They need to behave in ways that suggest a life beyond the player: following plausible routines, responding consistently to events, and fitting into a world that carries on when they are out of sight. The design challenge is to create that impression without simulating every character at full detail or letting emergent behavior derail authored story moments.
Build routines that imply a life beyond the player
Give each role a small, coherent day before adding complexity. A craft worker might travel to a workshop, spend time on a task, take a break, and return home; a guard might patrol, change posts, and interact with other guards. The specific schedule should fit the setting, but its transitions should make sense: characters need reasons to be in the places where the player sees them.

Ubisoft’s 2018 account of Assassin’s Creed Origins describes NPCs working, traveling, eating, sleeping, and following schedules whether or not the player is present. The point is not that every game needs the same simulation. It is that repeated, observable behavior can communicate an off-screen life more efficiently than giving every passerby dialogue.
Start with a few useful routine beats—work, travel, rest, and social time—and test whether they read clearly in play. A worker carrying tools or tending a task can signal occupation without exposition. Ubisoft’s account specifically describes behavior and non-verbal activity as part of its world-building approach.

Make routines varied without making them arbitrary
Repetition is necessary for a schedule to be legible, but an obvious loop can make a character feel mechanical. Vary small details—where a person pauses, which route they take, or how they perform a task—while preserving the underlying pattern. Variation should enrich a recognizable routine, not contradict it.
Richard Zhao and Duane Szafron’s 2014 paper, “Using Cyclic Scheduling to Generate Believable Behavior in Games”, presents a modular, tiered approach to generating daily schedules. Its user study evaluated completeness, correctness, and implementation time, and reports more reliable behaviors and improved designer efficiency for the architecture it studied. That is evidence for the value of reusable scheduling components in that evaluation—not a guarantee of the same result for every team or game.
Use reusable behavior for the crowd and bespoke behavior for the story
Not every NPC needs the same level of authored detail. A practical layering strategy is to compose background characters from reusable schedules and behavior components, then invest in bespoke dialogue, quests, and tightly controlled sequences where a character’s narrative role calls for them.

- Available Now - Ghost of Tsushima: Legends, a new cooperative multiplayer experience inspired by Japanese folk tales and mythology.
- Beyond war, ancient beauty endures: Uncover the hidden wonders of Tsushima in this open-world action adventure.
- The rise of the Ghost: Forge a new path and wage an unconventional war for the freedom of Tsushima.
This balance matters because ambient behavior and authored story have different needs. The GDC session “Free-Range AI: Creating Compelling Characters for Open World Games” frames the challenge as supporting emergent behavior alongside structured narrative and scalable fidelity. A system that produces surprising moments is useful only if the game can still protect the scenes and player expectations that matter.
Set boundaries for what a routine or autonomous agent may change. Background characters can create incidental activity, but story-critical characters may need authored timing, restricted actions, or explicit handoffs between systemic and scripted behavior. Decide those boundaries at the design level rather than assuming that more autonomy is always more believable.
Connect NPCs to events, but keep the logic understandable
Agents can have needs and react to other agents or environmental events, creating unscripted moments. Ubisoft’s Origins account describes needs that intersect with other agents and events in the world. Treat that as a design option, not a promise that simulation will automatically produce engaging outcomes: interactions need testing, and the system needs limits so that incidental behavior does not undermine pacing or narrative intent.

- Be Mad Max - Become the iconic post-apocalyptic warrior, crafting and upgrading Max's equipment and weapons to survive by combining melee combat, gunplay and tactical techniques. Gamers must form alliances as they work towards the goal of building their "Magnum opus."
- Immersive savage Wasteland - Explore the gritty, dynamic world while braving the treacherous landscapes, hostile weather patterns and deadly marauders.
- survive the open-world landscape - Staying alive isn't easy. Players clash with deadly factions and gangs through scores of dangerous side-missions and quests in the dynamic open-world full of exploration.
- intense vehicular combat - Engage in dynamic inter-vehicular combat, taking down enemy vehicles with a range of powerful weapons. Car combat is entirely physics-based, so no two battles are ever the Same.
- build the ultimate survival machine - Players design, customize and upgrade their ultimate vehicle-the Magnum Opus-choosing from different car chassis and a slew of upgrades including mounted weapons, armour and engines to survive another day
Perception is part of that logic. Decide what an NPC can see or hear, what conditions count as detection, and what response follows. Then make those rules consistent with what the player can observe. If a character reacts to an unseen event—or ignores an obvious one—the world’s rules become harder to trust.
GDC’s “Can You See Me Now? Building Robust AI Sensory Systems” warns that incorrect detection can damage immersion or break gameplay systems. Its session description emphasizes configurable sensory systems; the player-facing lesson is to make detection and response predictable enough that the player can understand what happened.
Prioritize animation in the moments players have time to notice
Relaxed behavior is not filler. In quiet streets, at work sites, or during social interactions, players can watch an NPC closely. An awkward idle, a broken interaction, or a jarring transition may stand out more than a small flaw during combat. Review individual actions and group behavior, including how characters enter, perform, and leave an activity.

The GDC session “Remember to Relax! Realizing Relaxed Behaviors in AAA Games” discusses AI, gameplay, behavior animation, and production and memory budgets. That combination is important: polished ambient behavior depends not only on selecting an action but also on whether its animation, timing, and transitions fit the available production and runtime resources.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Scale simulation to distance and relevance
Full-detail updates for every NPC at every moment may not be necessary. One approach is to reduce simulation detail as characters become less relevant or visible, then increase it as the player gets closer. The goal is to preserve the impression of continuity while spending runtime resources where players can notice the result.
Ubisoft’s 2018 account of Assassin’s Creed Origins describes three character states: virtual, bulk, and real. In that game, virtual behavior updated every five to 15 seconds depending on distance; bulk behavior updated every other frame when characters were in sight and once per second when out of sight; real-state characters within 80 meters updated every frame. These are implementation details for Origins, not general recommendations or a current engine benchmark.

Whatever the architecture, distant characters should not appear to teleport between unrelated states when the player returns. Design transitions between low- and high-fidelity behavior deliberately, and choose update rates based on the game’s population, target hardware, and how much detail players can actually perceive.
Evaluate believability across the whole system
There is no single metric in the cited sources that ranks NPC systems for every open-world game. Compare approaches against the demands of your genre, expected player behavior, NPC population, and target hardware. Useful review questions include:
- Routine coherence and variety: Do schedules make sense, and do they avoid visibly repetitive cycles?
- Perceptual consistency: Do NPCs notice the right events under visual and audio rules the player can understand?
- Emergence and narrative control: Can incidental moments occur without compromising authored beats?
- Authoring effort and reuse: Which behaviors can be composed from reusable parts, and which need bespoke scripting?
- Runtime and memory cost: What fidelity is needed at each distance and visibility level?
- Ambient animation quality: Do idles, work, social actions, and transitions hold up when observed closely?
Review the system both as a designer and as a player. Follow an NPC through a routine, watch what happens when the player interrupts it, and observe whether characters respond consistently to the same kind of event. The aim is not to maximize simulation for its own sake; it is to make behavior, perception, animation, and story feel like parts of one coherent world.
