Steam Error Code -130 means the client could not load an embedded web page, usually a Store, Community, or profile view. If your Library still opens, the installation is not necessarily damaged. Work through the checks below in order: first separate a Steam outage from a local connection problem, then test the network, firewall, proxy, cached web data, and system software before considering a reinstall.
What Steam Error -130 means
The full message is commonly shown as Failed to load web page (unknown error), sometimes with Error Code: -130. It appears inside the Steam client when an embedded Store, Community, or profile page cannot be retrieved. A game library may continue to work because these views use different web requests from locally displayed library data.

The code does not identify one single fault. Steam may be unable to reach its servers, or something on the computer or network may be interrupting the request. Typical boundaries are:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Steam’s services or the relevant web endpoint are unavailable.
- Wi-Fi, powerline networking, a router, modem, or ISP connection is dropping traffic.
- A firewall has an old or incomplete rule for Steam after an update.
- A Windows proxy or a managed school, work, or public network is filtering the connection.
- Steam’s cached download or web data is damaged or stale.
- Security software, unwanted software, an out-of-date operating system, or a driver is interfering with network or disk operations.
There is no authoritative prevalence rate or guaranteed one-step cure for this code. The useful approach is to identify which boundary fails, make the least destructive change, and retest the same page after each change.

First decide whether Steam or your computer is at fault
1. Check Steam server status
Open Steam Support’s Server Status page in a normal browser before changing Windows settings. If Steam sites time out for several devices or fail from another connection, wait for the service problem to clear. Repeatedly reinstalling the client cannot repair an outage. If the status looks normal, continue with local tests.
2. Compare the client with a browser and another device
Try the Store or Community site in a browser on the same computer. Then, if possible, test a phone or another computer on the same router. These results narrow the scope:
| Result | Most likely boundary | Next action |
|---|---|---|
| Steam pages fail on every device and connection | Steam service or a wider internet outage | Check status and your ISP; wait or contact the provider. |
| Other devices work, but this computer fails | Windows, Steam, firewall, proxy, or local security software | Follow the computer-focused steps below. |
| Everything on your home network fails | Router, modem, DNS or ISP path | Restart network equipment and test another connection. |
| Only the Steam client fails while browser pages work | Steam cache, client permissions, or a Steam-specific firewall rule | Restart Steam, clear its cache, and check firewall entries. |
A browser result is evidence, not a final diagnosis: the client can be blocked by a rule that allows browsers. Use the comparison to choose the next test rather than skipping the remaining checks.
Fix Steam Error -130 step by step
1. Restart Steam, Windows, and the network equipment
Exit Steam completely instead of closing only the window. Open the Steam menu and choose Exit; if it remains listed in Task Manager, end the remaining Steam processes and start the client again. Restart Windows, then power-cycle the router and modem if you control them:
- Turn off or unplug the modem and router.
- Wait until their indicator lights are off, then power the modem back on.
- Allow the modem to reconnect, power on the router, and wait for its normal connection lights.
- Start Windows and Steam and retry the exact Store or Community page.
Restarting clears temporary client and network state. It does not change installed games, account credentials, or firewall policy, so it is the safest first intervention.

2. Test with a direct wired connection
Steam notes that wireless and powerline connections can cause intermittent failures. Connect the computer directly to the router with an Ethernet cable, preferably Cat6 if you need to buy a cable, disable Wi-Fi temporarily, and retry the page. A successful wired test points to wireless signal quality, powerline noise, or router radio settings; it does not prove that Ethernet is a permanent cure.
If the wired test fails in the same way, reconnect your normal network and continue. If you do not have access to a cable, test a different trusted network, such as a phone hotspot, only long enough to establish whether the original network is involved. Avoid downloading games over a metered mobile connection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors3. Check Windows Firewall and other firewall rules
Steam explains that a firewall can block the client after installation or an update. In Windows 11 or Windows 10, open Windows Security from Start, choose Firewall & network protection, then Allow an app through firewall. Select Change settings and make sure the Steam entries you use are allowed on the appropriate private network. Do not open broad inbound access merely to make the message disappear.
Third-party security suites have their own application-control screens. Remove obsolete duplicate entries for Steam, add the current Steam executable when prompted, and restart Steam. If you temporarily disable a firewall for a controlled test, disconnect from untrusted networks, perform only the page test, re-enable protection immediately, and create a narrow allow rule instead of leaving protection off.
Steam can use more than one process, including the main client and service components. If a firewall asks about a Steam process during startup or an update, approve the legitimate installation path you recognize. Do not approve a similarly named executable in an unexpected folder.

4. Check proxy settings and managed networks
A Windows proxy configured outside Steam can prevent embedded pages from loading even when ordinary browsing appears normal. In Windows, open Settings > Network & internet > Proxy. Turn off a manual proxy that you do not recognize. Leave an automatic configuration script enabled only if your organization requires it. On older Windows interfaces, the same controls are available through Internet Options > Connections > LAN settings.

University, workplace, hotel, and public networks may block Steam traffic or required ports by policy. Ask the network administrator whether Steam is permitted and whether authentication, filtering, or a captive portal is preventing the client from reaching its web services. Testing a permitted home network or phone hotspot can confirm that the managed network is the boundary.
5. Clear Steam’s download cache
Use the current client path Steam > Settings > Downloads > Clear Download Cache. Steam says this flushes locally cached configuration data and obtains it from Steam’s servers again. The operation is designed not to remove installed games, but it signs you out, so have your Steam Guard method and password available.
- Save any work in running games and exit downloads.
- Open Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Allow Steam to restart, sign in again, and open the page that produced -130.
Client labels can move between releases. If your version exposes a separate web-browser or web-data reset, use that after the download-cache reset when Store or Community pages alone remain broken. A historical community report specifically associated clearing browser data with this page-loading symptom; treat it as a reversible diagnostic, not proof that every -130 case is a cache fault.
6. Update Windows, drivers, and Steam
Install pending Windows updates through Settings > Windows Update, restart when requested, and install current hardware drivers from the computer or device manufacturer’s supported channel. Steam’s own guidance recommends keeping the operating system and drivers current when diagnosing network or disk interference.

Also let Steam finish any client update before testing. An interrupted update can leave a firewall rule or client component out of sync. If the error began immediately after a Windows, driver, security-suite, or Steam update, note that timing; it helps identify which change to roll back or reconfigure. Avoid downloading drivers from random driver archives.
7. Investigate security software or unwanted software interference
Antivirus and endpoint-security products can inspect encrypted traffic, inject browser components, or restrict Steam processes. Check their event or quarantine history for a Steam-related block and create an application exception only through the product’s normal controls. Keep real-time protection enabled unless the vendor’s documented troubleshooting procedure calls for a brief test.
Steam also recommends investigating malware when it interferes with disk or network operations. Run a scan with your installed security product, remove only items it identifies, and restart before retesting. A scan result does not establish that the error was caused by malware; it is one branch of the diagnosis.
8. Repair Steam by reinstalling to the same location
Reinstalling is a later step because it changes more files than a cache reset. Steam’s update and installation guidance says reinstalling to the same location can repair client or service files while preserving installed games. Before proceeding, close Steam and make a backup of the steamapps folder and any saves that are not synchronized to Steam Cloud.
- Confirm where Steam is installed and where your game libraries are located.
- Back up
steamapps, userdata, and unsynchronized saves to another drive if possible. - Use Windows’ installed-apps controls or Steam’s installer to remove or repair the client as appropriate for your version.
- Install Steam again in the same library location, then let it update fully.
- Point Steam to the existing library if it does not detect it automatically, sign in, and retry the Store or Community page.
Read every uninstall prompt. A careless removal of a library folder can delete game content; the fact that a same-location reinstall can preserve games does not make every uninstall method safe.

Use the least destructive test that answers your question
| Test or action | Diagnostic value | Reversibility and risk | What a positive result means |
|---|---|---|---|
| Steam status and another device | Separates service-wide failure from one computer | No system changes | The failing boundary is external if every device fails. |
| Direct Ethernet connection | Separates Wi-Fi or powerline instability from Steam | Fully reversible; requires a cable or alternate network | The original wireless or powerline path needs attention. |
| Firewall rule review | Finds blocked or stale Steam permissions | Reversible; leaving protection disabled is unsafe | A corrected allow rule should let embedded pages load. |
| Proxy review | Finds Windows-level routing or filtering | Reversible, but managed settings need administrator approval | The proxy or network policy is blocking Steam traffic. |
| Clear download or web cache | Rebuilds local Steam configuration and web data | Installed games remain; you must sign in again | Stale local data was preventing the page request. |
| Reinstall in the same location | Repairs damaged client or service files | Highest effort; careless removal can delete content | The previous installation contained damaged files or services. |
What to do when the error survives every step
If another network fixes it
Focus on the original router, ISP path, DNS or filtering policy, and wireless stability. Record whether all devices are affected, whether only Steam is blocked, and whether the problem appears at particular times. Give those observations to the ISP or network administrator rather than reinstalling Steam repeatedly.
If only one Windows account or computer is affected
Review that computer’s proxy, firewall, security-product events, pending updates, and Steam cache. A second Windows account can be a useful comparison, but do not move game folders or alter permissions until you have backed up saves. If the second account works, the problem is likely in per-user Steam data or policy rather than the router.
If pages fail after every Steam restart but the browser works
Prioritize the firewall’s Steam entries, the Windows proxy, and the client’s cached web data. Make one change at a time and test the same page so you know which change mattered. If a newly installed security or privacy product coincides with the failure, consult its documentation before removing it.
If the Library also stops working
The issue is broader than the original embedded-page symptom. Check the server status and basic internet connection again, then inspect firewall and proxy settings before attempting a repair installation. Do not assume that -130 alone identifies the cause when multiple Steam functions are unavailable.
Common mistakes to avoid
- Reinstalling before checking Steam status, which cannot fix a service outage.
- Leaving a firewall or antivirus disabled after a test.
- Deleting the entire Steam library when clearing a cache would have been sufficient.
- Removing a required workplace or school proxy without the administrator’s approval.
- Assuming a successful Ethernet test proves that the Steam client is healthy; it only isolates the original network path.
- Using a random executable or driver download to replace a Steam or hardware component.
- Repeating the same cache reset without recording whether the symptom changed.
Keep notes of the device, network, page, time, and result of each test. That record makes a support request actionable and prevents destructive steps from being repeated without evidence.
