How to Enable Developer Mode on Meta Quest 2

A complete Meta Quest 2 Developer Mode guide covering account setup, the Meta Horizon app toggle, USB-debugging authorization, ADB checks and troubleshooting.

To enable Developer Mode on a Meta Quest 2, sign in to Meta’s developer dashboard with the same account used on the headset, create or join a developer organization, complete any verification Meta requests, then use the Meta Horizon mobile app: Devices → your Quest 2 → headset settings → Developer Mode → turn it on. If you plan to use ADB, SideQuest, or another computer tool, connect with a USB-C data cable and approve Allow USB Debugging inside the headset.

Before you start

  • A Quest 2 that is set up, powered on and paired with the Meta Horizon mobile app.
  • The Meta account that owns or is authorized to use the headset.
  • Internet access on the phone and headset.
  • A developer organization or team associated with that Meta account.
  • Any identity or account verification Meta currently requests.
  • A USB-C cable capable of data transfer if you will connect a computer. A charge-only cable will not work for ADB.
  • A compatible computer if you intend to use ADB, SideQuest or Meta Quest Developer Hub.

Menu names reflect Meta Horizon terminology reviewed on August 18, 2026. Older guides may call the app the Oculus app or Meta Quest app, and Meta can change navigation by app version or region.

Create or join a Meta developer organization

  1. Open Meta’s developer sign-up page and sign in with the Meta account used on your Quest 2.
  2. Open Developer Organizations.
  3. Create an organization or team, or accept an invitation to an existing one. Enter an organization name when prompted.
  4. Complete every verification request shown by Meta. The available method can vary; it may involve phone, two-factor authentication, payment verification or another accepted method.
  5. Confirm that the account shown in the dashboard is the same account signed in to the Meta Horizon app.

If you belong to an existing development team, joining it is normally preferable to creating a second organization, which can make account matching harder.

Enable Developer Mode in the Meta Horizon app

  1. Open the Meta Horizon app on your phone.
  2. Open Devices (or the headset/device tab) and select your Quest 2.
  3. Open the headset’s settings and choose Developer Mode.
  4. Switch Developer Mode on.

The general path is documented in Meta community guidance at Meta’s developer-mode discussion. If the switch does not appear to take effect, restart the headset, reopen the app and check that it remains enabled. A restart is a recovery step, not a universal requirement.

Authorize your computer for USB debugging

Developer Mode and USB debugging are separate permissions. Turning on the mobile-app switch does not automatically authorize a particular computer.

  1. Use a USB-C cable that supports data and connect the Quest 2 directly to the computer, avoiding hubs during initial setup.
  2. Put on the headset while it is awake and unlocked.
  3. When Allow USB Debugging? appears, review the computer’s RSA fingerprint if one is shown.
  4. Select Always allow from this computer only if it is your private, trusted computer, then select Allow.

The authorization prompt appears inside the headset, not just on the computer. Meta’s guidance describes this prompt and the “Always allow” option at Meta’s developer-mode discussion.

Confirm that the connection works

SideQuest or Meta Quest Developer Hub

After USB debugging is accepted, a compatible desktop tool should show the Quest as connected. SideQuest is a third-party tool commonly used for compatible sideloaded applications. Meta Quest Developer Hub is Meta’s utility for development builds, logs and device management.

Optional ADB check

If Android SDK Platform-Tools are installed, run:

adb devices
  • A serial number followed by device means authorization succeeded.
  • unauthorized means the headset is waiting for you to accept its USB-debugging prompt.
  • No device usually points to a cable, port, driver, headset-state or connection problem.

Android’s device-debugging documentation is available at developer.android.com/studio/run/device. ADB commands confirm or use the connection; they are not required to enable Developer Mode.

Fix common problems

The Developer Mode option is missing

  • Verify that the Quest 2 is paired in Meta Horizon and is online.
  • Check that the phone app is updated and signed in to the headset owner’s account.
  • Confirm that the developer organization is active and belongs to the same account.
  • Complete all outstanding verification requests.
  • Force-close and reopen the app, then restart the headset.

“Join or create an organization” keeps appearing

  1. Compare the account identity in the developer dashboard and Meta Horizon app.
  2. Open the organization page and verify your membership.
  3. Finish every verification step.
  4. Sign out of Meta Horizon, sign back in and reopen it.
  5. Restart the headset.
  6. If necessary, turn Developer Mode off and on again after the account synchronizes.

Creating another organization is not a guaranteed fix and can produce multiple-account confusion.

The USB-debugging prompt never appears

  1. Wear the headset, unlock it and confirm Developer Mode is on.
  2. Restart the Quest 2.
  3. Disconnect and reconnect the cable.
  4. Try a known USB-C data cable and another computer port.
  5. Connect directly rather than through a hub or adapter.
  6. On Windows, install Meta’s official Oculus/Quest ADB driver.
  7. Toggle Developer Mode off, restart, turn it on again and reconnect.
  8. Restart the computer and the development tool.

You may be seeing an ordinary USB file-access notification instead of the ADB authorization prompt. Those are different permissions. Community troubleshooting examples are collected at Meta’s USB-debugging discussion.

SideQuest says “Unauthorized”

Developer Mode can be enabled while the computer remains unauthorized. Look inside the headset for Allow USB Debugging?, accept it and reconnect if the prompt was dismissed. Use “Always allow from this computer” only on a trusted machine.

The computer sees the Quest, but ADB does not

  • Replace a charge-only cable with a data cable.
  • Try a different USB port and remove hubs.
  • Install or repair the Windows ADB driver.
  • Wake and unlock the headset, then accept USB debugging.
  • If you already use ADB, restart its server:
adb kill-server
adb start-server
adb devices

These commands cannot replace the in-headset authorization.

File transfer works but SideQuest does not

Storage access and ADB debugging are separate. A USB notification or working file transfer does not prove that the computer has been authorized for development.

Shared or secondary accounts

Use the Meta account associated with the headset and developer organization. On a shared Quest 2, make sure the account in the mobile app and the active headset account are the ones intended for development; behavior can differ by account configuration.

Should you factory-reset?

No—not as an early step. A factory reset erases local headset data and is normally unnecessary for a missing toggle or USB prompt. Try account, organization, app, cable, driver, port and restart checks first; back up or confirm cloud synchronization before considering a reset as a last resort.

What Developer Mode does—and does not do

Developer Mode permits development-oriented operations such as installing and testing development builds, communicating through Android Debug Bridge, and using development utilities. It enables the workflow for compatible sideloaded apps; it does not install SideQuest, make paid apps free, or make every APK safe or compatible.

  • Normal Meta Horizon Store installation: simplest option for ordinary users, with the store’s compatibility and distribution controls.
  • Developer Mode: useful for testing, development and compatible sideloaded software.
  • Risk: sideloaded software can be outdated, unsupported, incompatible or unsafe. Install only software and APKs you trust, and do not authorize unfamiliar computers.

Meta Quest Developer Hub is an official Meta utility; SideQuest is third-party. Wireless ADB can be convenient after initial USB authorization, but it is optional and depends on software and network support. It is not required to activate Developer Mode.

Do not confuse these terms:

  • Developer Mode: the Meta account/device permission enabled in the mobile app.
  • Developer Options: additional headset settings that may appear after Developer Mode is active.
  • USB debugging: per-computer authorization used by ADB and development tools.

Turn Developer Mode off

Return to the same Meta Horizon path—Devices → Quest 2 → headset settings → Developer Mode—and switch it off. This disables development and sideloading workflows but does not factory-reset the headset.

Quest 2 versus newer Quest headsets

The account, organization and mobile-app concept is broadly similar across Quest devices, but menu labels and firmware behavior are not guaranteed to match Quest 3 or Quest 3S. Follow model-specific instructions when using another headset.

Frequently Asked Questions

Do I need a developer organization to enable Developer Mode?

Yes. Create or join one through Meta’s developer dashboard using the same account signed in to the Quest 2 and Meta Horizon app.

Is Developer Mode free?

The activation workflow itself does not require a paid subscription.

Do I need a PC?

No. A phone and paired Quest 2 are enough to switch on Developer Mode. A computer is needed only for workflows such as ADB, SideQuest or desktop development tools.

Can I use SideQuest without Developer Mode?

Not for the standard Quest sideloading workflow. Developer Mode and USB-debugging authorization are required.

Is a charging cable enough?

No. Computer development requires a USB-C cable that supports data transfer.

Does enabling Developer Mode install apps automatically?
