The usual cause is a missing, unreadable, or incorrectly referenced Docker repository signing key. Fix the repository first, remove conflicting distribution packages, then verify the daemon and your socket permissions in that order.

This guide covers Ubuntu and Debian-style VPS systems, including Ubuntu 22.04 (codename jammy), Ubuntu 24.04 (codename noble), Raspberry Pi OS Bookworm, standard rootful Docker, rootless Docker, and containers that mount the host Docker socket.

Use this diagnostic order first
Do not repeatedly reinstall packages until you know which layer failed. Docker has four separate layers: the APT repository, the installed packages, the dockerd service, and access to the Unix socket. The command that fails tells you which layer to repair.

1. Confirm the VPS release and inspect the Docker source
Repository entries are release-specific. A source configured for jammy on an Ubuntu 24.04 host (noble) can fail even when the key itself is valid. Identify the codename before changing files:

printf '%sn' "$VERSION_CODENAME"On Ubuntu 22.04 the expected value is jammy; on Ubuntu 24.04 it is noble. If VERSION_CODENAME is empty, inspect /etc/os-release and identify the release by its VERSION_ID instead of guessing.
Find every Docker-related source and the keyring it references:

grep -RniE 'docker|signed-by|suite|components' /etc/apt/sources.list /etc/apt/sources.list.d 2>/dev/nullModern installations normally keep the key under /etc/apt/keyrings/docker.asc and use a deb822 .sources file whose Signed-By field points to that exact file. An older .list entry may still work, but it must reference the same readable keyring. Remove or disable duplicate Docker entries; two entries for different codenames or different keyrings can produce confusing errors.
2. Repair GPG and repository-key errors
Why the error appears during apt update
APT verifies repository metadata when it runs apt update. Therefore a missing key is normally reported at update time, not when you later run apt install docker-ce. Messages such as NO_PUBKEY, “The following signatures couldn’t be verified,” or “repository is not signed” indicate that verification stopped before package installation began.
A forum report cites key ID 7EA0A9C3F273FCD8 in one such error, but key IDs and distribution instructions can change. Treat the ID as a diagnostic clue, not as a key to paste into an old command.
Check that the key file exists and is readable
sudo ls -l /etc/apt/keyrings/docker.asc
sudo file /etc/apt/keyrings/docker.asc
sudo gpg --show-keys /etc/apt/keyrings/docker.ascThe file should be present, readable by APT, and recognized as an OpenPGP public key. If gpg reports that the file is not a key, or the file contains an HTML error page, download the current public key again from Docker’s official Ubuntu installation instructions. Do not reuse a file that was saved from a failed redirect or a web error.

sudo install -m 0755 -d /etc/apt/keyrings
sudo chmod 0644 /etc/apt/keyrings/docker.ascWhen recreating the key, use the current command and key location documented by Docker rather than an unmaintained blog. The exact key URL and command are deliberately not repeated here because they can change; the important requirement is that the source entry’s Signed-By value names the file you actually downloaded.

Check the source’s Signed-By and codename
Open the Docker source file and compare three values with the host: the repository suite (for example, jammy or noble), the architecture, and the keyring path. In a deb822 file, the key association appears as a line such as:
Signed-By: /etc/apt/keyrings/docker.ascThe path is case-sensitive. A key at /etc/apt/keyrings/docker.asc does not satisfy an entry pointing to /usr/share/keyrings/docker-archive-keyring.gpg. Correct the source by copying the current stanza from Docker’s installation documentation, then run:

sudo apt updateDo not proceed until this command completes without a Docker signature error. If the same error remains, delete the stale key file, download a fresh copy using the current instructions, confirm its type with gpg --show-keys, and check for a second Docker source that still points at the old key.
Raspberry Pi OS Bookworm
On Raspberry Pi OS Bookworm, a reported failure was caused by a key file that was not a readable public key. Re-downloading the key fixed verification. The same checks apply: inspect the file type, ensure APT can read it, and make sure the source entry points to that file. Do not assume a key copied from another host is valid for the current installation.
Do not use deprecated apt-key recipes
apt-key is deprecated. It places trust more broadly than a repository-specific keyring and makes later auditing harder. Use a keyring under /etc/apt/keyrings with an explicit Signed-By reference instead.
3. Remove packages that conflict with the official Engine
Ubuntu and Debian repositories may provide packages named docker.io and docker-compose. They are not the same package set as Docker’s official Engine repository. Mixing them can leave different client, daemon, container-runtime, or Compose versions installed together.

dpkg -l | grep -E 'docker|containerd|runc'Read the removal plan before accepting it. Do not remove unrelated applications merely because their names contain a similar word. Removing a package does not automatically erase images, containers, or volumes, but you should still record any production workload and back up data before changing a live VPS.
After the conflicting packages are gone and apt update succeeds, follow the current Docker instructions for your release to install the official Engine package set. Installing again before fixing the source or package conflict usually reproduces the same failure.
4. Check whether the Docker daemon is running
A successful package installation does not prove that the daemon is active. Check the service and the socket separately:
systemctl status docker
ls -la /var/run/docker.sockA running service normally creates /var/run/docker.sock (often the same socket as /run/docker.sock). If the service is inactive, start it:
sudo systemctl start dockerOn Debian and Ubuntu, Docker is normally configured to start at boot by the package installation. If starting it fails, do not keep retrying blindly. Read the service journal:
sudo journalctl -u docker --no-pager -n 100Look for the first concrete error, such as an invalid daemon configuration, a storage-driver failure, a missing runtime, or a permission problem. Later messages often only report that startup was aborted. Correct the first error, then start Docker again and recheck systemctl status docker.
If the service is active but the socket is absent, inspect the journal and the service definition rather than changing socket permissions at random. If the socket exists but a client still cannot connect, continue to the user-permission section.
5. Prove the installation with a test container
Once the daemon is active, test it as root first. This separates daemon and network problems from ordinary user-group problems:

sudo docker run hello-worldThe command should contact the registry, pull the small hello-world image if it is not cached, create a container, print its confirmation message, and exit. A registry timeout, DNS failure, or proxy error is a network-path problem; it is not fixed by adding yourself to the Docker group. Resolve that separately, then rerun the test.
6. Fix “permission denied while trying to connect to the Docker daemon socket”
The Docker client normally connects through a Unix socket owned by root and the docker group. If your login is not a member of that group, the daemon can be healthy while an unprivileged command fails.
Add the login to the group
- Create the group if the distribution did not create it. The command is harmless when the group already exists:
sudo groupadd docker - Add the current login, preserving its existing supplementary groups:
sudo usermod -aG docker $USER - Start a new login session. Log out of SSH completely and reconnect, or apply the new group in the current shell with:
newgrp docker - Confirm membership and retry without
sudo:id docker run hello-world
Opening another terminal window is not always sufficient. Existing processes retain the group credentials they received when they started, which is why a full logout/login or newgrp docker is required.
Check the socket before changing anything
ls -l /var/run/docker.sockThe group shown for the socket should normally be docker. If it is owned by an unexpected group, inspect the service and packaging rather than immediately making the socket world-writable.
Why chmod 666 is a bad fix
Do not use sudo chmod 666 /var/run/docker.sock as a routine solution. It allows every local user to write to the Docker API. Anyone who can control that API can generally start privileged containers, mount host filesystems, and obtain root-equivalent control of the VPS.

The docker group is safer than world-writable permissions because access is limited to explicitly added users, but membership itself still grants root-level power. For stronger isolation, use rootless Docker or place Docker inside a separate virtual machine when your workload permits it. Some administrative guides suggest restoring ownership with sudo chown root:docker /var/run/docker.sock; verify the service recreates the socket with the same ownership before relying on a manual change.
7. Repair ~/.docker files created by sudo
A different permission error can appear after you previously ran Docker with sudo. The directory ~/.docker or its config.json may then belong to root, preventing your normal account from reading credentials or writing client settings.
Repair the directory ownership and permissions:
sudo chown "$USER":"$USER" /home/"$USER"/.docker -R
sudo chmod g+rwx "$HOME/.docker" -RIf you do not need the saved Docker client configuration, removing ~/.docker/ also clears the problem, but it discards custom settings and stored registry credentials. Reauthenticate only after confirming that the directory is owned by your normal account.

8. Ubuntu 24.04 and later: rootless Docker edge cases
Rootless Docker runs the daemon and containers without a root-owned system daemon. Ubuntu 24.04 and later restrict unprivileged user namespaces by default, so a rootless setup can fail unless an appropriate AppArmor profile allows the required namespace operations. A rootful installation working normally does not prove that a rootless installation is permitted by the host policy.
When rootless docker run reports a dbus or systemd connection reset on a cgroup v2 host, check the user dbus service:
systemctl --user is-active dbusIf it is not active, restore the user’s dbus session according to the VPS distribution’s systemd configuration, then retry the rootless command. Keep rootless troubleshooting separate from ordinary socket-group troubleshooting: rootless Docker uses a user-scoped daemon and socket, so changing /var/run/docker.sock may have no effect.
9. Containers that mount the host Docker socket
CI runners and administration containers sometimes mount the host socket into the container. A process inside that container can receive “permission denied” even when the host user can run Docker successfully.
Check the socket and identity from inside the container:

idThe container’s effective UID and group IDs must be able to access the mounted socket. Adding the VPS login to the host’s docker group does not automatically add the container’s user to a matching group. Correct the container image, its runtime group configuration, or the deployment’s socket-mount strategy. Remember that granting socket access gives the container effectively root-level control of the host, so expose the socket only to trusted workloads.
10. A complete recovery runbook
Use this sequence when an installation is in an unknown state:

/etc/os-release. - Inspect Docker source files and ensure the suite matches the release.
- Ensure the key at
/etc/apt/keyrings/docker.ascis a readable public key and that the source’sSigned-Byfield points to it. - Run
sudo apt update. Stop and repair any GPG error before installing packages. - Remove installed unofficial packages such as
docker.ioanddocker-compose. - Install the current official Docker Engine packages for the VPS release.
- Run
systemctl status docker; if inactive, runsudo systemctl start docker. - If startup fails, read
sudo journalctl -u docker --no-pager -n 100and fix the first reported cause. - Validate the daemon with
sudo docker run hello-world. - Add your login to the
dockergroup, start a fresh session, and rundocker run hello-worldwithoutsudo. - If the normal account still fails, repair ownership of
~/.dockerand recheck the socket’s group. - For rootless or socket-mounted-container failures, use the separate checks in the preceding sections instead of changing the rootful socket.
Common mistakes that prolong the outage
- Installing before running
apt updatesuccessfully: package installation cannot fix a repository signature that APT has already rejected. - Using the wrong codename: verify
jammyversusnoblefrom the host itself. - Keeping duplicate source files: an old entry can continue to reference a missing key after you corrected the new entry.
- Copying a key file without checking its contents: a downloaded HTML error page is not a public key.
- Opening a new terminal instead of starting a new session: existing processes may still lack the new group credentials.
- Making the socket world-writable:
chmod 666trades a local convenience for root-equivalent access by every local user. - Changing host permissions for a container failure: the process inside the container has its own UID and group IDs.
- Mixing rootful and rootless instructions: they use different daemons, sockets, and service scopes.
