For a one-time high-water scene, Bedrock Editor’s Flood Tool lets you set and apply a water level. For water that rises over time, you need repeated or scheduled changes instead: the official documentation describes the tools involved, but does not provide a complete timed sea-level setup. The steps differ by edition, so start by choosing whether you want a static flood or a rising-water challenge.
Choose a one-time flood or a gradual rise

Make a one-time flood with Bedrock Editor
- Open the world in Bedrock Editor and choose the Flood Tool.
- Select water as the flood material.
- Place the water-level indicator on a surface block, then adjust it to the height you want.
- Inspect the preview to see the proposed flood extent before committing the edit.
- Apply the flood. If the result is not what you intended, use the Editor’s undo support.
Microsoft Learn’s Bedrock Editor Flood Tool documentation lists a maximum flood size of 120,000 blocks and a flood-region extent of 1,024 blocks in each direction from the origin. These are tool limits, not guarantees about the appearance or performance of a particular world.

Make water rise over time with commands
A rising-water event needs more than one flood edit: it must change the water level repeatedly, whether you trigger each change yourself or arrange for changes to run on a schedule. The underlying operation is `/fill`, which fills a region between two coordinates with a chosen block. Microsoft’s Bedrock reference documents optional modes including `replace`, `hollow`, `outline`, `destroy`, and `keep`.
Microsoft’s Bedrock `/fill` command reference gives Bedrock syntax and examples. Do not copy that syntax into Java Edition as if commands were identical across editions. The cited official material does not establish a ready-to-run timed sea-level sequence, so verify the exact syntax and scheduling setup for your edition and version before building the event.

Plan the effect before automating it
- Define a bounded region with clear lower and upper coordinates; avoid an unbounded or world-scale fill.
- Decide which blocks the command should affect and which should remain untouched. Choose an appropriate fill mode rather than assuming a default suits your build.
- Test the effect in a copy or test world before using it in a world you care about.
- Plan how to stop the schedule and restore the area. Microsoft notes that commands running every tick can become a nuisance; a process that keeps filling should have a clear stop and reset plan.

If you want a packaged flood challenge rather than assembling the behavior yourself, Modrinth lists the community datapack Minecraft but the World Floods, which has trigger commands for setting or changing the flood level. It is not an official Minecraft tool. Check the listing for version compatibility and instructions for your world before installing it.

Prepare a safe test and recovery path
- Keep an untouched copy of the world before applying a large flood or trying a scheduled command.
- Start with a small test area and a limited water-level change.
- For Editor floods, check the preview and remember the documented undo option.
- For command-driven changes, confirm the schedule can be stopped and decide how to restore affected blocks before enabling it.
