Camera movement that happens by itself often points to a connected controller or virtual input device rather than a faulty mouse.
Before changing anything, confirm whether you are playing the classic/original PC release or GTA: Vice City – The Definitive Edition. The fixes below are mainly for the classic game.
Identify your version first
The old standalone PC release is commonly listed on Steam under app ID 12110. Rockstar documents the CPU-affinity workaround for this version, and classic tools such as SilentPatch and ThirteenAG’s Widescreen Fix are designed for it.
GTA: Vice City – The Definitive Edition is a separate remastered release, listed on Steam under app ID 1546990. Do not copy classic Vice City .asi, .dll, or executable patches into its installation. Rockstar states that the classic CPU-affinity issue does not apply to the Definitive Edition.

Match the fix to the symptom

If you cannot click anything: set Vice City to CPU 1
This is Rockstar’s documented workaround for the classic PC game when it launches but does not accept mouse clicks in its interface. It is not a general recommendation to restrict modern games to one processor.
- Launch the classic Vice City.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select More details if Task Manager is in compact view.
- Open the Details tab.
- Find
ViceCity.exe. Do not select a launcher process or the Definitive Edition executable. - Right-click it and choose Set affinity.
- Clear the other processor checkboxes and leave only CPU 1 selected.
- Select OK, return to Vice City, and test the menu.
Windows normally does not preserve this process setting after the game closes, so you may need to repeat it after relaunching. If it has no effect, verify that you are editing the correct ViceCity.exe, then proceed to a clean-installation test or SilentPatch.
Rockstar’s support instructions cover this specific classic-version click problem.
Install SilentPatch for recurring classic mouse bugs
SilentPatch is the most relevant fix when the mouse works initially but locks after leaving a menu, escapes the game window, has inconsistent vertical sensitivity, or develops other compatibility problems on modern Windows.

- Close Vice City.
- Back up the entire folder containing
ViceCity.exe. - Download the Vice City package from the official SilentPatch GitHub releases page. Do not download the GTA III or San Andreas package by mistake.
- Follow the release’s installation notes. Classic GTA III and Vice City installations generally require the game-specific SilentPatch files and the related DDraw component.
- Extract the files into the folder containing
ViceCity.exe, not into the Documents save folder. - Launch the game and test menu clicks, camera movement, Alt-Tab, menu exit, and multimonitor behavior.
SilentPatch’s Vice City changelog lists fixes for random mouse lockups when exiting menus, confinement of the mouse to the game rectangle, incorrect vertical-axis sensitivity, and vertical-axis lockups during camera fade-ins. It also improves compatibility by removing the old DirectPlay dependency.
The official release listing showed SilentPatchVC Build 11.1 and the related DDraw component as Build 6 in its April 22, 2026 update listing. Release assets can change, so use the current files shown on GitHub rather than relying on an old filename.
SilentPatch is a community modification, not an official Rockstar patch. If a launcher’s repair or file-verification feature replaces modified files, reinstall SilentPatch afterward.
If the camera moves by itself, check controllers
When menus work but the camera constantly pans, rotates, or looks down, the problem may be an analog axis from a controller or virtual device. Community reports identify this as one possible cause; it is not an officially confirmed explanation for every case.

- Disconnect gamepads, steering wheels, flight sticks, and joysticks.
- Exit Steam Input, DS4Windows, reWASD, vJoy, ViGEm, JoyToKey, and similar input-mapping tools.
- Open Windows Device Manager.
- Check Human Interface Devices and Sound, video and game controllers for unused or virtual controller entries.
- Temporarily disable unused virtual game-controller devices, then restart Vice City.
Test with only the keyboard and mouse connected. If the camera stops drifting, re-enable devices one at a time to identify the conflict. Avoid changing mouse sensitivity until this test is complete.

Fix cursor confinement and widescreen alignment
For a cursor that leaves the game window, first try SilentPatch and test the game on one monitor. This is especially useful for multimonitor setups.
If the game runs but the cursor, HUD, field of view, or screen alignment is wrong at a modern aspect ratio, install ThirteenAG’s GTA Vice City Widescreen Fix. It addresses aspect ratio, HUD and field-of-view behavior, cutscene framing, and related display settings.

Widescreen Fix is primarily a display modification, not the first-line cure for a completely dead mouse. Back up the game folder, add it only after basic mouse input works, and test one modification at a time. Multiple injected DLLs or graphics mods can create launch conflicts.
Proton, Wine, and Steam Deck
Do not mix the Windows instructions above with Proton troubleshooting. ThirteenAG’s documentation gives this launch-option pattern for the relevant Proton/Wine setup:

Options → Display Setup → Advanced → Frame Limiter → ON
SilentPatch improves frame-limiter behavior, but its changelog still warns that high frame rates can affect physics, gravity, and sound. Keeping the limiter on prevents unrelated timing problems from being mistaken for input failures.
Use a clean test if fixes conflict
- Back up your save files and configuration.
- Back up the complete game folder.
- Temporarily remove third-party
.dll,.asi, graphics-wrapper, and controller-mod files. - Verify or reinstall the classic game if necessary.
- Test the unmodified game.
- Install SilentPatch first and test again.
- Add Widescreen Fix or other modifications individually.
Extract downloaded archives to a writable temporary folder before copying them into the game directory. Windows may request administrator approval. If you use Rockstar’s broader performance troubleshooting, back up settings first: deleting GTA_VC.SET resets game configuration, and older support pages may show file paths that differ from modern Windows installations.
For slow or unstable gameplay, Rockstar’s fallback steps include reducing draw distance, disabling widescreen, trying 640×480 16-bit, setting audio hardware to automatic detection, disabling Dynamic Acoustic Modelling, and clearing relevant cache or configuration files. These are performance measures, not the first response to a mouse-only problem.

Definitive Edition users
If you are playing GTA: Vice City – The Definitive Edition, do not apply the classic CPU-affinity assumption or copy classic SilentPatch files into its folder. Use the edition’s separate Rockstar support documentation and check Windows controller or input-mapping conflicts independently.
