Then repair Xbox and Microsoft Store, clear the Store cache, and check whether the PC is unpacking files or waiting on a slow installation drive. These steps usually identify whether the bottleneck is Windows, the app, storage, your network, or Microsoft’s service.
First, confirm that the download is actually slow
Internet providers normally quote megabits per second (Mbps), while launchers may show megabytes per second (MB/s). Approximately 8 Mbps equals 1 MB/s before protocol overhead. Therefore, a 400 Mbps connection cannot be expected to show 400 MB/s; 10 MB/s is about 80 Mbps.
- Compare the Xbox app with Microsoft Store, a reliable browser download, and Steam or Epic if installed.
- Run a speed test on the same PC and network.
- Open Task Manager → Performance and watch Ethernet/Wi-Fi and Disk while the game runs.
A low network rate with disk activity near 100% can mean Xbox is unpacking, verifying, allocating, decrypting, or writing files rather than receiving data. This is especially common on a nearly full or mechanical hard drive. July 2026 reporting also described Xbox testing a smart download client and noted that disk unpacking can make an apparent download slow; that report is not a Microsoft guarantee. Remove restrictive Delivery Optimization limits
Delivery Optimization handles Windows updates, Microsoft Store apps, and other Microsoft content. It can use Microsoft servers and, depending on your settings, other PCs. Microsoft documents the settings and their scope here.

- Open Start → Settings → Windows Update → Advanced options → Delivery Optimization.
- Open Advanced options.
- Check for a fixed Mbps cap, a low percentage cap, background-download restrictions, or upload limits.
- Temporarily remove restrictive limits, then under Allow downloads from other devices test Off or Devices on my local network.
- Close and reopen Xbox, then retry the game.
Turning Delivery Optimization off does not disable updates; it changes the source behavior so the PC downloads directly from Microsoft. Either setting can perform better depending on the connection. Microsoft also notes that manually initiated Store downloads may not obey every automatic-download bandwidth limit, so this is a high-value diagnostic, not a guaranteed explanation. If the controls are unavailable
Greyed-out settings can indicate that a school, employer, or other organization manages the PC. A repeatable ceiling such as 1 MB/s or 10 MB/s can also come from router QoS, VPN/proxy settings, or an organizational policy.
Repair Xbox before reinstalling it
- Open Start → Settings → Apps → Installed apps.
- Find Xbox, select its three-dot menu, and choose Advanced options.
- Select Terminate if available, then Repair.
- Restart Xbox and test the download.
- If it still fails, return to the same screen and select Reset.
Repair attempts to fix the app while retaining local data. Reset clears or recreates local app data and may require sign-in. It normally targets Xbox’s app data rather than deleting game folders, but verify the library location and do not manually delete protected game directories. Use Xbox’s own Gaming Services repair, when shown
In some Xbox app builds, open Profile and settings or Settings and look under General, Downloads, or Gaming Services for Repair or Repair Gaming Services. Labels and availability vary by build. Restart the app after using it. Xbox’s installation troubleshooting flow is at Xbox Support.
Repair Microsoft Store and clear its cache
- Go to Settings → Apps → Installed apps → Microsoft Store → Advanced options.
- Select Repair, then Reset if necessary.
- Open Microsoft Store, choose Library, and select Get updates (or Check for updates, depending on the build).
- Press Windows key + R, type
wsreset.exe, and select OK. - Wait for the blank command window to close. Store normally opens automatically after about ten seconds; then restart Xbox.
wsreset.exe resets the Microsoft Store cache. It is not a general internet optimizer. Microsoft’s Store troubleshooting sequence is documented at Fix problems with apps from Microsoft Store and the cache procedure at this page.
Update every related component
- Install Windows updates through Settings → Windows Update → Check for updates.
- Update Xbox and Microsoft Store from Microsoft Store → Library → Get updates.
- Update Gaming Services if it appears in the Store.
- When network problems affect every launcher, install the network-adapter driver supplied by your PC or motherboard manufacturer.
Restart Windows after updates. Microsoft notes that a recently updated PC may need a restart before Store apps install or update correctly.

Rule out network and storage bottlenecks
When every launcher is slow
- Test Ethernet instead of Wi-Fi, or use the router’s 5 GHz/6 GHz band.
- Pause cloud backups, streaming, other downloads, and Windows updates.
- Restart the router.
- Temporarily disconnect a VPN or proxy and check that the connection is not unintentionally metered.
- Test another network or a phone hotspot.
- Check router QoS, parental controls, or device bandwidth limits.
Do not treat a VPN as a normal speed fix. It can occasionally improve routing but may reduce throughput and adds another privacy dependency.
When only Xbox is affected
Check the target drive in Task Manager → Performance → Disk. Ensure sufficient free space, and avoid a nearly full hard drive when an SSD is available. Antivirus scanning, indexing, or another launcher can also saturate the disk. If disk active time is high while network activity falls, let the installation work finish rather than repeatedly cancelling it.
Restart Delivery Optimization as an advanced test
- Press Windows key + R, enter
services.msc, and select OK. - Find Delivery Optimization.
- Right-click it and choose Restart if available.
- Retry the download.
This is a practical troubleshooting step, not a universal Microsoft cure. Do not permanently disable the service or change its startup type as a first-line fix.

Reinstall Xbox only after the repairs fail
- Uninstall Xbox from Settings → Apps → Installed apps.
- Restart Windows.
- Open Microsoft Store and reinstall Xbox.
- Sign in with the account that owns the game or Game Pass subscription.
- Confirm the existing library location and installation drive.
Existing files may remain but require the app to rediscover or revalidate them; detection is not guaranteed. Do not delete the WindowsApps folder, take ownership of protected Store directories, or run unofficial registry and PowerShell “boosters.” Microsoft lists reinstalling as a later step after updates and repair/reset: Store app troubleshooting.
Know when the cause is probably outside your PC
- If all launchers are slow, focus on Wi-Fi, router, ISP, VPN, and background traffic.
- If disk activity is saturated, investigate the drive and security software.
- If only Xbox remains affected after Delivery Optimization checks, Store/Xbox repairs, cache reset, updates, and a second-game test, the remaining cause may be service-side, account-specific, or an app regression.
- If downloads repeatedly pause or stay stuck at one percentage, check free space, Gaming Services, disk activity, and whether the app resumes after a full restart.
For unresolved installation failures, contact Xbox Support with the Windows build, Xbox version, error code, network type, installation drive, and screenshots. Community reports about Delivery Optimization and stuck downloads are anecdotal and can conflict: example 1 and example 2.
Frequently Asked Questions
Why is Xbox slow when Steam is fast?
Check Delivery Optimization limits, then repair Xbox and Microsoft Store, run wsreset.exe, and inspect Gaming Services and disk activity. Steam being fast makes an ISP-wide fault less likely but does not prove Xbox’s servers are at fault.

Will resetting Xbox delete installed games?
Reset targets the app’s local data and may sign you out. It normally does not remove game folders, but verify the library path and never delete game directories manually.
Should I disable Delivery Optimization permanently?
No. Test restrictive limits or alternate peer-sharing settings first. Turning it off changes download sources but does not guarantee higher speed.
Is 10 Mbps the same as 10 MB/s?
