Find Windfall’s Keycard at the Protocol Workshop in Skethermoor, then use it to open the shipment crate at the separate Protocol Field Station. The crate contains the Signal Redirector. You can uncover the lead through several different clues, but the keycard is what opens the crate.
How the Windfall Shipment lead starts
You do not need to find a single quest giver to begin this lead. The walkthroughs describe several clues that can point you toward Windfall:

- Skethermoor Road Blockade: Read “We Need to Get Windfall Out” in a red car, around 39.5E, 76.3N.
- Protocol Workshop: Find “Windfall’s Discovery Dies With Me” beside Windfall’s remains, following the Little Tea Room route.
- Protocol Field Station: A note titled “A Crate From the Windfall Shipment?” is beside the crate.
These routes converge on the Workshop and Windfall’s Keycard. If you already have the keycard, go straight to the Field Station.
Get Windfall’s Keycard at the Protocol Workshop
The Workshop is in Skethermoor, around 38.0E, 77.4N. It is a different location from the Field Station. Walkthroughs report Protocol soldiers inside, so be prepared for hostiles as you make your way through the building.

- Enter the Workshop through its hatch.
- Follow the corridors to the restroom.
- Squeeze through the narrow gap beside the cabinets, then continue through the vent.
- Search Windfall’s remains for Windfall’s Keycard and the note “Windfall’s Discovery Dies With Me.”
A vent behind Windfall leads to an optional room with a Training Stimulant and two B.A.R.D. Crates. You do not need to enter it to obtain the keycard or reach the shipment.
Open the crate at the Protocol Field Station
The Field Station is in Skethermoor around 41.3E, 74.9N. It may not appear as a map marker, depending on how you discovered the lead. Enter through the hatch and follow the corridor.

- Take the first door on the left to reach the storeroom.
- Find the Windfall crate in the room.
- Use Windfall’s Keycard to open it and collect the Signal Redirector.
Three Training Stimulants are reported on a shelf behind the crate; they are optional loot.

A separate Signal Redirector is reported as a reward during Skethermoor Prison content, so you may reach the Windfall crate after obtaining one elsewhere. Walkthroughs do not establish how every save handles lead completion in that situation, and no authoritative patch information confirms a specific quest-state behavior. If the Windfall lead remains active, the keycard still opens its crate; the available sources do not establish whether collecting a second device changes or completes the lead differently.
