MySQL Error 2003 means the client could not establish a network connection to the MySQL server at the specified host and port. In the common case, the connection was refused because mysqld is stopped, listening on a different address or port, blocked by a firewall, or unreachable from the client. Work through the checks below in order; do not start by changing passwords, because authentication is reached only after the transport connection succeeds.

What Error 2003 actually tells you
MySQL identifies this condition as error 2003, CR_CONN_HOST_ERROR: “Can’t connect to MySQL server on ‘%s:%u’ (%d).” The message contains the host, port and operating-system error code that the client tried to use. Oracle’s troubleshooting guidance describes the common 2003 case as a refused network connection.

A refusal is different from a successful connection followed by a login rejection. Error 1045 (“Access denied”) is an account, password or grant problem. Error 2002 is commonly associated with a local Unix-socket connection problem. Fix the transport path first; only investigate credentials after a client can reach the server process.

Use this diagnostic order
- Check that the MySQL server process is running on the database host.
- Confirm the client’s host, username, protocol, port and, for a Unix connection, socket path.
- Verify that MySQL is listening on the expected address and port.
- Probe that exact host-and-port pair from the client.
- Inspect host, cloud and network firewalls.
- Resolve any port or socket bind conflict reported during startup.
- Once transport succeeds, troubleshoot credentials and grants separately.
This order prevents a common waste of time: repeatedly resetting a password when no TCP connection exists, or opening a firewall port when the server is not listening there.

1. Confirm that mysqld is running
Start on the machine that is supposed to host the database. Inspect its process list or service manager and look for the MySQL server process, normally named mysqld. If it is stopped, start the MySQL service using that operating system’s service manager, then retry the original client command.
- On a Linux host, check the service manager and the process list used by that installation.
- On Windows, open the Services management console and check the installed MySQL service.
- On macOS or another Unix system, use the service mechanism used by that installation and verify the process is present.
If the service stops immediately after being started, do not keep retrying the client. Read the server startup log first. A failed bind, invalid configuration, permissions problem or damaged data directory can leave the service apparently “started” for only a moment.
2. Verify every connection parameter
A client can fail with error 2003 when even one connection parameter points somewhere other than the intended server. Check the hostname or IP address, username, protocol, port and (for local Unix connections) socket path against the server configuration.
- Host: Make sure the name resolves to the database machine, not an old address, container, virtual machine or different environment.
- Protocol: Decide whether this attempt should use TCP/IP or a local Unix socket. Do not assume the client selected the protocol you intended.
- Port: MySQL’s documented default TCP port is
3306, but an installation may deliberately use another port. - Socket: A local Unix connection requires the client’s socket path to match the server’s socket file.
- User: Record the username now, but defer password and grant troubleshooting until a transport connection works.
localhost and 127.0.0.1 are not interchangeable on Unix
On Unix-like systems, specifying localhost commonly makes a MySQL client try a Unix socket. Specifying 127.0.0.1 explicitly requests TCP/IP over the loopback interface. This distinction is useful diagnostically:

If localhost works but 127.0.0.1 produces error 2003, the server may not be listening for TCP/IP, may be configured for a different port, or a local firewall may be rejecting the connection. If TCP works but the socket attempt fails, inspect the socket path instead of changing network settings.

3. Verify the listening address and port
The server must be listening on the same endpoint the client is using. Check the MySQL configuration for its port value and whether TCP networking is enabled. The standard port is 3306; never assume that value if the installation, hosting panel or deployment file specifies a custom port.
Two settings can make a server appear healthy while preventing the connection you want:
skip_networkingdisables TCP/IP connections. A client using a TCP host and port cannot connect while this setting is active.bind_addresscontrols which local addresses accept TCP connections. A value of127.0.0.1limits listening to loopback, so remote clients cannot connect even when the service is running and port 3306 is allowed by a firewall.
For a local-only database, loopback binding can be intentional and safer. For a database that must accept remote clients, configure a deliberate listening address that matches the network design, then restrict access with firewall rules and account policies. Do not bind broadly merely to make an error disappear.
4. Check for a port or socket conflict
MySQL cannot listen when another process already owns the configured TCP port or Unix socket. The server log may contain messages such as Bind on TCP/IP port: Address already in use or a Unix-socket bind error. These messages explain why the service failed to start or why it is listening somewhere unexpected.
- Identify the process that currently owns the configured port or socket using the host’s process and network-inspection tools.
- Decide whether that process is expected. It may be another MySQL instance, a different database service or a stale process from a previous deployment.
- Stop or reconfigure the conflicting process only when you understand its role and have permission to change it.
- If both services are required, assign one a deliberate alternate port or socket.
- Update every client, health check, application setting and firewall rule to use the selected endpoint.
Changing only the server port is not a complete fix. A client still pointed at 3306 will continue to receive error 2003 if the new listener is on another port.

5. Probe the exact host and port from the client
Once you know the intended endpoint, test reachability from the same machine where the failing client runs. MySQL’s troubleshooting guidance recommends a Telnet test or an equivalent TCP utility. For a server named db.example.internal on the default port, the basic probe is:
telnet db.example.internal 3306Replace the hostname and port with the values in the failing connection. A successful TCP connection proves that a listener is reachable; it does not prove that the username has permission to log in. Close the probe and run the MySQL client to test authentication separately.
An immediate refusal usually means no process is listening at that address and port, the server is bound only to another address, or a firewall is actively rejecting the connection. A timeout points more strongly to a dropped packet, an unreachable route or a firewall that silently discards traffic. Test the actual destination rather than a different hostname, a different port or the database host’s loopback address.
6. Inspect every firewall layer
Port access can be blocked in more than one place. Check the firewall on the database host, any cloud security group or virtual network rule, and firewalls between the client and server. MySQL specifically warns that Linux/Unix and Windows firewall or port-blocking services can prevent access to the configured port.

- Limit the rule to the required application servers, administration network or other trusted source addresses.
- Check outbound restrictions on the client if your network filters egress traffic.
- After a rule change, repeat the host-and-port probe from the client and then retry the MySQL connection.
Do not open port 3306 to the entire Internet as a generic fix. A publicly reachable database expands the attack surface and does not correct a wrong bind address, wrong port or stopped service. Firewall changes should implement the intended topology, not compensate for uncertainty about it.

7. Choose the smallest fix that matches the topology

The safest repair is the one that changes the fewest layers while preserving the required local or remote design. A local socket is not a substitute for remote access, and a broad bind address is not a substitute for a correctly routed private network.
8. Use mysqladmin to verify each path
MySQL documents several mysqladmin checks. Run them with an account and authentication method appropriate for your server. The command must use the same host, port, protocol or socket settings that you are trying to diagnose.

Replace/tmp/mysql.sockwith the socket path configured by your installation.
If one command works and another fails, compare only the parameter that changed. For example, success with the socket command but failure with --port=3306 narrows the problem to TCP listening, the port or a firewall. Success by IP but failure by hostname points toward name resolution or an incorrect address record.
9. Separate transport errors from authentication errors
After a TCP probe or mysqladmin invocation reaches the server, the error should change if the remaining problem is authentication. At that point check the account’s username, password, allowed host value and grants. MySQL accounts can distinguish a user connecting from one host or network from the same username connecting elsewhere, so a successful network path does not guarantee authorization.
Do not classify an “access denied” response as error 2003. Conversely, changing grants cannot make a stopped server listen on a port, and resetting a password cannot repair a blocked route. Keep the transport and account stages separate in both diagnosis and change management.

Common scenarios and their targeted fixes
MySQL works with localhost but not remotely
The local test may be using a Unix socket, while the remote client requires TCP/IP. Check bind_address, ensure skip_networking is not disabling TCP, verify the configured port, and permit that port only from the remote client’s trusted network. A server bound to 127.0.0.1 will not accept remote connections regardless of the remote client’s password.
Port 3306 is refused
Confirm that MySQL is actually configured for 3306 and that another process has not taken the port. Check the listener on the database host, then inspect host and network firewalls. If the installation intentionally uses another port, change the client command and firewall rule rather than forcing the server back to the default.

A running process is not proof that it is listening on the endpoint you used. Compare the client’s host, protocol and port with the server’s bind_address, port and networking settings. Then run the TCP probe from the client. If the probe fails, continue with endpoint and firewall diagnosis; do not move to grants yet.
Startup reports “Address already in use”
Resolve the ownership conflict, or give the MySQL instance a deliberate alternate port or socket and update all dependent clients. Restarting repeatedly without changing the conflict will not create a listener.
After the fix: document the working endpoint
Record the server hostname or IP, protocol, port, socket path when applicable, bind policy and the firewall sources allowed to connect. Keep local socket and TCP connection examples distinct in application configuration and runbooks. If the port is changed later, update clients, health checks and security rules as one coordinated change.
A reliable verification is a successful connection using the exact path the application needs: the same hostname, protocol and port, from the same network location. Once that succeeds, any remaining login error belongs to account authentication rather than MySQL Error 2003.
