Run Apache’s configuration test, capture the first fatal line, and then inspect the service journal and Apache error log. That message normally identifies whether the problem is invalid syntax, a duplicate directive, a misplaced package file, or an incompatible mod-pagespeed/pagespeed-optimizer pair.

The repair differs by distribution: Debian and Ubuntu run the apache2 service and normally place pagespeed.conf in /etc/apache2/mods-available/; RHEL-family systems run httpd and normally place it in /etc/httpd/conf.d/. Correct the reported fault, test the configuration again, and restart only after the test succeeds.

Start with the exact failure, not a second restart
A failed restart is not one universal mod_pagespeed error. Apache may be rejecting a configuration line, loading the same directive twice, failing to find a module or include file, or being unable to attach to an optimizer built for a different release. The first fatal message is more useful than the service manager’s generic “failed” result.
Identify the Apache service

Use the service name that exists on your host. A correct mod_pagespeed file cannot help if commands are being run against a different Apache unit.

Run a configuration test first
Run Apache’s configuration test before another restart. On most installations, the generic command is:
sudo apachectl configtestOn systems that expose the equivalent test through apache2ctl, use:

sudo apache2ctl configtestA successful test reports that the syntax is valid. A failure normally includes a filename and line number. Preserve that complete output, including the first fatal line; later messages can merely be consequences of the first error.
Inspect status, journal, and the error log
Check the unit status without attempting to restart it repeatedly:
sudo systemctl status apache2Replace apache2 with httpd on RHEL-family systems. Then inspect recent service messages:

sudo journalctl -u apache2 -n 100 --no-pagerUse journalctl -u httpd -n 100 --no-pager for the RHEL-family service. Also read the Apache error log configured by your distribution or virtual host. Look for the earliest mod_pagespeed, module-loading, include-file, or syntax message, not only the final systemd failure.
Apache’s own guidance is to fix a configuration-file error before issuing a graceful restart. A graceful restart does not bypass invalid configuration syntax; repeating it while the test fails only creates more confusing log entries.
Check that the package-created file is where Apache reads it
The signed mod_pagespeed repository supplies the mod-pagespeed package. Installation creates both the Apache configuration and the settings that point the module at the pagespeed-optimizer worker. A restart can fail when that file is absent, copied into a directory Apache does not include, or edited with syntax the installed module does not support.
Debian and Ubuntu
Inspect /etc/apache2/mods-available/ for pagespeed.conf. Confirm that the file is enabled through the distribution’s Apache module/include mechanism and that Apache’s active configuration includes it. If the configuration test names a different copy under a virtual-host directory, compare the two files and remove the unintended duplicate rather than maintaining conflicting definitions.
RHEL-family systems
Inspect /etc/httpd/conf.d/ for pagespeed.conf. Files in this directory are normally included by the main httpd configuration. If the test reports an include path that does not exist, restore the package file or correct the include; do not create a second hand-written copy with the same directives.

What a file-location error usually means
- “Cannot open configuration file” or “No such file”: the package file is missing, the include path is wrong, or permissions prevent Apache from reading it.
- A line-numbered syntax error: the named line is invalid for the installed module or contains a typo introduced during editing.
- A duplicate directive or duplicate module warning: two enabled files define the same setting. Keep one authoritative package configuration and remove or disable the duplicate.
After each correction, rerun the configuration test. Do not proceed to a restart until it passes.
Verify that Apache loads and enables mod_pagespeed
A valid file does not prove that the module is loaded. Check the loaded module list:
sudo apachectl -MLook for pagespeed_module. If it is absent, Apache is not loading mod_pagespeed even if pagespeed.conf exists. Recheck the package installation, the distribution-specific include location, and any module-loading line identified by the configuration test.
Confirm the directive is enabled
The active configuration must contain:
ModPagespeed onMake sure the directive is placed in a context Apache accepts and is not overridden by a later virtual-host configuration. If you intentionally disabled it in a site-specific file, the module may load successfully while optimization remains off; that is different from a restart failure.

Official troubleshooting checks also require an enabled output filter and an HTML response. Test an actual page that returns Content-Type: text/html. A stylesheet, image, JSON response, redirect, or compressed response that bypasses the expected filter cannot prove that mod_pagespeed is operating.

Once Apache is running, inspect the response headers. An HTML response carrying X-Mod-Pagespeed demonstrates that the request passed through mod_pagespeed. The absence of that header can indicate that the request was not HTML, the directive is off for that virtual host, the filter is not active, or a proxy removed the header; it does not by itself identify a restart-time syntax error.
Match the module and optimizer releases
mod_pagespeed uses the separate pagespeed-optimizer worker. Keep mod-pagespeed and pagespeed-optimizer on compatible, matched releases. Upgrading one without the other can leave the module and worker using incompatible cache formats or interfaces, preventing the Apache module from attaching correctly.
Check package state before changing anything
- List the installed versions of both
mod-pagespeedandpagespeed-optimizerusing your distribution’s package manager. - Check whether one package was upgraded while the other remained at an older release.
- Review the package manager’s transaction log if the restart began failing immediately after an upgrade.
If the versions do not match, upgrade them together from the signed repository. Avoid mixing a module package from one repository with an optimizer binary copied from another source.
Start the optimizer before Apache
After installing a matched pair, start the optimizer first, then restart Apache. This ordering ensures that the worker is available when the module initializes. If the optimizer fails to start, inspect its own service output and correct that failure before restarting Apache.

The category matters: changing a directive will not repair a version mismatch, and replacing packages will not fix a typo in an included virtual-host file. Follow the first specific error rather than applying every possible fix.

Restart only after the test succeeds
When the configuration test is clean and the optimizer is running, restart the correct service:
- Debian or Ubuntu: run
sudo systemctl restart apache2. - RHEL-family Linux: run
sudo systemctl restart httpd. - Immediately check
sudo systemctl status apache2orsudo systemctl status httpdfor a clean active state. - Run
sudo apachectl -Mand confirmpagespeed_moduleremains loaded. - Request an HTML page and inspect its response headers for
X-Mod-Pagespeed.
If the restart fails again, return to the new first fatal log line. A configuration that passed syntax testing can still fail at process startup because of a missing runtime dependency, a worker that is not available, or a permission problem; the service journal will distinguish those cases.

Safe recovery when a change made Apache unavailable
If you edited a virtual-host file or pagespeed.conf and Apache stopped starting, revert only the last change or temporarily disable the modified include. Keep a copy of the failing file so the exact line can be reviewed, but do not leave two competing versions enabled. Then run the configuration test before restoring service.
If the failure began after a package upgrade, record the installed versions and package transaction, bring the module and optimizer to a matched release, and start the optimizer before Apache. Reinstalling only the Apache module can leave the worker incompatible and reproduce the same failure.
