These symptoms can overlap: a title that appears to be a launch failure may actually have lost its catalog entitlement, while a stalled download may reflect a service or connection problem rather than a damaged game file.

Before changing anything, identify the exact failure
Note whether the problem occurs when selecting Download, while the progress bar is moving, or only after installation. Also note whether you see a padlock, an “unavailable” message, or an error code. A queue problem calls for different checks from a license problem, and deleting a game will not restore an expired catalog entitlement.

Try another Game Catalog title, if one is available to your account. If several titles fail in the same way, an account, service, subscription, or console issue is more likely. If only one game fails, check that game’s catalog listing and capture its exact message before reinstalling. This comparison does not prove the cause, but it helps you give support a reproducible description.
Why is my PS Plus game locked?
A Game Catalog title is not a permanent purchase simply because it was downloaded. Access depends on the account’s eligible PlayStation Plus subscription and on the game remaining available through the catalog. Before changing console settings, check those two conditions.
- Confirm the console is signed in to the PlayStation account that has the PlayStation Plus benefit. A different profile can see an installed game but still lack the entitlement needed to open it.
- Check that the subscription is active and its plan includes Game Catalog access. If you are unsure which plan applies, compare your current membership with the plan information shown in your account.
- Look up the title in the Game Catalog and confirm it is still included. Catalog availability can change; a game that has left the catalog may no longer be playable through that benefit.
- Check whether the title was obtained through a different PlayStation Plus benefit or a separate purchase. The troubleshooting path here applies to a Game Catalog entitlement, so identify the source of access before trying to repair it.
PlayStation’s downloaded-game troubleshooting guide directs players to verify access and entitlement as part of resolving a locked or inaccessible game. If the subscription or catalog access is the issue, restoring licenses cannot create an entitlement that is no longer active or available.

On a shared console, access may depend on the settings of the account that supplies the game or subscription. On PS5, check Console Sharing and Offline Play for that account. On PS4, check whether that account has activated the console as its primary PS4. If the account is not available to verify, ask its owner to check the relevant setting. PlayStation’s PlayStation Plus sharing guidance describes which benefits can be shared and the applicable console arrangements.
Sharing settings are especially important when one profile can download a title but another profile receives the padlock. Sign in with the benefit-holding account and verify the arrangement there; changing settings on the profile that lacks the subscription cannot supply the missing entitlement. After checking the setting, return to the affected profile and test the game again.
How do I restore licenses?
If the account should have access but the console still shows a padlock or behaves as if the game is unlicensed, restore licenses. PlayStation says that restoring licenses will not affect saved data.
- PS5: Go to Settings > Users and Accounts > Other > Restore Licenses.
- PS4: Go to Settings > Account Management > Restore Licenses > Restore.
After restoration, try opening the game again. If the lock remains, return to the account and catalog checks rather than assuming the license step proves you own continuing access. Restore licenses is a safe early repair because it is designed to refresh the console’s recognition of entitlements rather than remove installed games or saved data. It is not a substitute for signing into the correct account. If the title is no longer offered in the Game Catalog, a successful restoration will not make it available again.
PlayStation Plus game won’t download: retry the queue
If the game is eligible but its download will not begin, first check PlayStation service status. A service interruption can prevent a download from starting even when the console and account are configured correctly. If there is an alert, wait for service to recover and try again.
Next, check that the console has the latest system software and enough free storage for the game. Compare the free space shown by the console with the space required for the title; if storage is insufficient, free space before retrying. The amount required varies by game, so use the figure shown for that specific title rather than assuming a general minimum.
Do not treat a visible queue entry as proof that the entitlement is valid. A queued item can remain after an account or catalog change. If a retry returns a padlock or an availability message, stop repeating the download and go back to the entitlement steps.
Retry on PS5
- Open Downloads/Uploads from the control center.
- If the game is listed, pause the download and then resume it.
- If it still fails, cancel and delete the queued item. Then find the game in your Game Library and start the download again.
- Watch the new queue entry long enough to determine whether it starts, stops with an error, or remains pending. Record the message if it fails again.
Retry on PS4
- Open Notifications > Downloads.
- Pause the download and then resume it.
- If it still will not start, cancel and delete the queued item, then locate the game in your library and try downloading it again.
- If the second attempt produces a code, keep the code for support instead of repeatedly creating new queue entries.
Canceling and deleting the queued download is a retry step; it does not fix an access problem. If the game returns as locked or unavailable when you try again, check entitlement and catalog status.
Download stuck: check service and network
A download that has started but stopped progressing calls for a connection check. Check PlayStation service status, then test the console’s internet connection in its Network settings. If the service is reporting an issue, wait and retry after it clears. If the service appears available but the console test fails, address the local connection problem and test again before restarting the download.
Use the console’s own connection test so the result reflects the PS5 or PS4 that is downloading. A general phone or computer connection does not confirm that the console can reach PlayStation services. If the test reports a problem, resolve that connection issue first; otherwise, retry the download after confirming that PlayStation services are operating normally.

For streaming rather than downloading, PlayStation’s Game Catalog access guidance lists a minimum broadband speed of 5 Mbps. The reviewed page does not state a publication year for that figure. It applies to streaming, not to a console download, and should not be treated as a guaranteed speed for smooth play in every home or network condition. A 5 Mbps result therefore does not explain every download failure, and a download problem should still be checked through service, storage, software, and queue steps.
If service and network checks do not resolve a stalled download, PlayStation’s download guide also points to Safe Mode cache and database repair options. Use the instructions for your console generation and follow PlayStation’s current prompts; a database rebuild is a troubleshooting option, not a guaranteed fix.
Storage and system-software checks
Storage is a straightforward cause of a download that will not start. Open the console’s storage view and compare available space with the requirement displayed for the specific game. If there is not enough room, free space and then begin a fresh download from the library. Do not infer the requirement from another game: the needed space varies by title.
System software is another prerequisite. Confirm that the PS5 or PS4 is running the latest available system software using the console’s system-software update option. An update can address compatibility or service communication problems, but it is not evidence that the account has the required catalog entitlement. Perform the account check and software check together rather than relying on either one alone.
Game Catalog game won’t launch after the download
First rule out the access issues above: confirm the right account and eligible subscription, check that the game is still in the catalog, verify any sharing arrangement, and restore licenses if the console reports a lock. If access is valid and the game still fails to start, use this repair sequence.

Try launching the game again after the console has restarted. This is a low-risk way to retry after a temporary system or service response.
- Update system software. Check for the latest update using the system-software update option on your PS5 or PS4. The menu path and labels may differ by console and software version.
- Delete and download the game again. Remove the installed game and start a fresh download from the library, after confirming there is enough free storage. Reinstalling can replace an incomplete or damaged installation, but it cannot fix an expired subscription or removed catalog title.
- Use the console-specific Safe Mode guidance if needed. PlayStation’s game-start troubleshooting guidance includes additional steps. Follow the instructions for your model; do not treat a cache or database option as a guaranteed repair.
Before deleting an installed game, make sure you know which account will download it again and that the title is still listed for that account. Otherwise, you may remove a working installation and discover that the entitlement problem remains. Saved-data handling and account access should be considered separately from reinstalling the game; the official license guidance specifically says restoring licenses will not affect saved data.
If the failure produces an error code, use PlayStation’s error-code lookup or contact support with that code. A generic restart or reinstall may not address a code-specific account, service, or software issue.

Safe Mode: when to use it and what not to assume
Safe Mode belongs later in the sequence, after entitlement, service, storage, network, and ordinary restart or reinstall checks. PlayStation’s guides point to cache and database repair options for continuing download or launch problems. Use only the instructions for your PS5 or PS4 model and read the prompt for the selected option before confirming it.
Do not describe a database rebuild as a guaranteed fix, and do not use it to bypass a subscription or catalog restriction. If the same title remains locked after Safe Mode, return to the account and availability checks. If a code appears, record it and use the error-code lookup or support path.
