It does not prove that your entire internet connection is down, and it does not have one guaranteed fix. The quickest approach is to check for a Steam outage, fully restart the client, clear the correct Steam cache, then test VPN, proxy, firewall, DNS, and network settings.
What Steam error -101 means
The error commonly appears with a message such as “Unable to connect to server. Server may be offline or you may not be connected to the internet.” Reports may write it as 101 or -101; this article covers both.

Steam’s public support guidance treats this as a general connectivity or server-availability problem rather than a separate diagnosis for code -101. Possible causes include a Steam outage, router or Wi-Fi problems, firewall rules, VPNs and proxies, DNS failures, traffic filtering, blocked ports, background security software, or damaged Steam client data. See Steam’s connection troubleshooting guidance.
The symptom helps narrow the cause:
- Only Store, Community, Workshop, Market, or profile pages fail: prioritize Steam web data,
steamwebhelper.exe, DNS, proxy, VPN, and filtering checks. - Steam cannot sign in: check Steam availability, firewall and network restrictions, DNS, and authentication connectivity.
- Downloads or updates fail: clear the download cache, test another download region, and inspect firewall, ISP, and network restrictions.
- Your browser works but Steam does not: this still may be a Steam-specific problem. Steam uses different client processes and connection paths from a normal browser.
Steam explains that the client accesses an account differently from a browser in its sign-in troubleshooting documentation.

Do these checks first
1. Check whether Steam is experiencing an outage
Open the Steam Store and Community in a normal browser and ask whether login, friends, downloads, and other Steam services are also failing. Check whether other users are reporting a widespread outage. If Steam websites time out for many people or across multiple devices, local changes will not fix the problem; wait for Valve to restore service.
Do not reinstall Steam before ruling this out. Steam’s own guidance notes that timeouts across its websites can indicate a system-wide issue.
2. Exit Steam completely
- Select Steam > Exit.
- Press
Ctrl+Shift+Escto open Task Manager. - End remaining
steam.exeandsteamwebhelper.exeprocesses, if present. - Restart Windows and open Steam again.
Use forced termination as a recovery step when Steam will not close normally, not as a routine replacement for exiting the client.
3. Restart the network equipment
Restart the computer and, if other devices are having trouble, reboot the router. If possible, test Steam over Ethernet instead of Wi-Fi. Steam notes that wireless and powerline connections can cause intermittent connection failures; its guidance recommends a direct wired test where available.
4. Temporarily disable connection filters
For a controlled test, disable any commercial or corporate VPN, manually configured Windows proxy, DNS-filtering service, antivirus web shield, third-party firewall, parental-control software, or router-level ad blocker. Restart Steam and test the Store.
If Steam works, re-enable the protection immediately and create a specific allowlist exception instead of leaving security software disabled. A VPN can sometimes bypass ISP routing or filtering, but it can also cause Steam connection, authentication, download-speed, or anti-cheat problems, so buying one is not a general fix.

If only the Steam Store or Community page fails
Clear Steam’s web data
- Open Steam.
- Go to Steam > Settings.
- Open In Game.
- Choose Delete Web Browser Data, or the equivalent web-data option shown by your client build.
- Confirm, restart Steam, and test the page again.
Steam’s labels and menu locations can change between client builds. This reset is aimed at embedded Store and Community content, including blank pages, repeated loading spinners, and stale web sessions. It is different from clearing the download cache.
This step is also recommended by a Steam Community troubleshooting guide; it is practical community guidance, not a dedicated Valve diagnosis for code -101.
Check Steam’s web component in the firewall
Windows Firewall should allow both steam.exe and steamwebhelper.exe. On a standard installation, they are commonly under:
C:Program Files (x86)Steam
C:Program FilesSteam- Open Windows Security.
- Select Firewall & network protection.
- Choose Allow an app through firewall.
- Allow Steam on the appropriate private network.
- If the failure began after a client update, remove and re-add the Steam rule or use the firewall’s repair/reset option.
Avoid granting unnecessary access on public networks, and do not permanently turn off the firewall. Steam explains that firewall rules can block the client, especially after installation or an update.
Opt out of Steam Client Beta
If the problem began after joining a beta or after a recent client update, open Steam > Settings and look under Interface or Account for Steam Client Beta Participation. Select No beta chosen or Opt out of all beta programs, then restart Steam. The exact path varies by build, and beta participation is only one possible cause.

If Steam reports no internet connection
Flush DNS and renew the IP address
Open Command Prompt as administrator and run:
ipconfig /flushdnsRestart Steam. If that fails, run:
ipconfig /release
ipconfig /renew
ipconfig /flushdnsThese commands clear cached DNS records and request a fresh local IP lease. They may briefly interrupt connectivity.

Reset Winsock
For a deeper Windows networking reset, run this in an administrator Command Prompt:
netsh winsock resetRestart Windows afterward. VPN adapters may need to reconnect or be repaired, and managed devices may restrict these commands.
The commands above are documented in community troubleshooting guidance; Steam’s official material supports the broader diagnosis that DNS, routers, firewalls, proxies, and ISP conditions can affect connectivity.

Test another DNS provider
If flushing DNS does not help, temporarily test a different DNS provider. Examples include Cloudflare (1.1.1.1, 1.0.0.1), Google Public DNS (8.8.8.8, 8.8.4.4), and Quad9 (9.9.9.9, 149.112.112.112).
Changing DNS cannot fix a Steam outage, a blocked firewall port, or a damaged client cache. Record your original settings and revert the change if it has no effect. Steam’s network troubleshooting page recommends reverting DNS changes that do not help.
Try a different connection
Connect the PC to a phone hotspot, another Wi-Fi network, Ethernet, or another router.

- Works on a hotspot: the home router, ISP, DNS filtering, or local network policy is more likely responsible.
- Fails on every network: investigate Steam client files, Windows configuration, security software, or Steam account/server issues.
- Only Wi-Fi fails: use Ethernet if possible and investigate signal quality, interference, and router settings.
If downloads or updates fail
Clear the download cache
- Open Steam > Settings > Downloads.
- Select Clear Download Cache.
- Confirm and sign in again if prompted.
This refreshes Steam’s download state. Active downloads may need to restart or be rechecked. It does not delete installed games, and it is not a guaranteed solution for a Store-page error.

Change the download region as a diagnostic
In Steam > Settings > Downloads, choose another nearby download region and test again. This can help identify a content-server or regional routing problem, but it is not a universal fix for -101.
Also check available disk space, game-library permissions, firewall rules, VPN or proxy interference, and ISP restrictions.

School, university, office, hotel, apartment, and public networks may block Steam traffic. Steam lists these ports for login and downloads:
- TCP remote ports
80and443 - UDP remote ports
27015–27050 - TCP remote ports
27015–27050
Steam’s official ports reference lists additional ports for game traffic, Remote Play, voice chat, and Steamworks peer-to-peer features. Individual games may need more.
On a managed network, you may not be able to change the firewall or open ports. Steam says these ports cannot simply be remapped to HTTP or an arbitrary custom range. Contact the network administrator rather than trying to bypass a school or workplace policy.

Advanced recovery
Inspect the hosts file only if you understand the risk
Some community troubleshooting recommends checking:
C:WindowsSystem32driversetchostsBack up the file first and do not delete unrelated entries. Privacy tools, security software, or malware may have modified it, and a blank or default hosts file is not required on every system. Valve does not identify hosts-file editing as a specific -101 fix.
Try the unofficial -tcp launch option
Some community reports suggest adding -tcp to Steam’s shortcut target:

Remove it if it changes nothing.
Do not disable IPv6 as a default fix
Disabling IPv6 is sometimes suggested online, but it changes a system-wide protocol and is not established by Steam as a general solution for error -101. Treat it only as a reversible, advanced diagnostic after simpler tests, and restore the original setting if it does not help.
Repair Steam without deleting your games
Reinstalling Steam too early can leave ISP, router, DNS, firewall, proxy, or outage problems untouched. If the issue began after a damaged or incomplete client update, exit Steam and use a cautious client-file repair:
- Back up important configuration and saves where appropriate.
- Exit Steam completely.
- Open the Steam installation folder.
- Preserve
steam.exe, thesteamappsfolder, and theuserdatafolder if present. - Use Steam’s current repair or update process to reacquire client files, then run
steam.exe.
Do not delete the entire Steam directory or the steamapps folder casually. Client settings may be reset, and an imprecise reinstall can create unnecessary downloads. If you are unsure which files your build requires, use Steam Support before removing anything.

Offline Mode can run previously prepared games without an active Steam connection, but it cannot restore the Store, Community, purchases, updates, online multiplayer, or other connected services. Steam says you must first start Steam online, update games, launch them once online, and then select Steam > Go Offline. See Steam’s Offline Mode requirements.
When to stop troubleshooting
Contact Steam Support or your network administrator when:

- The problem affects multiple devices and networks.
- Login fails after clean tests with another network and no VPN, proxy, or firewall interference.
- The issue began after a Steam update and persists after restarting, clearing relevant data, and repairing the client.
- You are using a school, business, hotel, or public network that blocks required traffic.
