Some readers can copy both game data (the ROM) and save data. Owning the cartridge does not, by itself, settle whether making a copy—or bypassing an access control—is legal where you live.
What cartridge dumping does
A cartridge reader accesses data stored on a game cartridge and transfers it to a computer or, with some devices, an SD card. Depending on the reader and cartridge, the copied data may include the game ROM, save data, or both. Readers differ in supported systems, adapters, software, and handling requirements; a device for one cartridge family should not be assumed to work with another.
Dumping is also distinct from downloading a ROM from someone else. This guide concerns copying data from a cartridge you have, not finding or sharing game files.
Choose a reader for the exact cartridge
Start with the console family and the cartridge itself. Check the maker’s current compatibility list, manual, adapters, and software notes before buying or connecting a reader. A product name or broad claim such as “retro cartridge reader” is not enough to establish support for a particular cartridge.

FlashGBX lists GBxCart RW, Joey Jr, and GBFlash among compatible readers for its software. That list is a useful compatibility lead, not a guarantee that every reader or unofficial cartridge will work in every situation. (FlashGBX compatibility information)
- Platform support: Verify the exact console and cartridge family, plus any adapter requirements.
- Data features: Check whether the reader handles ROMs, saves, or both, and whether save restoration is documented if you need it.
- Workflow: Determine whether the device connects to a computer or uses an SD card, and what software or setup it requires.
- Electrical and physical handling: Follow the reader’s instructions for voltage, insertion, removal, and contact care.
- Documentation: Check whether the maker or project currently documents the device and its software.
Use the reader’s documented workflow
There is no single safe set of dumping steps for every cartridge. Voltage, adapters, software, file formats, and save procedures depend on the reader and cartridge. Use the device maker’s current manual rather than applying instructions for another system.

- Identify the cartridge. Establish its console family and cartridge type, then confirm that the reader explicitly supports them.
- Read the current manual and software notes. Confirm the required computer or SD-card workflow, adapters, voltage mode, and any save-data options.
- Prepare and handle the cartridge as directed. Do not insert or remove it while the reader is powered if its documentation says to power off first. OSCR documentation, for example, advises powering off before insertion or removal and describes voltage selection. (OSCR project documentation)
- Connect the reader and use its supported software or SD-card procedure. Follow the steps for the specific device to read the ROM and, if desired, save data. Do not assume a ROM-reading procedure also backs up a save.
- Store the files securely. Keep any copied game data private; do not upload, sell, or share copyrighted ROM files.
Some modern systems use encryption or other access controls. That can make both the technical process and the legal analysis more complicated than reading a cartridge with a documented compatible reader.

The legal answer depends on where you are, what the device does, and the circumstances of the copy. Owning a physical cartridge does not automatically establish a right to reproduce its game data or circumvent a technological protection measure. Keeping a copy private is prudent, but privacy does not resolve every legal question.

The U.S. Copyright Office says Section 1201 of the Copyright Act prohibits circumvention of technological protection measures used to control access to copyrighted works. In its FAQ, the Office states: “Section 1201 is a provision of the copyright law (title 17), that prohibits circumvention of technological protection measures employed by or on behalf of copyright owners to control access to their works.” (U.S. Copyright Office FAQ)
The Office’s current rules include limited video-game exemptions. The listed cases include qualifying preservation activities by eligible libraries, archives, or museums, and access for local gameplay when a lawfully acquired game depends on an external authentication server that the copyright owner has ceased providing. These are bounded exceptions, not a general personal-backup exemption for every consumer who owns a cartridge. (U.S. Copyright Office, Section 1201 rulemaking materials)

The Office’s current rulemaking page describes the tenth triennial proceeding and says renewed exemptions remain in force from October 2027 through October 2030. These dates concern the exemption cycle, not a general permission to dump cartridges. Check the Copyright Office’s current rulemaking information for the applicable period and terms.
Canada and other jurisdictions
Canadian Copyright Act section 30.6 contains limited provisions concerning computer-program compatibility and backup copies. Its backup provision conditions the right on destroying the backup when the person ceases to own or be licensed to use the program. That specific statutory text is not a blanket right to copy any game or bypass copy protection. (Canada, Copyright Act, section 30.6)
