Keep a dated, factual log of each glare event and, where it is safe and lawful, preserve photos or video from a consistent viewpoint. Record what you saw and how it affected you; do not treat an image or your account alone as proof of technical causation, hazard, or legal nuisance. The right complaint or mediation process depends on where you live and the circumstances of the installation.
What to record for each glare event
Write the entry as soon as practical after the event. Specific observations are more useful than a broad statement that the panels are “always glaring.” The following is a practical record-keeping approach, not a checklist required by the aviation or planning guidance discussed below.

- Date and local time: Include the date and the start and end time, or your best estimate if you could not note them immediately.
- Where you were: Name the observation location as precisely as is useful, such as a room, window, yard, or nearby public place. Note the direction you were facing.
- Duration and pattern: Record how long the light lasted and whether it was a brief flash or a sustained reflection. If it appeared more than once, note the separate periods.
- What you saw: Describe the reflected light in ordinary terms—its apparent brightness, color, movement, and where it appeared in your view. Keep this separate from conclusions about its source or danger.
- Conditions: Note weather, cloud cover, and anything else that affected visibility.
- Practical effect: State what you were doing and what changed—for example, whether you stopped using a particular space or paused an activity. Describe the effect without characterizing it as a legal nuisance.
If you are unsure about a detail, label it as an estimate rather than presenting it as certain. Keep observations distinct from explanations: “a bright reflection appeared through the west-facing window for about four minutes” is an observation; “the panels caused a hazardous glare” is a conclusion that may require evidence beyond a personal log.

How to preserve photos and video
Where safe and lawful, take photos or video from the same viewpoint used in your written observations. A consistent view can help show where the reflection appeared in relation to the surrounding space. Do not put yourself at risk, trespass, or record people or private areas unlawfully to obtain evidence.

- Keep the original files, including their available metadata; do not rely only on edited, compressed, or annotated copies.
- Make separate working copies if you need to crop, mark up, or add labels. Keep the untouched originals alongside them.
- Give each copy a brief description that identifies the date, approximate time, and viewpoint, without implying that the image proves a cause.
- Connect each image or clip to the corresponding log entry so a reviewer can understand when and where it was made.
An image can illustrate what you observed, but it does not by itself establish that a particular panel caused the reflection, that the reflection created a hazard, or that a legal nuisance occurred. Those are separate technical or legal questions.
Keep a record of the complaint and responses
If you submit a complaint, retain a copy and keep a dated record of contacts and responses. Note whom you contacted, when, the channel used, what information or evidence you provided, and any response or next step given. This creates a clear account of the communication history without assuming which authority, mediator, or legal route applies in your location.

When a technical glint-and-glare assessment may matter
A personal log records your experience; a technical assessment addresses whether a reflection could reach a particular receptor under the geometry of the site and the sun’s path. The appropriate depth of analysis depends on the project and system design. The Federal Aviation Administration’s Technical Guidance for Evaluating Selected Solar Technologies on Airports, updated April 2018, states: “The extent of reflectivity analysis required to assess potential impacts will depend on the specific project site and system design.” This is airport-focused guidance, not a universal standard for household complaints or mediation.

Formal assessment can consider whether a reflection path connects a panel to a fixed receptor at particular times. Relevant project information may include panel height, orientation or directionality, design or tracker type, panel locations and extent, sensitive receptors, and secured mitigation. Those inputs help explain why a photograph alone may not answer whether a reflection is geometrically possible or how often it might occur.

UK nationally significant solar planning
The UK Planning Inspectorate’s advice for nationally significant solar development calls for identifying potentially sensitive receptors and considering the geometric possibility of glint and glare. Where a potential impact is identified, it calls for an assessment using appropriate modelling and predictive techniques, charts, or visual representations. This guidance belongs to that planning context; it does not establish a required process for every household complaint.
Airport and aviation assessments
The FAA airport guide describes three possible approaches for airport projects: qualitative analysis in consultation with relevant airport personnel, a field demonstration, and geometric analysis. Its 2021 policy concerns proposed solar systems at federally obligated airports with control towers. Its filing and analysis requirements should not be applied to a residential dispute. A separate FAA notice concerning the Ivanpah facility used an aviation reporting channel for pilots and air crew; that is not a general homeowner complaint route.

These approaches serve different purposes and assess different receptors. They should not be treated as interchangeable standards for private mediation. If a formal report is proposed, clarify which receptor and project configuration it assesses, what method and time periods it covers, what assumptions or limits apply, and whether mitigation is considered.
Find the process that applies where you live
The appropriate complaint, mediation, planning, or legal route cannot be determined without your location and installation context. Before relying on deadlines, filing requirements, nuisance tests, or legal rights, check the relevant local process or get jurisdiction-specific advice. The airport and UK planning sources above do not answer which authority, mediator, ombudsman, or legal process applies to an unspecified resident.
