That is a developer’s description, not a measured verdict that RDR2 has better AI overall: the clearest comparison is about interaction options, player conduct and the Western setting—not a universal score for every open-world game.
What does it mean to compare NPCs?
“NPC quality” can refer to several different things: the ways a player can address characters, how they respond to conduct or proximity, and how those encounters fit the game’s world. Those are useful comparison points, but they are not interchangeable. A game can offer more direct interaction without proving that every character behaves more intelligently or remembers more.

The available comparison is strongest between Red Dead Redemption 2 and Grand Theft Auto V. A 2025 conference paper examines both games, focusing in part on how the Western theme shapes interaction. It supports a comparison of theme and authored action design, not a ranked benchmark of all open-world NPCs. Read the paper’s abstract.

Rockstar describes Honor as integrated into Red Dead Redemption 2 and says it influences interactions with the world. This links Arthur Morgan’s conduct and the game’s moral framing to how the world responds. It does not establish that every pedestrian tracks or remembers every encounter.
#1 Best Overall
- From the creators of Grand Theft Auto V and Red Dead Redemption
- The deepest and most complex world Rockstar Games has ever created. 4K Ultra HD not available on Xbox One or Xbox One S consoles
- Covers a huge range of 19th century American landscapes
- Play as Arthur Morgan, lead enforcer in the notorious Van der Linde gang
- Interact with every character in the world with more than just your gun
That distinction matters: a world response can reflect a game-wide system without every individual character having persistent, detailed memory. Rockstar’s description supports the former, not the latter. Rockstar’s explanation of Honor gives the developer’s framing.
RDR2 and GTA V: what the comparison supports
More fleshed-out interaction options in RDR2
Rob Nelson, Rockstar North co-studio head, described RDR2 as a point when the studio could incorporate “the ability to interact with NPCs as a more fleshed-out system.” He contrasted it with the simpler interaction systems in GTA V and the first Red Dead Redemption. This is Rockstar’s retrospective account of its design, rather than an independent measurement of the two games.

- A collection of exclusive story mode boosts, bonuses and discounts
- Get three weapons Free at gunsmiths
Nelson also said the team began exploring the ideas in RDR2’s more sparsely populated world and considered what they might feel like “at scale in a modern world.” That remark helps explain why a Western setting could be a place to develop interaction ideas, but it does not establish that GTA V later implemented the same system. GamesRadar’s report with Nelson’s comments contains the attributed statements.
Different settings shape what interactions mean
The conference paper’s focus on thematization points to a more useful comparison than asking which game has “smarter” NPCs. RDR2’s Western world and GTA V’s modern setting shape the kinds of actions and encounters each game presents. The paper analyzes the role of that theme in interaction; its abstract does not provide a shared score showing which game has more varied or realistic NPC behavior.
Rank #3
- From the creators of Grand Theft Auto V and Red Dead Redemption, Red Dead Redemption 2 is an epic tale of life in America at the dawn of the modern age.
- America, 1899. The end of the wild west era has begun as lawmen hunt down the last remaining outlaw gangs
- Winner of over 175 Game of the Year Awards
What is not established about NPC performance
No comparable published figure in the cited sources quantifies NPC population, behavioral complexity, reaction frequency or overall superiority between RDR2 and GTA V. There is also no basis here for ranking RDR2 against open-world games beyond GTA V. Claims about universal memory, exact interaction counts or a definitive AI winner would go beyond what these sources establish.
For context, Rockstar lists Red Dead Redemption 2 as a game starring Arthur Morgan and the Van der Linde gang, with Story Mode and Red Dead Online; its store page gives the release date as October 26, 2018. See Rockstar’s product listing.
Quick Recap
Which game fits the kind of interaction you want?
- Choose RDR2 as the point of comparison if you are interested in a more fleshed-out NPC interaction system as Rockstar describes it, and in how player conduct connects to the world’s moral framing.
- Compare it with GTA V on context, not a blanket score: Rockstar characterizes GTA V’s earlier system as simpler, while academic analysis highlights how the games’ different themes shape interaction.
- Look beyond this comparison carefully: the available evidence here does not support broad claims that RDR2’s NPCs outperform those in every other open-world game.
