A Steam update that stays at 0%, appears frozen at 100%, or loops through patching and verification is usually recoverable without reinstalling the game. Work through Steam’s client, cache, library, file, network, Windows, and drive checks in that order; each step targets a different failure point and keeps more disruptive changes until they are justified.
What a “stuck” Steam update actually means
Steam updates have more than one stage. A percentage can describe downloading, while Steam is separately unpacking, patching, allocating, or verifying files on the drive. Therefore, 100% on the download indicator does not always mean the update is finished. A game can still be processing local files after network transfer reaches 100%.

At 0%, Steam may be unable to begin the download because of a stale download-cache entry, a server or routing problem, a blocked connection, or a library folder that Steam cannot use correctly. A message such as Disk write error or Corrupt update files points more strongly toward the library, file state, permissions, available space, or the drive itself. A loop that repeatedly says patching or verifying can involve damaged game files or a Windows-level problem.
Steam Support describes the installed-game location this way: “The Steam library folder contains all of your installed games on disk.” That distinction matters: repairing the library changes Steam’s folder state, while verifying a game checks the state of that game’s installed files.

Likely causes and what each one affects
- Download cache: stale or inconsistent temporary download data can prevent a new transfer from starting normally.
- Steam library folder: a damaged or misconfigured library can stop Steam from reading, writing, or updating the location that holds the game.
- Game files: an incomplete or damaged installation can force repeated patching or verification.
- Steam servers or local networking: a busy download region, routing fault, firewall rule, antivirus network filter, router issue, or internet problem can interrupt transfer.
- Windows: pending updates or damaged system components can interfere with client or file operations.
- Drive and permissions: insufficient free space, file-system errors, or access restrictions can produce disk-write and corrupted-update errors even after a download appears complete.
Choose the least disruptive test first

Fix the update in order

Restart Steam completely
Click Pause on the affected update. Open the Steam menu and choose Exit so the client closes rather than merely hiding in the notification area. Wait for Steam to close, start it again, and retry the update.
This first test is useful when the displayed percentage or queue state is stale. If the same error returns immediately, continue instead of repeatedly restarting.

Clear the Steam download cache
In Steam, open Steam > Settings > Downloads > Clear Download Cache. Confirm the action when prompted. Steam signs you out after the cache is cleared, so log in again, return to the Library, and start the update once more.

If the update still stops at 0% or cycles through the same state after you sign back in, move to the library check.

Repair the affected Steam library folder
Open Steam > Settings > Storage. Locate the library that contains the game, open that library’s menu, and choose Repair Folder. Let Steam finish, then retry the update from the Library.
This step addresses the library-folder state rather than the game’s individual files. It is especially relevant when the error mentions writing to disk, when several games in the same library fail, or when the library is on a secondary drive.

Verify the game’s installed files
In the Library, right-click the affected game and choose Properties. Select Installed Files, then Verify Integrity of Game Files. Steam will check whether the game’s files are installed correctly. When the check completes, run the update again.

Test the download region and your network
Open Steam > Settings > Downloads and change Download Region to another available region, then retry. A different region can distinguish a regional Steam-server or routing condition from a problem limited to your client.
If possible, connect the computer to a different network, such as a phone hotspot or another trusted connection, for a single test. If the update works there, investigate the original router or internet connection rather than repeatedly repairing game files.
Steam notes that firewall, antivirus, router, and internet-connection problems can affect downloads and installations. Check that Steam is allowed through the firewall and that security software is not filtering its connection. Keep protection enabled while testing; do not treat disabling security software as a permanent fix. Restarting the router can be a reasonable local-network test, but restore any temporary network changes afterward.

Install pending Windows updates and check system components
Open Settings > Windows Update, install available updates, restart when Windows requests it, and then retry Steam. A pending operating-system update can leave system components in an unfinished state that affects applications.

If other Windows updates or programs are also failing, use Microsoft’s Windows Update troubleshooting guidance. Its documented remedies include clearing the Windows Update cache, checking for insufficient disk space, running System File Checker, and repairing the Windows image. In an elevated Command Prompt, the standard checks are:
sfc /scannow DISM /Online /Cleanup-Image /RestoreHealthRun these only when Windows itself shows symptoms or Windows Update troubleshooting points to system corruption; they are not routine Steam-cache commands. Restart Windows after repairs, open Steam, and test the update again.

Check free space, permissions, and the drive
Confirm that the library drive has adequate free space in File Explorer before trying another update. Steam lists insufficient space among update and installation causes, and patching can fail when the destination cannot complete its write operations.

Follow Windows’ instructions and restart if it requests exclusive access. A file-system error can block Steam even when the download itself appears complete.

Also confirm that your Windows account can write to the library location. Avoid moving the game or changing folder permissions while Steam is updating. If multiple applications report read/write errors on the same drive, stop treating the issue as Steam-only and back up important data before seeking local technical help.

Escalate with the exact symptom
If the update remains stuck after the documented client, network, Windows, and drive checks, contact Steam Support. Include the game name, the exact message (for example, Disk write error or Corrupt update files), whether it stops at 0%, 100%, patching, or verification, and the steps you already completed.
Seek local technical assistance for advanced permissions, repeated Windows system-file failures, suspected storage hardware faults, or drive errors that affect other software. Do not repeatedly delete library folders or reinstall Windows as a first response; those actions can remove useful diagnostic evidence and are not required by Steam’s basic update guidance.

Use the symptom to select the next branch
It stays at 0%
Start with a clean restart and download-cache clear. If there is no transfer afterward, change the download region and test another network. Firewall, antivirus filtering, router faults, and internet problems are more plausible when Steam cannot begin downloading at all.
It reaches 100% but never finishes
Steam may still be unpacking, patching, or verifying local files. Give the client a chance to complete its local work, then use Verify Integrity of Game Files if the state does not change. If a disk-write message appears, prioritize free-space, library-repair, permissions, and drive-error checks.
It says patching or verifying forever
Verify the game files, then repair the library folder if the game’s library has not been checked. If several games show the same behavior, investigate the library drive and Windows rather than treating each title as an isolated installation.
It reports a disk-write or corrupted-update error
Check the destination drive’s free space, run Windows Error checking, repair the Steam library folder, and verify the game files. Persistent errors on the same drive, including outside Steam, warrant a storage and permissions diagnosis.
