If a fresh Ubuntu VPS prints perl: warning: Setting locale failed or locale: Cannot set LC_ALL to default locale, the server is being asked to use a locale that it has not generated, or SSH has forwarded a locale from your computer that the VPS cannot provide. The reliable fix is to inspect the active variables, generate a matching UTF-8 locale, persist one consistent default, reconnect, and then check whether SSH forwarding is reintroducing the mismatch.

This procedure works without guessing at package state. It also lets you choose whether the server should preserve your language and regional formats, use a predictable English locale for automation, or keep its own settings instead of accepting locale values from an SSH client.

What the locale warning actually means
A locale is the collection of rules a program uses for language and regional behavior: translated messages, character encoding, sorting, dates, numbers, and related categories. Ubuntu exposes the active choice through environment variables. LANG is the base setting. Individual LC_* variables override particular categories, and LC_ALL is a broad override when it is set.
The warning appears when a process receives a value such as en_US.UTF-8, but that exact locale is not present in the server’s generated locale database. The same symptom can occur when your SSH client sends its own LANG or LC_* values and the VPS cannot satisfy them. A shell can therefore look correctly configured until you connect from a particular laptop or workstation.

Do not treat the message as a Perl-specific fault. Perl is often simply the first command that reports the invalid environment. Package installation, login scripts, and other programs can emit the same warning until the locale names and generated data agree.
Choose the result you want before changing anything
There are two separate decisions: which locale the server should use, and whether SSH should be allowed to replace that choice with values from the client. Pick the policy first so that you do not repair one mismatch by creating another.

The important distinction is between fixing the server and fixing the transport. If the desired locale is absent from the VPS, generate it. If the VPS is already correct but only SSH logins fail, investigate forwarding instead of changing the global default unnecessarily.
Step 1: Inspect the active variables and generated locales
Run these commands in the affected shell:
locale
locale -alocale prints the current values and category assignments. locale -a lists the locale names that the server has actually generated. Compare every nonempty LANG and LC_* value from the first command with the names in the second command. The comparison must be exact enough for the locale implementation: a configured en_US.UTF-8 is not repaired merely because some other English locale appears in the list.
Look especially for a value configured in the environment but missing from locale -a. A common fresh-image failure is en_US.UTF-8 being selected before that locale has been generated. Also note whether LC_ALL is set. Because it overrides other categories, it can continue to force an unavailable value even after you change LANG.
Record the output before editing anything. That gives you a baseline for distinguishing a local configuration problem from a value injected during SSH login.
Step 2: Install locale support and generate the required locale
Some minimal Ubuntu images do not have the locale support package or the requested generated data. Install the package and generate the exact locale you intend to use:

sudo apt install locales
sudo locale-gen en_US.UTF-8apt update refreshes package metadata. apt install locales adds the locale support package when it is missing. locale-gen en_US.UTF-8 generates one named locale; Ubuntu also documents locale-gen for generating all locales configured on the system, but generating the needed locale explicitly keeps the change understandable.
Replace en_US.UTF-8 only when your chosen value is different, and use the exact spelling shown by your intended configuration. For example, if the client is forwarding another regional UTF-8 locale, generate that locale rather than assuming that any UTF-8 entry will satisfy it.
Confirm generation immediately:
locale -aThe requested name should now be listed. If it is not listed, do not proceed as though the repair succeeded. Recheck the name for spelling and punctuation, verify that the installation completed, and run the generation command again with the exact value you plan to persist.
Step 3: Persist one consistent default
Once the locale exists, set the global default with update-locale:
sudo update-locale LANG=en_US.UTF-8 LC_ALL=en_US.UTF-8Ubuntu’s update-locale utility updates the global locale configuration and performs basic validity checks. The command above is suitable when you deliberately want both the base locale and the broad override to be the same generated value.
If you want English messages but a different regional format, do not blindly copy this example. Set LANG to the generated regional UTF-8 locale and keep category overrides intentional. The objective is not to fill every variable; it is to avoid a stale or contradictory mixture in which one LC_* value silently overrides the default.
After the command, inspect the configuration again with locale. A persistent setting can be valid while an existing shell still displays old values, so treat this check as confirmation of the written policy, not as proof that every currently running process has reloaded it.

Step 4: Start a fresh login session
Log out of the VPS and reconnect, or start a new shell. Ubuntu notes that persistent locale changes take effect after a fresh login. This matters because the shell and programs already running in your session inherited their environment earlier; changing the global configuration does not retroactively rewrite those processes.
On the new connection, run:
locale
locale -aThe active values should now refer to generated locale names. Run a package command that previously produced the warning, if needed, and check that the locale or Perl warning is gone. A clean new login is also the point at which SSH forwarding becomes easy to diagnose: if the values unexpectedly switch back to the laptop’s setting, the transport is overriding the server default.
Step 5: Diagnose SSH-only warnings
If the warning appears only after SSH login, compare a local console or fresh server shell with the SSH session. SSH commonly forwards locale variables from the client. A laptop may send LANG or one or more LC_* values that are perfectly valid on the laptop but absent from the VPS.
Inspect the SSH client configuration for a line resembling:

SendEnv LANG LC_*That setting tells the client to offer those environment variables during connection. Also consider the server’s AcceptEnv behavior: forwarding only takes effect when the server accepts the variables. The troubleshooting path is therefore:
- Run
localeafter login and identify the value that is not present inlocale -a. - Check whether the client is sending that variable through
SendEnv LANG LC_*or a more specific entry. - Choose whether to generate the forwarded locale on the VPS, standardize both systems on a supported UTF-8 locale, or stop sending the variable.
- Reconnect and repeat the comparison in a new session.
When the server should retain its own locale, disable the relevant SendEnv LANG LC_* entry in the client configuration rather than changing the VPS merely to accommodate every workstation. If users genuinely need translated messages from the server, generating the forwarded locale is the more appropriate choice.
Verification checklist
Use the following commands after reconnecting:
locale
locale -a | grep -i 'en_US|C.UTF-8'

Consider the repair complete only when all of these conditions hold:
- Every configured locale value you intend to use appears in
locale -a. - A new login reports the intended
LANGand any deliberateLC_*overrides. - SSH no longer replaces the server policy with an unsupported client value.
- Package commands and other programs no longer emit locale or Perl warnings.
Common failure patterns and the correct response
The locale was set but never generated
Symptom: locale reports en_US.UTF-8, but locale -a does not. Install locales, run sudo locale-gen en_US.UTF-8, confirm the listing, and only then persist the value.
LC_ALL keeps overriding a repaired LANG
Symptom: you change LANG, yet programs still complain about the old value. Inspect every LC_* variable. A nonempty LC_ALL takes precedence, so it must either be changed to a generated locale or removed from the policy if it was not intentional. Avoid leaving a contradictory pair in which LANG names one locale and LC_ALL names another unavailable one.
The global setting is correct, but SSH reintroduces the warning
Symptom: a direct server shell is clean while an SSH login is not. Check the client’s SendEnv configuration and the server’s acceptance behavior. Generate the client’s locale on the VPS, standardize the two systems, or stop forwarding the unsupported variable. Reconnect after each change because environment variables are inherited at session start.

Symptom: update-locale completed, but the current terminal still shows the old values. Start a fresh login session before judging the persistent configuration. Existing processes do not automatically reload global locale settings.
Different clients produce different results
Symptom: one laptop connects without warnings while another triggers them. This pattern points to client-side forwarding rather than a universally broken server default. Compare the post-login locale output from each client, then either standardize the supported UTF-8 locale or disable forwarding where the server’s policy should win.
Keeping locale behavior reproducible on a VPS
Locale choices affect more than translated text. Regional formatting and category-specific overrides can change how programs present dates, numbers, sorting, and messages. For scheduled jobs and administration, a single generated UTF-8 default is often easier to reason about than a collection of client-dependent values. For interactive users, preserving the user’s language may be more important.

Whichever policy you select, document the generated locale and the reason for any category override. Keep LANG as the understandable base setting, and add LC_* overrides only when a specific category needs different behavior. Treat SSH forwarding as an explicit interface: either support the values clients send by generating them, or prevent unsupported values from entering the session.
When rebuilding or cloning a VPS, repeat the inspection rather than assuming the image contains the same generated locales. Minimal images can omit locale data even when configuration files refer to a familiar value. The short sequence—inspect, generate, persist, reconnect, and verify—catches that mismatch before it affects package operations or deployment scripts.
What a successful repair looks like
A successful repair is not merely the disappearance of one Perl line. The server’s active LANG and deliberate category overrides are names listed by locale -a; the values survive a new login; and an SSH client cannot silently replace them with an unsupported locale. Once those three layers agree—the generated database, persistent configuration, and connection environment—the warning has a concrete cause and a repeatable fix rather than a temporary workaround.

Why does the warning appear only when I connect from one computer?
That computer is likely forwarding a LANG or LC_* value that is not generated on the VPS. Compare the SSH session’s locale output with locale -a, then generate the forwarded locale, standardize both systems, or disable the client’s SendEnv LANG LC_* setting.
Do I need to set both LANG and LC_ALL?
