On CentOS 7, the cause is usually one of four layers: the path exposed by chroot or local_root, Linux directory permissions, vsftpd upload settings, or SELinux policy. You can often list files while uploads fail because listing requires read access, whereas creating a file requires write and execute access on the destination directory. This guide explains why FTP says “553 Could not create file on CentOS 7,” why you can list files but not upload, and how to fix vsftpd 553 permissions without making the server broadly writable.

What FTP 553 means on CentOS 7
The server has accepted your login and the upload command, but it cannot create the requested file at the destination. The refusal is generated on the server; changing the FTP client rarely fixes it.

Work through the checks in this order:
- Find the exact path the FTP session can see after
chroot_local_user,local_root, and per-user settings are applied. - Verify Linux ownership and directory permissions for that path and every parent directory.
- Confirm that vsftpd allows writes for the type of account being used.
- Check SELinux labels, booleans, and audit records.
A directory listing is not an upload test. The account may have enough permission to read directory entries but lack the combination of write and execute permission needed to create a new file.
1. Confirm the FTP-visible path before changing permissions
A common mistake is fixing a host path that is not the path the FTP session reaches. A local user may be placed in a chroot jail, and local_root or a per-user configuration file may change the starting directory.

Check from the FTP client
- Connect with the affected account.
- Run
pwdto display the session’s current directory. - Run
ls -laand identify the directory where the client is attempting to upload. - Change to the intended upload directory with
cd directory-name, then runpwdagain.
Record the FTP-visible path exactly. A path shown as / inside the client may correspond to a deeper directory on the host when the session is chrooted.
Compare the server configuration
On the server, inspect the effective global settings:
grep -E '^(local_root|chroot_local_user|user_config_dir|write_enable|local_enable|anonymous_enable|anon_upload_enable|local_umask)' /etc/vsftpd/vsftpd.confIf user_config_dir is set, inspect the file named for the login account as well. For example:
grep -v '^[[:space:]]*#' /etc/vsftpd/user_conf/ftpuserA per-user file can override the global local_root, chroot behavior, or other options. Make sure the directory you inspect on the host is the one mapped to the FTP-visible location.
2. Fix Linux ownership and directory permissions
For a normal authenticated upload, the FTP account needs write (w) and execute (x) permission on the destination directory. Execute permission lets the process enter and modify directory entries; write permission permits creating or removing names. The account also needs execute permission on every parent directory in the path.
Inspect the complete path
Run these commands as root, replacing the example path and account:

namei -l /srv/ftp/uploads
ls -ld /srv/ftp /srv/ftp/uploads
id ftpusernamei -l exposes permissions on each component, which is useful when the final directory looks writable but a parent blocks traversal. id shows the user’s primary and supplementary groups.

Correct ownership or group access narrowly
If the upload directory belongs to the wrong account, assign ownership only to the intended directory:
chown ftpuser:ftpusers /srv/ftp/uploadsIf several accounts should upload, use a dedicated group and grant group access:
groupadd ftpusers
usermod -aG ftpusers ftpuser
chown root:ftpusers /srv/ftp/uploads
chmod 2770 /srv/ftp/uploadsThe 2 in 2770 sets the setgid bit, causing new files and subdirectories to inherit the directory’s group. Reconnect the FTP session after changing group membership so the new supplementary group is picked up.

Do not solve a single-account problem with chmod -R 777 or by making the entire FTP tree world-writable. Broad write access lets any process or account that can reach the directory alter uploaded content.
Check the parent directories
If the destination is /srv/ftp/uploads/incoming, the account must be able to traverse /srv, /srv/ftp, and /srv/ftp/uploads. A parent can remain non-writable while still granting the account execute permission. Only the directory in which the file is created normally needs write permission.
3. Verify vsftpd upload settings
Correct Unix permissions do not help when vsftpd itself has uploads disabled. The required options depend on whether the login is a local system user or an anonymous session.
Authenticated local users
In /etc/vsftpd/vsftpd.conf, confirm:
local_enable=YES
write_enable=YESlocal_enable permits system-user logins; write_enable is the master switch for commands that change the filesystem, including uploads. A missing or commented option uses the package default, so set the intended value explicitly.

Anonymous uploads
Anonymous access has separate controls. The server must permit anonymous login and anonymous writing, and the target directory must be intentionally writable for the anonymous service account. Review the relevant options together:
anonymous_enable=YES
write_enable=YES
anon_upload_enable=YESNever enable anonymous uploads merely to test a local-user problem. Anonymous write access should be limited to a dedicated drop directory, with ownership, permissions, and content handling designed for untrusted uploads.
Review path and umask settings
local_root can place a user in a different directory than expected. local_umask changes the mode bits on newly created files; it normally does not prevent creation when the directory itself is writable, but an overly restrictive value can make the resulting file unusable to the intended reader. Check per-user files under the configured user_config_dir because they may override global values.
4. Handle chroot placement safely
vsftpd commonly runs local sessions inside a chroot jail. The jail base and the writable upload directory have different roles. In configurations that enforce a non-writable jail root, the base directory must not be writable by the jailed user; place a writable child below it instead.
Use a non-writable base and writable child
A typical layout is:
/srv/ftp/ root:root, not writable by ftpuser
/srv/ftp/uploads/ ftpuser:ftpusers, writable by the upload accountSet local_root=/srv/ftp (or the appropriate per-user root), keep the base protected, and direct the client into /uploads. The exact layout must match the FTP client’s pwd output; do not assume that a host path beginning with /srv/ftp is visible as that same absolute path inside the session.
Recognize a mapping error
If ls -la shows a directory but an upload to a similarly named host directory returns 553, compare the client path with the resolved local_root and chroot. The server may be presenting a different directory, or the intended child may not exist inside the jail. Create the child in the jail tree and grant it the narrow write permission required by the account.
5. Check SELinux, which can deny a writable directory
SELinux can reject a file creation even when Unix mode bits and ownership are correct. Check its state and the label on the actual destination:

getenforce
ls -Zd /srv/ftp/uploads
ausearch -m AVC -ts recentIf the audit query is unavailable or returns too much data, inspect the system audit log for AVC denials at the time of a failed upload. Reproduce the 553 once, then check the records so the timestamp and path are easy to match.

Red Hat’s SELinux User’s and Administrator’s Guide for RHEL 7 states: “Files labeled with the public_content_t type cannot be written to, even if Linux permissions allow write access.” For an FTP directory that must support writes, Red Hat documents public_content_rw_t rather than the read-only public_content_t.
Apply a temporary label only when you understand that it is not persistent across a full relabel:
chcon -t public_content_rw_t /srv/ftp/uploadsFor a durable configuration, define a file-context rule and restore the context. The policy-management commands available on CentOS 7 are:
semanage fcontext -a -t public_content_rw_t '/srv/ftp/uploads(/.*)?'
restorecon -Rv /srv/ftp/uploadsIf semanage is not installed, install the system package that provides SELinux management tools according to your CentOS 7 repositories before creating the rule. Verify the result with ls -Zd.

For anonymous FTP uploads, enable the documented Boolean for anonymous writing only when that behavior is intentional. For authenticated users writing in their home directories, check the ftp_home_dir Boolean in the installed policy. List the current values with:
getsebool -a | grep -E 'ftp|ftpd'Set a required Boolean persistently with setsebool -P boolean_name on, replacing boolean_name with the policy Boolean confirmed for your installation. Do not disable SELinux globally as a first fix; identify the denied operation and change only the required label or Boolean.

6. Reload vsftpd and perform a controlled upload test
- Back up the configuration before editing:
cp -a /etc/vsftpd/vsftpd.conf /etc/vsftpd/vsftpd.conf.bak. - After changing settings, restart the service with
systemctl restart vsftpd. If your service unit supports it and you changed only reloadable values,systemctl reload vsftpdmay be sufficient; restart is the unambiguous option after configuration changes. - Reconnect the FTP client so chroot, group membership, and session state are fresh.
- Run
pwdandls -la, change to the intended upload directory, and upload a uniquely named small file such asftp553-test-20261015.txt. - On the server, confirm the file appears in the mapped host directory and inspect
/var/log/vsftpd.logand the system journal withjournalctl -u vsftpd --since '5 minutes ago'. - Delete the test artifact after confirming the result.
If the upload still fails, correlate the exact client path, server path, Unix permissions, vsftpd settings, and any AVC record from the same attempt. Changing several layers at once makes the cause harder to identify.
Choose the least-permissive fix

Prefer a directory-specific ownership, group, label, or per-user setting over a global relaxation. The broadest changes—world-writable directories, anonymous writing, or disabling SELinux—carry the greatest risk and should not be used as routine troubleshooting shortcuts.
Symptoms and targeted checks
You can list files but cannot upload
Inspect the destination directory’s write and execute bits, then check SELinux. Read/list access alone does not establish create permission.
Only one user receives 553
Compare that account’s id output, home directory, per-user vsftpd file, chroot mapping, and destination ownership with a working account. A user-specific configuration or group omission is more likely than a global write_enable problem.
Every local user receives 553
Check write_enable, local_enable, the service’s loaded configuration, and whether vsftpd was reloaded after editing. Then test the resolved path and SELinux state.
Permissions look correct but the log shows an AVC denial
Treat the SELinux denial as authoritative. Inspect the label with ls -Zd, use the documented read/write content type, check the applicable Boolean, and verify with a new test upload.

The service rejects startup after a chroot change
Review the jail base ownership and writability requirements imposed by the active vsftpd configuration. Keep the base protected and move upload rights to a child directory rather than making the jail root writable.
