A 403 Forbidden response means the web server refused the request before, or while, dispatching it to PHP. It is usually an access-policy or filesystem-permission problem—not a PHP syntax error. Start by watching the active server’s error log while requesting the exact URL, then fix the specific directory, handler, or deny rule named there. Do not “solve” a 403 by making the whole site world-writable or disabling every access rule.

What a 403 means for a PHP request
The browser only sees the final HTTP status. A request such as https://example.test/tools/report.php passes through several layers:

- The service account (an unprivileged operating-system user) must be able to traverse the directories and access the script.
- Server configuration, virtual-host rules, directory rules, and rewrite policies can allow or deny the request.
- Only after those checks does PHP execute and produce a response.
Apache’s documentation classifies “Forbidden” as a permissions problem. Its HTTPD FAQ narrows that to two broad causes: the Apache account cannot access the underlying filesystem, or Apache configuration explicitly forbids the resource. A rewrite rule using the [F] flag is another deliberate way to return 403.
Use this diagnostic order
- Identify the serving stack. Determine whether the URL is handled by Apache with a PHP module, Apache CGI/FastCGI/PHP-FPM, nginx with PHP-FPM, or a hosting-panel-generated configuration.
- Confirm the URL-to-file mapping. Make sure the requested path points to the file you think it does. Apache’s
ScriptAlias, aliases, document roots, and location rules can map a URL to a different directory. - Watch the error log while reproducing the 403. The new line usually identifies a denied directory, a failed authorization rule, or a handler problem.
- Check every directory in the path and the script itself. The service account needs directory traversal and the access required by the script.
- Verify the PHP execution handler. Check module, CGI, or FastCGI/PHP-FPM configuration rather than changing PHP code.
- Audit
.htaccessand intentional deny rules. Look for rewrite, authorization, location, and private-directory policies. - Apply one narrowly scoped change, retest, and read the next log line. Revert changes that do not address the logged cause.
Identify the active server and where PHP runs
Apache module, CGI, or FastCGI
Apache can run PHP through an in-process module, launch it through traditional CGI, or pass it to a FastCGI application server such as PHP-FPM. The configuration that matters depends on which arrangement is active. A rule written for CGI will not fix a request being proxied to PHP-FPM, and a PHP-module setting in .htaccess is irrelevant when nginx is handling the request.

Apache’s ScriptAlias maps a URL prefix to a filesystem directory and treats files there as CGI programs. For a CGI script to run, the target must exist, be executable by the service account, and emit correctly formatted output. A PHP file placed under a ScriptAlias is therefore subject to CGI execution checks rather than ordinary static-file checks.
nginx with PHP-FPM
nginx normally sends matching PHP requests to a FastCGI backend, commonly PHP-FPM. nginx does not read Apache .htaccess files. If the site is served by nginx, editing .htaccess cannot change nginx’s access policy; the equivalent rule must be placed in the nginx server configuration and then loaded with the appropriate service reload.

A control panel may generate virtual-host, PHP-FPM-pool, or directory rules outside your web root. A panel’s PHP-version selector can also change the handler without changing the URL. If you cannot see the active virtual-host or pool configuration, use the panel’s error-log viewer and record the selected PHP handler before changing files.
Read the decisive error log
Reproduce the request while following the log for the server that actually answers it. On a self-managed Linux system, common locations include the Apache error log under /var/log/apache2/ or /var/log/httpd/, and the nginx error log under /var/log/nginx/. The exact path is distribution- and hosting-dependent; use the virtual-host or panel configuration when in doubt.
For example, an administrator might run:
sudo tail -f /var/log/apache2/error.log
sudo tail -f /var/log/nginx/error.logThen request the same URL once. Look for the first line generated at that time, not an older unrelated warning. Typical evidence includes:

- A message naming a directory or file with “permission denied” points to filesystem traversal or read/execute access.
- A message saying access is denied by configuration points to
Require,Deny, a location rule, or another authorization policy. - A line showing a rewrite rule or an
[F]result indicates an intentional 403. - A FastCGI connection or socket error generally identifies a backend or handler problem; it is not fixed by changing PHP source permissions alone.
Apache’s CGI tutorial distinguishes a 403 from “Premature end of script headers,” which is associated with a 500 Internal Server Error. The status code and the contemporaneous log entry should determine your next action.
Fix filesystem access without weakening the whole site
Check every directory component
To reach /srv/www/site/tools/report.php, the service account needs traversal (x) permission on /srv, /srv/www, /srv/www/site, and /srv/www/site/tools. It also needs the required read access to the PHP file. A readable file inside a directory that cannot be traversed still produces a denial.
Useful inspection commands on Linux include:
namei -l /srv/www/site/tools/report.php
ls -ld /srv /srv/www /srv/www/site /srv/www/site/tools
stat /srv/www/site/tools/report.phpThese commands show ownership and mode bits for each component. Check ACLs as well if the mode bits look correct; an access-control list can grant or deny the service account independently.
Find the account that serves the request
The web server does not normally run as the file owner or as root. Apache often uses an account such as www-data or apache; PHP-FPM pools can run under a pool-specific user. Confirm the account in the service or pool configuration and in the process list rather than assuming its name.
Apply the least privilege needed
Correct ownership or group membership when that is the site’s intended deployment model. Give directories traversal permission and files the minimum read or execute permission required by the handler. Apache’s CGI example uses chmod a+x first.py for an executable CGI file; do not copy that broad mode to PHP files unless your actual CGI design requires it. A safer fix is to grant execute permission to the service account or its group and keep unrelated users out.

Do not use chmod -R 777, make an entire document root writable, or run the web server as root. Those changes can hide the immediate 403 while creating a much larger compromise path. After changing ownership, modes, or ACLs, request the one failing URL and verify that the new log entry changes for the expected reason.
Verify the execution handler
CGI outside a ScriptAlias
Apache requires both a CGI handler and permission to execute CGI in a directory when scripts are outside a ScriptAlias. Depending on the configuration, that means an appropriate AddHandler or SetHandler plus Options +ExecCGI. A missing handler, a conflicting handler, or an Options setting inherited from a parent directory can prevent execution.
Use the active virtual-host configuration to determine which directive applies. If you edit a directory-level file, confirm that the server permits that directive through AllowOverride; otherwise the file may be ignored or rejected.
PHP-FPM and FastCGI
With PHP-FPM, nginx or Apache’s proxy module forwards the request to a FastCGI socket or network endpoint. Check that the location or proxy rule matches the requested filename, that the socket exists and is reachable, and that the pool user can read the script. A policy rule can still return 403 before the request reaches PHP-FPM.
For new Apache deployments, Apache documents traditional CGI as a legacy mechanism and recommends mod_proxy_fcgi with a FastCGI application server or a framework-specific handler. Migrating handlers is a configuration project; it is not a reason to grant broad filesystem permissions to the old CGI path.

When PHP source is downloaded
If the browser displays PHP source instead of executing it, the PHP/CGI handler is not configured correctly. That is a handler failure, not the same access denial as a 403. Remove public access while correcting the handler so source code is not exposed.
Audit .htaccess and AllowOverride
Confirm that Apache reads the file
AllowOverride None disables .htaccess processing for a directory tree. Other values permit only matching directive classes. For example, a rewrite directive requires the relevant file-info override permission, while authorization directives require the appropriate auth-config permission. If you can edit the main Apache configuration, Apache’s documentation prefers putting stable rules there rather than relying on per-directory files.
Nested .htaccess files are read in addition to parent files and can change the result for one folder. A PHP script that works in the document root but fails in uploads/ or private/ may be encountering a child-directory policy, not a PHP difference.
PHP settings in .htaccess
When PHP runs as an Apache module, PHP directives in .htaccess require the corresponding AllowOverride privilege. When PHP runs through PHP-FPM, those module-style directives may be invalid or irrelevant. Treat a configuration error reported during reload separately from a request-time 403.
Search for deliberate access denials
Inspect the active virtual-host configuration, included files, and every applicable .htaccess. Search for:

- Rewrite rules ending in
[F]. Apache states that this flag returns 403 and stops rewrite processing. Deny,Require, or other authorization directives that exclude the client, method, path, or environment.Location, directory, or alias restrictions that do not match the filesystem layout you intended.- Rules that block all
.phpfiles in upload, cache, backup, or private directories.
Read conditions above a rewrite rule as well as the final substitution. A rule may deny only a particular extension, query string, request method, or directory. Remove or narrow the rule only if the access is supposed to be public; private directories should remain protected.

This difference explains why an Apache-oriented edit can appear to do nothing on an nginx-served site: the request never reads the file you changed.

Why changing .htaccess often does not help
- The site is served by nginx, which ignores the file.
- Apache has
AllowOverride None, so the file is not read. - The directive needs an override class that the parent configuration does not permit.
- A deeper
.htaccessadds a deny rule after the parent rule appears to allow the request. - The 403 happens during filesystem traversal before rewrite processing.
- The URL maps to a different virtual host, alias, or document root than the directory you edited.
Check the active server and log before adding more directives. A successful configuration reload does not prove that the edited file controls this URL.
Why PHP works in one folder but not another
Different folders commonly have different ownership, mode bits, ACLs, handlers, or security policies. Compare the complete path and effective configuration for a working script and a failing script:
- Run
namei -lon both paths and compare every directory component. - Compare file ownership, mode bits, and ACLs with
statand the system’s ACL tools. - Check for a child
.htaccess, an Apache directory block, or an nginx location matching only the failing folder. - Check whether the folder is intentionally private or an upload directory where PHP execution is blocked.
- Confirm that both URLs are handled by the same virtual host and PHP backend.
Do not copy the working folder’s permissions wholesale. The failing folder may be deliberately protected, and the correct fix may be to move executable code out of it rather than make it executable.
A safe retest and recovery workflow
- Save the current configuration or use version control before editing.
- Make one change tied to one log message—for example, grant the PHP-FPM pool user traversal on a missing parent directory.
- Validate syntax with the server’s configuration-test command before reloading. Use the command appropriate to your installation rather than guessing a service name.
- Reload or restart only the affected service according to your deployment procedure.
- Request the exact URL once and capture the new status and timestamped log entry.
- If the result is unchanged, revert that change and investigate the next layer instead of stacking permissions or rewrite rules.
- After success, test a protected path, a static file, and another PHP endpoint to ensure the correction did not expose private content or break unrelated routes.
When you lack access to the error log, virtual-host configuration, or PHP-FPM pool, provide your host or administrator with the exact URL, UTC timestamp, response status, and any request identifier. Those details let the operator match your request to the correct server log.

Practical decision checklist
- Log says filesystem permission: identify the serving account, inspect every parent directory, and grant only the needed traversal/read/execute access.
- Log says configuration denial: locate the matching directory, location, authorization, or rewrite rule and narrow it deliberately.
.htaccesschange has no effect: verify Apache is serving the request and thatAllowOverridepermits the directive.- PHP source is returned: stop public access and correct the PHP handler.
- Only one directory fails: compare its path, child configuration, ownership, and intended privacy with a working directory.
- Apache CGI is involved: verify the handler and
Options +ExecCGI, while treating traditional CGI as a legacy design for new deployments. - nginx is involved: edit nginx location/server configuration and check both nginx and PHP-FPM logs; Apache files are irrelevant.
