Spoilers: This guide covers Toluca Prison’s route, puzzles, and optional collectibles in the 2024 Silent Hill 2 remake. The gallows puzzle does not have one fixed numbered answer: its poem endings are randomized.
Start in the Canteen and Armory
- After entering the prison, check the canteen tables for Glimpse of the Past #18.
- Go to the Armory, take the prison maps, and note the save point. Memo #49, “Gun Cabinet Notice,” is near the locked gun cabinet.
Get the first weight and open the Serpent route
- Visit the Chapel and take the Heaviest Weight from the altar.
- In the cell area, find Glimpse of the Past #19 in Cell A3.
- At the yard scales, place Starter (1) on the left and Heaviest (6) on the right. This opens the Headless Serpent route.
Complete Death Row
- Enter the Death Row section and find Memo #50 in Cell E4.
- In the Witness Room, raise the generator switches in the order for your puzzle difficulty:

- Set the dial in the red zone, then flip the breaker lever. Take the Medium Weight from the Death Chamber chair.
- Collect the Armory Key from the key cabinet by the Witness Checkpoint. Return to the main area and use it to open the rifle cabinet.
Open the Ox route and find the Heavy Weight
- At the scales, put Starter (1) and Heaviest (6) on the left and Medium (4) on the right to open the Hornless Ox route.
- In the Ox section, take the Block D Key from the Guardroom and the Shiv Key from Cell D5.
- Use the Shiv Key to pass through Cell C4. In the showers, take the Heavy Weight from the hole at the back.
Open the Boar route and get the Light Weight
- At the scales, put Starter (1) on the left and all the other available weights on the right to open the Eyeless Boar route.
- Work through the administrative section and infirmary to collect the Upper Floor Key, then reach the Warden’s Office.
- Interact with the typewriter and press Tab four times to collect the Light Weight.
Open the Dove route and get the Lightest Weight
- At the scales, put Medium (4) on the right and the remaining weights on the left to open the Wingless Dove route.
- In the basement, use the red-button panel to unlock Cell F6. Take the Lightest Weight and Memo #57, “Confession,” from inside.
- Once the cell door opens, break through Cell F9 and climb the ladder in Cell F10 to return to the main section.
Use the scales to get the Execution Lever
Make the final placement below to receive the Execution Lever from the statue. The scale arrangements stay the same across riddle difficulties.

Solve the gallows poem
- Insert the Execution Lever into the gallows monument.
- Match each poem ending to its beginning. Because the endings are randomized, read the completed poems rather than relying on a memorized rope number.
- Choose a prisoner whose poem describes a crime as justified or forced, then pull that prisoner’s numbered rope. The monument’s inscription reads: “Pull ye but once on a rope’s frayed end. Choose the one justified from among the damned. Seek out their tales, think upon each sin, Or let blind fate choose. Let the judgement begin.”
Two choices are described as suitable by the walkthrough. Pulling the wrong rope drops James into an underground monster chamber; escape by the ladder to return to the yard and try again. The walkthrough says the choice affects the ending, but it does not establish a specific outcome for each rope, so no particular ending consequence can be assigned here.
