There is no universally safe way to decompile a game for a private mod. Keeping a mod private or leaving the game’s assets out of a download does not, by itself, establish permission. Before decompiling anything, check the exact game’s current license and modding rules, your jurisdiction’s law, and whether your method would bypass technical protections. When available, official mod tools or documented interfaces are the safer place to start.
Can you decompile a game for a private mod?
It depends on the game, its applicable terms, your location, and what the decompilation involves. Some publisher agreements prohibit reverse engineering, decompiling, disassembling, or modifying software unless the publisher has authorized it. Other game-specific terms may allow limited modding under stated conditions. Neither outcome can be assumed for an unnamed game.

In particular, private or noncommercial use is not a general permission to decompile. Nor does an asset-free mod necessarily avoid restrictions on modifying the game, creating derivative works, or using tools to bypass access controls.
Check the rules for the exact game and platform
- Identify the game and version. Note the edition, platform, storefront, and the country or territory whose terms apply. Different editions or platforms may have different agreements.
- Read the current game-specific terms. Check the EULA, any official modding policy or guidelines, and the terms for a separate mod kit or SDK. A storefront’s general EULA may not answer every question about a particular game.
- Look for explicit permission and its limits. Confirm whether the terms allow decompiling, modifying, making user-generated content, and using or sharing that content. Permission to create content through a supported feature does not necessarily authorize decompiling the game’s binaries.
- Check local law separately. Publisher terms are only one part of the question. The legal rules may depend on where you are and on the precise purpose and method.
The agreements reviewed illustrate why this check matters: Epic’s general store EULA and Ubisoft’s EULA restrict activities such as reverse engineering or decompiling, while Ubisoft’s terms describe a limited exception for certain user-generated content enabled by a specific feature and subject to additional terms. These are examples, not rules for every game.

What U.S. law says about reverse engineering
Section 1201(f) is a narrow interoperability provision
Under 17 U.S.C. § 1201(f)(1), a person lawfully entitled to use a program may, under specified conditions, circumvent an access-control measure to identify and analyze elements necessary for interoperability with an independently created program. The provision also limits the purpose and extent of that activity; other parts of subsection (f) address tools and information made available to others. It is not a blanket exemption for personal game modding, and a private mod does not become an interoperability project simply because it is not shared.
Access controls raise a separate issue
The U.S. Copyright Office describes section 1201 as generally prohibiting circumvention of technological measures that control access to copyrighted works, including video games and software. It also describes limited, temporary exemptions adopted through a triennial rulemaking. Whether an exemption applies depends on the activity and the exemption in effect at the relevant time; do not rely on an older exemption or a broad summary. This overview does not determine how the statute applies to a particular game or method.

The table is a comparison of the cited examples, not a determination about your game. In particular, the conditional permission in one game-specific EULA applies only to that license and should not be generalized to other titles.

If you proceed, keep the project within clear boundaries
- Prefer a supported tool or interface. Use a publisher-provided mod kit, SDK, or documented API where one exists, and follow its own license and sharing rules. This does not grant permission to decompile unrelated game files.
- Do not treat uncertainty as permission. If the applicable terms do not clearly authorize the planned activity, pause rather than assuming that personal use or a noncommercial purpose is enough.
- Avoid bypassing access controls or anti-cheat systems. Circumvention can raise a separate legal issue from copying or distributing assets. Do not assume that an exception covers a particular tool or method.
- Keep any permitted mod separate from the original installation. Do not package the game, its source, extracted assets, or substantial portions of its files. Before sharing even a patch that appears asset-free, verify that the terms allow both modification and distribution.
- Get advice for a consequential project. If the project presents meaningful legal exposure, consult a qualified lawyer in the relevant jurisdiction with the game, terms, platform, tools, and planned use identified.
Does leaving assets out make a mod safe to share?
No. An asset-free download may reduce the amount of game content it contains, but it does not settle whether the license allows the modification or its distribution. A patch may also contain code or other extracted material, and a game’s terms may impose conditions such as requiring recipients to own a lawful copy or forbidding circumvention. Check the applicable license and written modding guidelines before publishing or sending a mod to others.
