Empty boxes and scrambled text look similar on screen, but they usually have different causes. Boxes (sometimes called tofu) mean the font being used has no glyph for that character. Garbled text, which Chinese-speaking and Japanese-speaking players often call 乱码, means the text was decoded with the wrong character encoding, so Japanese bytes turn into unrelated Latin letters, symbols, or question marks. Identify which one you are seeing first, because the fixes are different.
Boxes or garbled text: how to tell them apart
- Boxes: specific characters or whole words appear as empty rectangles, while readable Japanese may still appear elsewhere. The usual explanation is a missing glyph in the font the game or Windows is using.
- Garbled text: Japanese is replaced by Latin letters, punctuation, accented characters, or question marks. The usual explanation is an encoding or code-page mismatch between the text and the program that displays it.
- Game-specific rendering: the problem appears only inside one title, while other Windows programs show Japanese correctly. The game may use its own bundled font or text pipeline, so Windows settings may not change the result.
Microsoft’s Windows documentation explains that GDI, the older graphics interface many applications still use, works from the active system code page by default. Font behavior depends on which glyphs are available in the selected font or its fallbacks. That is why the two symptoms need separate checks.
Step-by-step fix sequence
1. Record the exact symptom
Before changing any setting, note the following:
- Whether empty squares replace particular characters, or whether Japanese text turns into unrelated letters, punctuation, or question marks.
- Whether every Japanese character is affected or only some of them.
- Where the problem appears: the launcher, the installer, the main menu, subtitles, or in-game dialogue.
- The game’s title, version, and your Windows version.
These details tell you whether to start with font coverage or encoding. They do not confirm a cause on their own.
2. Check the game’s own language and support settings
Start with the game itself. Look for an in-game language option, an official patch, or a support note for your exact version. If the publisher names a Windows locale or UTF-8 setting, follow that instruction first.

Koei Tecmo’s Japanese support article is one example. It links text-rendering problems to PC language settings and tells Windows 10 users to uncheck “Beta: Use Unicode UTF-8 for worldwide language support.” That instruction applies to the issue described in that article. Do not apply it to other games unless their publisher gives the same guidance.
3. For suspected legacy-encoding problems, check the system locale
Some older or non-Unicode Windows programs decode text using the active system code page. Microsoft notes that the default ANSI code page on Windows PCs is a legacy setting that can vary with region and configuration. If a game’s developer says it requires a Japanese locale, you can set the system locale to Japanese (Japan):

- Open Control Panel and select Clock and Region (or Region in some views).
- Select Region, then open the Administrative tab.
- Under Language for non-Unicode programs, select Change system locale.
- Choose Japanese (Japan), click OK, and restart when Windows asks.
Changing the system locale does not change the Windows display language. Windows menu wording also differs between versions, so if the labels above do not match your screen, look for the administrative system-locale control in your version’s regional or administrative language settings.
4. Test the UTF-8 beta option only as a compatibility test
Microsoft’s GDI guidance says that a GDI application can be configured to render UTF-8 by enabling “Beta: Use Unicode UTF-8 for worldwide language support” in the system-locale dialog and then rebooting. Microsoft Learn states the baseline behavior directly: “GDI defaults to the active system codepage.”

This option is not a universal fix. Publisher guidance can point in the opposite direction, as the Koei Tecmo example shows. Treat it as a test:
- Enable or disable the option only when the publisher’s instructions call for it, or when you are testing a specific symptom.
- Restart after every change.
- If the text looks worse, clear the checkbox, restart again, and confirm that the original display returns.
5. If characters appear as boxes, check glyph coverage
Boxes usually mean the font lacks the character, not that the text is decoded incorrectly. Check these items:

- Whether Japanese language support is installed in Windows. You can add Japanese under Settings > Time & language > Language & region. This installs Windows language features, but it does not guarantee that a game will use them.
- Whether the game has a font, text-rendering, or language resource option in its settings or documentation.
- Whether a game update or patch has changed the bundled font. A limited font shipped with the game may need a corrected build from the developer.
Avoid downloading font files from unofficial sites. There is no single font package that is verified to fix every game, and an unrelated font can introduce new display problems.
6. Escalate with the details that matter

- The game title, version, and storefront or edition.
- Your Windows version.
- A screenshot, plus the exact characters that are affected.
- Whether the text shows as boxes or as garbled characters.
- Your display language, keyboard layout, system locale, and whether the UTF-8 beta option is enabled.
General Windows guidance cannot confirm an engine-specific defect, and it cannot promise that a particular locale setting will repair one game.

These four settings are often confused. Each affects a different part of the system.

Installing Japanese or changing the display language can be useful Windows support, but neither action is the same as setting Japanese (Japan) as the system locale for non-Unicode programs.
Summary of what this does and does not establish
- Microsoft’s Windows documentation establishes how GDI uses the system code page and how language features are installed. It does not establish one setting that repairs every game.
- The Koei Tecmo instruction applies to that publisher’s described problem. It is not a general rule for all Japanese games.
- No reliable public figure establishes how many PC games are affected by these symptoms or how often each fix works.
If a fix works for one title, it is most likely because it matched that title’s font or encoding path. Test each change, and keep the game’s own support page as the authority for that title.
