Can You Legally Decompile a Game You Own? A Practical U.S. FAQ

U.S. law does not give game owners a blanket right to decompile or bypass protections. The details depend on the acts, purpose, access controls and any applicable exception.

Not automatically. In the United States, owning a copy of a game does not by itself give you permission to decompile it, bypass an access control, or share modified files. The answer depends on what you do, why you do it, and whether a specific copyright or DMCA exception applies. This is general information, not a determination about a particular game or activity; the sources discussed here establish U.S. federal law only.

What does “decompile” mean for your situation?

“Decompile” can describe several different acts: inspecting a program’s object code, making intermediate copies, bypassing an authentication check, changing game files, or distributing a patch or modified game. Those acts can raise different legal questions. Start by identifying exactly what you plan to do rather than treating decompilation as one all-or-nothing activity.

  • Inspect code or make copies: Consider whether the activity involves copying copyrighted code or other material.
  • Bypass authentication or another access control: Consider the DMCA’s separate anti-circumvention rules.
  • Modify the game or make a mod: Consider both the nature of the modification and its purpose; the fact that a project is called a “mod” does not establish an exception.
  • Share code, assets, modified files, or circumvention tools: Do not assume that an exception for a limited act of analysis or restoration also permits distribution.

Why can ownership of a game copy be insufficient?

Copyright and anti-circumvention are related but distinct issues. The U.S. Copyright Office describes section 1201 of the Digital Millennium Copyright Act (DMCA), codified in part at 17 U.S.C. § 1201, as generally making it unlawful to circumvent technological measures used to prevent unauthorized access to copyrighted works, including video games and computer software. An activity might raise an access-control question even when the person also needs to consider whether copying or modifying the game infringes copyright. Resolving one question does not automatically resolve the other.

The legal analysis therefore turns on the particular acts, their purpose, the game’s access controls, and whether an applicable statutory or regulatory exception covers those acts. A purchase or other lawful possession of a game copy is not, on its own, a general license to reverse engineer, modify, or bypass protections.

When can reverse engineering qualify for the interoperability exception?

17 U.S.C. § 1201(f) provides a limited exception for certain acts of circumvention and analysis directed at interoperability. It is not a general permission to decompile a game because you own it. The statutory conditions include all of the following:

  1. You lawfully obtained the right to use a copy of the program.
  2. You circumvent an access-control measure solely to identify and analyze elements of the program that are necessary to achieve interoperability with an independently created program.
  3. The elements you seek were not previously readily available to you.
  4. The acts do not constitute copyright infringement.

The purpose matters: trying to make an independently created program interoperate with the game is not the same as modifying the game for any purpose. Even where the interoperability conditions appear relevant, the exception is limited to the conduct it covers; it does not automatically authorize distributing the game’s code or assets, or settle other legal questions. The Copyright Office’s study of section 1201 discusses reverse engineering and interoperability in this broader framework.

Can you restore an online game after its servers shut down?

A current U.S. regulation provides a narrow exemption for certain complete games when the provider has ceased providing access to an external server required for authentication. Under 37 C.F.R. § 201.40, circumvention is permitted only for specified copying and modification to restore the game for personal local gameplay, or for qualifying library, archives, or museum preservation that keeps the game playable under the regulation’s conditions. Those institutional conditions include limits on making the game available beyond the institution’s physical premises.

This is a defined restoration and preservation rule, not a general right to bypass protections on any purchased game or to bring every discontinued online service back. Whether a particular title and activity fit the regulation depends on its requirements, including the server’s role and the intended use. The exemption does not itself establish permission to distribute modified game files or to operate a replacement public online service.

Does a security-research exemption settle every legal issue?

No. The current regulation includes a class for qualifying good-faith security research, but it expressly warns that the research may still incur liability under other applicable laws. A section 1201 exemption addresses the provision it covers; it is not a general safe harbor from copyright, contract, computer-access, privacy, or other legal rules.

Do the game’s license terms change the answer?

They may be relevant, so read the terms that apply to the specific title and platform. The federal authorities described here do not resolve how a particular game’s contract applies to a particular act. Do not treat a license term as automatically dispositive, or assume that a statutory exception settles every contract question; the specific terms and conduct matter.

What should you check before proceeding?

  1. Identify the governing law. The rules described in this article are U.S. federal law. They do not establish the answer in another country.
  2. Write down the exact acts. Separate code inspection, copying, circumvention, file modification, and distribution instead of relying on the broad label “decompiling.”
  3. State the purpose precisely. Ask whether the aim is interoperability with an independently created program, personal local restoration after a server shutdown, qualifying security research, or something else.
  4. Check for an access control. If the activity bypasses one, identify the specific statutory or current regulatory exception that could cover those exact acts and verify each condition.
  5. Review the relevant terms. Check the game’s license and applicable platform terms without assuming they decide every statutory question.
  6. Keep distribution separate from private work. Determine independently whether sharing code, assets, modified files, patches, or tools is permitted; a limited exception for analysis or local restoration is not proof that sharing is allowed.

How current are these U.S. exemptions?

The Copyright Office’s ninth triennial section 1201 proceeding concluded in 2024. As of October 4, 2026, its tenth proceeding for the 2027 cycle is underway: petitions for renewal of existing exemptions and proposals for new exemptions were due August 24, 2026. The Office says renewed exemptions are expected to remain in force from October 2027 through October 2030. The current text of 37 C.F.R. § 201.40 is the relevant regulation for existing exemptions; anyone relying on an exception should check the rule in force when acting, since the next proceeding may affect future exemptions.

Is there evidence that owners commonly decompile games or face enforcement?

The official materials cited here establish legal provisions and rulemaking, not how often game owners decompile games or face legal action. They provide no relevant prevalence or enforcement statistic, so a frequency or risk estimate cannot be stated from these sources.
