game and launcher versions, date, storefront state, and which modes launched. Repeat after a relevant update if continued offline access matters.
If the launch fails, investigate that game’s launcher, activation, and connection requirements; one failure does not show that every title behaves the same way. If it succeeds, the result applies only to that version and setup at that time. It cannot guarantee that a later update, server closure, license check, or account change will leave the game working.

Check downloads, saves, and entitlements separately
Being listed in a library, being downloadable, authenticating successfully, and being playable are separate things. Before shutdown, check whether you can re-download the title afterward, whether saves and DLC remain accessible, and whether the publisher will migrate progress or purchased items. Keep legitimate installers or save backups only where the platform and license allow; an existing installation does not prove future activation will work.
What shutdown notices show in practice
Some games retain offline or local play
Epic Games’ December 14, 2022 announcement said most of the affected older titles would remain playable offline, and identified games whose single-player or local multiplayer could continue after online services were disabled. It also named titles that would become inaccessible. The notice illustrates why a broad statement about “servers shutting down” is not enough: the outcome depends on the specific title. Ubisoft’s notice for listed legacy games says their offline features remain available while warning that previously redeemed PC ULC may no longer be available. Offline play therefore does not necessarily preserve every online-linked bonus. See Ubisoft’s legacy-service notice.
Some games have no offline fallback
MY.GAMES’ Warface: Clutch shutdown FAQ says the game will no longer be playable after its servers close, has no offline or local modes, and requires a constant connection. It also notes that the game may remain visible in players’ libraries without remaining playable. Read the Warface: Clutch FAQ.

Some publishers plan a conversion with limits
In a notice dated September 28, 2026, Bandai Namco Europe said SYNDUALITY Echo of Ada’s online service would end after May 2027 and that a standalone offline version was in development. The planned edition removes some functions that need online services; the notice says only some saved data and designated purchased items can transfer. Because this is a future conversion plan, owners should check for later instructions about timing and migration. Read Bandai Namco’s announcement.
Offline availability depends on the title
EA’s undated service-policy page says that in some cases a game may still be played offline after its online services are no longer available or supported. It also says the usability of virtual currency or items can depend on the game and its store status. EA gives “typically fewer than 1% of peak online players” as a threshold associated with some older service retirements; the page does not show a publication year, and that figure is not a universal or current shutdown rule. For one game, the most useful conclusion is a short record tied to evidence: the exact PC edition and storefront; what the publisher says about post-shutdown modes; whether the client launches and the desired mode works offline in a fresh test; and what remains uncertain about authentication, downloads, saves, or entitlements. Do not rank or assume the behavior of other games from that result.
A historical U.S. Copyright Office rulemaking also notes that removing matchmaking servers does not necessarily prevent single-player or LAN play. That general context does not establish what any particular commercial game will do. See the 2015 Federal Register rulemaking.
