If your controller moves the Windows 11 pointer, clicks items, types letters, or opens the on-screen keyboard, the usual cause is mouse and keyboard emulation from Steam Input, a remapping utility, or a handheld PC’s desktop-control mode—not Windows permanently mistaking an ordinary gamepad for a physical mouse.
The fastest test is to exit Steam completely, including from the notification area, and try the controller again. If the mouse behavior stops, disable or replace Steam’s desktop controller layout. If it continues, quit other remapping software and handheld-control utilities before investigating drivers or hardware.

Start with this quick fix
- Open Steam, select Steam > Exit, and test the controller on the Windows desktop. Closing a game is not enough: Steam may remain active in the notification area.
- If the pointer stops moving when Steam is closed, open Steam again and go to Steam > Settings > Controller.
- Find Non-Game Controller Layouts, open Desktop Layout, and choose Edit.
- Open the layout settings or gear menu and select Disable Steam Input, if available. Alternatively, replace the desktop layout with a neutral gamepad layout that contains no mouse or keyboard bindings.
- Restart Steam and test both the desktop and your games.
Steam’s labels can change between client revisions. Older guides may call this Desktop Configuration or place it under older controller settings. The important setting is the desktop or non-game layout, not necessarily the controller profile for an individual game. Steam configurations can assign buttons and sticks to gamepad, keyboard, or mouse commands. Steam’s controller support documentation explains this mapping capability.
Identify which kind of problem you have
Before changing drivers, note where the unwanted behavior occurs:

| What happens | Most likely explanation |
|---|---|
| The right stick moves the Windows pointer and triggers click. | A desktop mouse-emulation profile from Steam, a remapper, or handheld software. |
| The problem occurs only while Steam is running. | Steam’s desktop or non-game controller layout. |
| The problem occurs in one game or launcher. | A per-game profile, launcher overlay, native-controller conflict, or duplicate input. |
| The issue occurs only on a handheld PC. | The device is in Desktop, Mouse, or Auto control mode rather than Gamepad mode. |
| The controller performs both gamepad and keyboard actions. | Two input layers are active at the same time. |
| The controller does not work in Windows’ controller test panel. | A connection, pairing, driver, firmware, or hardware problem is more likely. |
Common symptoms include the right stick moving the cursor, triggers acting as left- or right-click, face buttons typing letters or pressing Enter, clicking a stick opening the on-screen keyboard, and games showing keyboard prompts instead of controller prompts. These symptoms alone do not prove that the controller is defective.
Fix 1: Disable Steam’s desktop layout
Steam can keep a desktop mapping active even when no game is open. That mapping may deliberately turn the right stick into mouse movement and a trigger into a click.
- Exit Steam using Steam > Exit.
- Reopen Steam and go to Steam > Settings > Controller.
- Open Non-Game Controller Layouts > Desktop Layout.
- Select Edit and inspect the right stick, triggers, and face buttons.
- Disable Steam Input for the desktop layout, or remove all mouse and keyboard assignments.
Disabling the desktop layout does not necessarily disable Steam Input for every game. It removes the mapping used outside games while allowing you to retain a per-game profile where one is genuinely needed. If you want to navigate Windows with a controller, keep a desktop layout but configure it deliberately as a neutral gamepad profile instead of leaving an unwanted mouse mapping active.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf the behavior affects only a single game, inspect that game’s controller configuration separately. A non-Steam game launched through Steam can still receive Steam Input, and an external launcher may add its own overlay or virtual-controller layer. This Steam community discussion describes the desktop-layout route, while Steam’s support guidance warns that conflicting programs and overlays can interfere with controller input.
Fix 2: Quit other controller-mapping software
If the problem remains after Steam is closed, check the notification area beside the clock and quit any utility that can translate controller input into mouse or keyboard actions. Examples include:
- reWASD
- JoyToKey
- Gopher360
- DS4Windows
- AntiMicroX
- Handheld Companion
- ASUS Armoury Crate
- Lenovo Legion Space
- MSI Center or another OEM gaming utility
These programs do not all cause the problem in every setup. They are simply places to look if installed or running. Quit them without uninstalling anything, then restart Windows and test the controller before launching the utility again. If the problem disappears, disable its desktop profile or its start with Windows option, or configure the utility to expose only the gamepad input you actually need.

- Hall Effect Joysticks: Delivering enhanced recentering performance for smoother control and superior anti-drift capability. Plus, with anti-friction rings.
- 2-Way Trigger Lock: With trigger stops, gamers can toggle between short and long pull positions. Additionally, gamers can activate hair trigger mode by pressing M+LT/RT (triggers must be in the long pull position).

Do not install another remapper as a first-line fix. Remapping tools are useful when you intentionally need keyboard and mouse emulation, but adding one while troubleshooting can create another virtual device and make duplicate input harder to identify. Microsoft’s community guidance identifies tools such as JoyToKey, reWASD, and Gopher360 as possible causes of this behavior.

Fix 3: Change a handheld PC from Desktop mode to Gamepad mode
On an ASUS ROG Ally, Legion Go, and similar Windows handhelds, the control center may intentionally switch the built-in controls or a connected controller among Gamepad, Desktop, Mouse, and Auto modes.
Open the handheld manufacturer’s control center and look for a control-mode toggle. On an ASUS ROG Ally, set Control Mode to Gamepad rather than Desktop or Auto, then test again. This is a device-specific remedy, not a universal Windows 11 setting; menus and names vary by model and software version. A Microsoft Q&A case documents the ROG Ally Gamepad-mode fix.
Also check whether a controller shortcut activated a desktop profile. Some devices use a long press of the Guide, Home, or another button to change modes. Consult the device’s own control-center settings rather than changing Windows HID drivers first.
Fix 4: Test the controller with joy.cpl
Windows includes a legacy Game Controllers panel that helps separate input mapping from connection or hardware faults.

- Open the Test tab.
- Move the sticks and press each button.
If the axes and buttons register correctly in joy.cpl while the Windows pointer also moves, the physical gamepad is probably working and an additional mouse-emulation layer is active. Focus on Steam, remappers, handheld software, virtual controllers, and duplicate profiles.

If the controller is missing from the panel or its buttons and axes fail there, investigate USB, Bluetooth, batteries, pairing, firmware, drivers, or hardware. If it works in joy.cpl but fails in one game, concentrate on that game’s input settings and launcher rather than reinstalling Windows controller drivers.
Fix 5: Eliminate duplicate or virtual inputs
Mouse movement may be only one symptom of two active input paths. Look for these signs:
- One button performs two actions.
- The game repeatedly switches between keyboard and controller prompts.
- The game detects two controllers.
- A virtual Xbox 360 controller appears alongside the physical device.
- The controller works in Steam but behaves incorrectly when a game is launched through another launcher.
Use this isolation sequence:
- Close the game.
- Exit Steam and every remapping utility.
- Disconnect other controllers, including unused Bluetooth devices and receivers.
- Reconnect only the affected controller.
- Launch the game using its native controller support, if available.
- If the game requires Steam Input, enable only Steam Input and keep other remappers closed.
In general, choose one translation layer: native gamepad support, Steam Input, or a third-party remapper. Running all three can produce a physical controller, a virtual controller, keyboard events, and mouse events at once. Steam’s support material recommends isolating input devices and notes that conflicting programs, multiple controllers, and differing DirectInput/XInput behavior can cause unusual results.

Use Device Manager only after software mapping has been ruled out. Windows often gives generic devices names such as HID-compliant mouse, so disabling every entry with that name is unsafe: one may be your real mouse, touchpad, touchscreen, or another essential input device.
- Right-click Start and select Device Manager.
- Expand Mice and other pointing devices.
- Disconnect the controller and observe which entry disappears or changes.
- Reconnect the controller and confirm the same entry returns.
- For additional identification, right-click the suspected entry, choose Properties, and inspect Details.
- Right-click only the entry you have linked to the controller and choose Disable device.
- Test the controller.
- If the mouse, touchpad, or another input device stops working, immediately return to Device Manager, right-click that entry, and choose Enable device.
Do not disable every HID-compliant mouse, HID keyboard, or Human Interface Device entry. Generic HID labels are used for many unrelated pieces of hardware. The “AlphaMouse” advice sometimes found in community answers is a case-specific workaround for a particular virtual-driver configuration, not a standard Windows 11 solution.
Microsoft documents the general process for disabling and re-enabling HID devices through Device Manager. Use it as a targeted isolation step, not as a reason to remove random drivers.

Fix 7: Check for multiple controllers and XInput limits
Steam’s support documentation states that Windows limits XInput devices to four. In a large multiplayer setup, additional devices may be configured as keyboard or mouse input instead of gamepads. This is mainly relevant when more than four controllers or virtual XInput devices are connected; it is not the normal explanation for one Xbox controller suddenly moving the desktop pointer.

Fix 8: Check USB, Bluetooth, firmware, and drivers
If no mapping layer explains the behavior, perform the basic connection checks:
- Try a different USB port.
- Connect directly to the PC instead of through a USB hub.
- Reseat or replace a wireless receiver.
- Re-pair the controller over Bluetooth.
- Test with a wired connection, if supported.
- Replace or recharge the controller’s batteries.
- Install available Windows updates.
- Update controller, motherboard, chipset, or Bluetooth drivers from the relevant manufacturer.
- Update controller firmware using the manufacturer’s official utility.
- Restart Windows after changing device states or drivers.
Do not randomly uninstall HID drivers as a first step. Windows may reinstall them, but removing the wrong device can temporarily disable the mouse, keyboard, touchpad, touchscreen, or controller you need to complete the repair. Microsoft’s input-device guidance recommends checking power, cables, USB ports, hubs, wireless receivers, batteries, and drivers.

No Steam is installed
Check remappers, OEM handheld utilities, virtual-controller drivers, and controller-specific configuration software. Quit each likely utility one at a time and test after each change. A clean restart with all optional mapping software closed is a useful baseline.
The problem occurs only in one game
Reset that game’s control profile, check whether it supports native XInput or DirectInput, and determine whether it is being launched through Steam or another overlay. Disable either the game’s native controller support or Steam Input for that title only if both are producing duplicate events; do not change global Windows settings first.

The game is launched through Epic, Xbox, Ubisoft, or another launcher
Steam can still remain open in the background and apply its desktop layout, especially if the game was added to Steam as a non-Steam game. Fully exit Steam and test the launcher by itself.
The controller has an input-mode switch
Some models provide XInput, DirectInput, Android, Switch, or mouse modes through a physical switch or button combination. Select the mode supported by the game, usually XInput for modern Windows controller support, but do not assume every controller offers this option. Check the controller’s manual.
The controller works on another PC
The controller is less likely to be defective. Compare background utilities, Steam settings, handheld software, and virtual devices between the two computers.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The controller fails in joy.cpl and on another PC
At that point, investigate hardware, firmware, cable, receiver, Bluetooth, or pairing faults. Mouse emulation is no longer the leading explanation.
Decision tree
- Mouse behavior stops when Steam exits: disable or replace Steam’s desktop/non-game layout.
- It continues without Steam but stops when a remapper exits: correct that remapper’s desktop profile or startup setting.
- It happens only on a handheld in desktop mode: switch the OEM control mode to Gamepad.
- It persists with mapping software closed: isolate the controller-related HID entry carefully, then check connections, firmware, and drivers.
- The controller works in
joy.cplbut not one game: troubleshoot that game, launcher, overlay, or per-game profile. - It fails in
joy.cpland on another PC: investigate the controller or its connection as a hardware or firmware problem.
For most Windows 11 users, the permanent fix is not a driver reinstall. It is removing the unwanted desktop mouse mapping while leaving the controller’s normal in-game gamepad profile intact.
