To evolve Hisuian Qwilfish into Overqwil in Pokémon Scarlet or Pokémon Violet, level it up while it knows Barb Barrage. It does not need to use the move a set number of times.
Steps to evolve Hisuian Qwilfish

Confirm that your Qwilfish is the Hisuian form. This evolution method is for Hisuian Qwilfish, which evolves into Overqwil; see the official Overqwil Pokédex.

Check that Barb Barrage is in its move list. If it has forgotten the move, use the game’s move-relearning tools to restore it.

Gain a level while Barb Barrage is in its move list. The level can come from a battle or a level-granting item.

It is the wrong form: Make sure it is Hisuian Qwilfish, not the standard form.

It did not know Barb Barrage at level-up: Having learned the move previously is not enough if it is no longer in the move list when Qwilfish gains the level.

It has not gained a level yet: Knowing Barb Barrage alone does not trigger evolution; Qwilfish must level up.

Do you need to use Barb Barrage 20 times?
No. The 20-use requirement in Strong Style is the separate evolution method associated with Pokémon Legends: Arceus. In Scarlet and Violet, the condition is simply to gain a level while knowing Barb Barrage. Pokémon Database describes the Legends: Arceus method.
Does Terarium-caught Hisuian Qwilfish evolve the same way?
Yes. Game8 says a Hisuian Qwilfish caught in the Blueberry Academy Terarium can evolve through the same level-up method: keep Barb Barrage in its move list and gain a level.
