Those patterns point to different causes: a game may be limited by CPU or GPU performance, while brief hitches can come from shader processing, loading, or a recent driver update. Check when and where the problem occurs, then change one thing at a time and compare the same scene.
Because the game, PC, Windows build, and recent changes are unknown, there is no responsible one-click fix or automatic reason to buy new hardware. A short, repeatable test can separate a steady performance limit from an intermittent event and prevent unrelated settings changes from obscuring the cause.

Start by identifying the kind of performance problem
“Low FPS” and “stuttering” are related, but they are not interchangeable diagnoses. A game can feel consistently slow, pause briefly at intervals, or have a low average frame rate punctuated by hitches. It can also show both persistent slowness and intermittent interruptions. The game and PC configuration are unknown, so no single setting or upgrade can be assumed to fix the problem.

Consistently low frame rate
If the game feels slow for most of a session, investigate whether the system is limited by the GPU, the CPU, or the game’s own demands. Resolution and shader-heavy graphics work can contribute to a GPU limit; CPU-heavy game work can limit performance too. Microsoft describes both cases, but there is no universal utilization percentage that diagnoses a bottleneck for every game and PC. Average FPS alone is not enough to identify the constrained component.

Persistent low performance is usually visible in more than one part of a repeatable test. Run through the same area at the same resolution and display mode, rather than judging the result from a single crowded fight. If lowering one graphics setting improves the steady frame rate, that is evidence about that workload, not proof that every other scene or game will respond the same way.
Short, intermittent hitches
If the game is generally smooth but pauses or jolts briefly, note what is happening at those moments. A hitch that occurs while entering a new area, seeing an effect for the first time, or soon after an update has a different pattern from frame rates that remain low everywhere. Shader compilation is one plausible cause, but a matching pattern is a clue—not proof.
Brief hitches can be easy to misdiagnose because an average-FPS counter may look normal. Record whether the interruption repeats at the same location, during a particular visual effect, or only on the first visit. A repeatable hitch and a random interruption deserve different follow-up questions, even if both are described casually as “stutter.”

Both problems at once
A PC can have a persistent performance limit and separate short hitches. Treat the steady baseline and the interruptions as two observations. For example, reducing a demanding graphics setting might improve consistently low FPS without affecting an update-related hitch. Conversely, shader processing may explain brief pauses without explaining a frame rate that remains low throughout play.
Make a small symptom log first
Before changing anything, write down enough context to reproduce the problem. This prevents a setting change from being credited for an improvement that actually came from moving to an easier scene.
- Game and version: Record the title and the version shown by the launcher or game.
- Recent changes: Note whether the game, graphics driver, Windows installation, resolution, or display mode changed immediately before the issue.
- Location and action: Identify the area, camera direction, activity, and effects present when the hitch occurs.
- Frequency: Say whether the interruption happens once, on every pass through a location, or at unpredictable intervals.
- Scope: Check whether another game is affected. A problem limited to one title points toward that title’s workload or support status, while several affected games make a shared system or driver change worth examining.
Do not treat this log as a demand for laboratory-grade measurements. Its purpose is to make comparisons like-for-like and to give a publisher useful details if troubleshooting does not resolve the issue.
Record the conditions before changing settings
Choose a repeatable scene if possible: the same area, camera position, activity, and approximate amount of action. Make one change at a time and compare that scene again. A different area or a busy fight can change the workload enough to make a before-and-after comparison misleading.
- Timing: Did the problem begin after installing or updating the game, updating the graphics driver, or changing a setting?
- Pattern: Is performance consistently low, or does the game mostly hitch in short bursts?
- Scope: Does the problem occur in one new game or in several games?
- Conditions: Does it recur in a particular location, during effects or asset loading, or only in a particular display mode?
- System behavior: If you can observe CPU and GPU behavior, note what happens at the same time as the slowdown. Interpret those observations cautiously; one reading or average FPS number does not prove a bottleneck.
Keep the baseline details visible in your notes: resolution, windowed or fullscreen mode, graphics preset, and the exact scene. If you alter two options together, you cannot tell which one mattered. Restore the original setting when a test is complete unless you deliberately want to keep the new configuration.

Use the timing and scope to narrow down likely causes
| What you observe | What it may indicate | What to check next |
|---|---|---|
| Brief hitches began after a graphics-driver update, especially in a game that is processing shaders. | Shader processing is a plausible explanation. Intel says brief stuttering may occur after an Intel Arc driver update while shaders are processed in the background. That specific report does not establish the cause on other systems. | Check the game or driver’s current support information. If shader processing is visibly underway, allow it time to finish, then compare the same scene again. |
| Hitches recur when a particular effect or area appears. | Shader work or loading may be involved, but the pattern alone does not distinguish them or rule out other causes. | Repeat the same scene and note whether the hitch recurs under similar conditions. Check publisher support notices for the title. |
| Low FPS persists across scenes in one game. | The game’s workload, settings, or a CPU or GPU limit may be involved. | Check the title’s requirements, resolution, display mode, and relevant graphics settings. Compare one setting at a time in a repeatable scene. |
| Several games are affected, or the issue began with a system change. | A shared system or driver change is worth investigating, but the symptom does not identify a single cause. | Record the recent change and check the relevant Windows, driver, and game support information before making more changes. |
| The game reports a DirectX compatibility problem. | The installed DirectX version or the game’s compatibility requirements may be relevant. | Check the DirectX version with dxdiag and compare it with the game’s official requirements and support guidance. |
| The problem appears only in one display mode. | The mode and the game’s presentation path may be relevant, but the observation alone does not identify a fault. | Record the current mode, test an alternative only once, and replay the same scene. Keep the resolution and other settings constant. |
This table is a prioritization aid, not a diagnosis engine. A title can have more than one issue, and a change that coincides with the symptom is not automatically its cause. Use the same timing, pattern, scope, and condition questions after every test.
Check shader compilation before treating every hitch as a hardware problem
Games can compile shaders on the player’s device at launch or just in time during gameplay. Microsoft Learn explains that this can increase loading time and cause shader-compilation stutter. That makes shader work a reasonable possibility when brief hitches appear during loading, gameplay, or soon after an update, but it does not prove that shader compilation is responsible for a particular slowdown.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Shader processing can also explain why a new game behaves differently on its first runs than it does later. The useful clue is a change in timing: a brief interruption tied to new effects or a recent driver change is more consistent with processing than a frame rate that stays low in every scene. Do not promise that waiting will cure a persistent problem, and do not assume that every title exposes a progress message.
Intel’s support guidance describes a narrower case: brief stuttering may happen after an Intel Arc graphics-driver update while shaders are processed in the background. It says, “Once shader processing is complete, performance should stabilize and return to normal without further action.” Apply that explanation to an Arc system only when the timing and symptoms fit; it is not a guarantee that waiting will resolve persistent stuttering on every PC.
- Note whether the hitching began immediately after a game or graphics-driver update.
- Check the game’s screen or current support information for an indication that shaders are being compiled or processed.
- If processing is indicated, allow it to proceed and then replay the same scene for comparison. Do not assume waiting will fix consistently low FPS or hitches with another cause.
- Avoid clearing shader caches as a default troubleshooting step. There is no universal recommendation established here that cache clearing fixes this symptom; it could also require shader work again.
Why shader-delivery features are not universal fixes
Microsoft’s Advanced Shader Delivery is intended to reduce shader compilation on the player’s device. Microsoft documents requirements involving supported Windows versions, GPUs, drivers, and storefront integration, so availability depends on the title and setup. Do not assume the feature is available or active for a particular game just because the game stutters.
The documented “up to 95%” launch-time reduction applies to tested, eligible configurations; it is not a general expected improvement for every player. Treat it as a feature with prerequisites, not as a setting that can be enabled universally. Confirm support through the game, storefront, GPU, and driver documentation that applies to your system.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCheck DirectX only when compatibility makes it relevant
If a game reports a DirectX compatibility issue, use Windows’ diagnostic tool to check the installed version, then compare it with the game publisher’s stated requirements. Microsoft says Windows 10 and Windows 11 receive the latest DirectX version through Windows Update; dxdiag can show the installed version.

- Open the Windows Start menu and search for
dxdiag. - Open the DirectX Diagnostic Tool. If it asks whether to check for digitally signed drivers, choose the option appropriate for your situation; that prompt is not itself a performance fix.
- On the System tab, read the DirectX Version entry.
- Compare the result with the game’s official system requirements and support instructions. If Windows is not up to date, check Windows Update.
A manual DirectX reinstall is not a generic FPS remedy. If the game launches without a compatibility warning, this check may not explain stuttering or low frame rates. Do not substitute a generic installer for the title’s own requirements or support instructions.
Change graphics settings in a controlled way
When low FPS persists, use the settings that affect the suspected workload as a test rather than changing a bundle of options at once. Microsoft’s performance analysis distinguishes GPU-limited cases, including those affected by high resolution or shader demand, from CPU-limited cases. The practical implication is that lowering a graphics setting may help one system and have little effect on another.
- Record the current resolution, display mode, and relevant graphics settings.
- Choose one setting that plausibly affects the workload—for example, resolution when testing a possible GPU limit, or a shader-heavy option if the game’s own settings identify one.
- Change only that setting, replay the same scene, and note whether steady FPS, hitching, both, or neither changed.
- Restore the original value if the change did not help or made the picture unacceptable. Test another setting separately only if needed.
Resolution is a particularly clear comparison because it changes the amount of work sent to the GPU while leaving the scene and game logic otherwise similar. It is still only a test: a small or nonexistent response does not prove that the CPU is limiting performance, and a response does not rule out a second problem causing hitches.

If a change does not help, that does not by itself prove the CPU or another component is the limit. Avoid buying a CPU or GPU based only on average FPS or a hunch; the PC’s parts and a measured bottleneck are needed to make that decision responsibly.
Consider Windows 11 windowed-game optimization only in its supported case
Microsoft’s Windows 11 windowed-game optimization is a narrow test, not a general stutter switch. Microsoft says it applies to DirectX 10 and DirectX 11 games running in windowed or borderless windowed mode. It does not cover every game, every graphics API, or fullscreen play.
- Confirm that the PC runs Windows 11 and that the game uses DirectX 10 or 11.
- Confirm that the game is running in windowed or borderless windowed mode.
- If those conditions fit, try Microsoft’s windowed-game optimization option in Windows Graphics settings.
- Replay the same scene and compare with the previous result. If the game is fullscreen or outside the supported DirectX versions, this setting is not an applicable test.
If the option is unavailable, that absence does not identify the cause of the stutter. It may simply mean that the operating system, API, mode, or title is outside the documented scope. Keep the test conditional and return to the game’s own support guidance when it does not apply.
Interpret measurements without overclaiming
CPU and GPU readings can help describe what happened during a hitch, but they are not a universal pass/fail test. A game may move work between threads, vary its workload from scene to scene, or show a high average utilization while still being limited by one part of the pipeline. Microsoft’s analysis explains CPU-limited and GPU-limited behavior but does not establish one consumer threshold that works for every PC.
Use measurements comparatively: observe the same scene before and after one change, and note whether the steady frame rate or the hitch pattern changed. Do not infer a required upgrade from a single percentage, an average FPS number, or a brief spike. If you eventually discuss a component replacement with a retailer or builder, bring the model, driver, game version, settings, and measured behavior so compatibility and the actual limit can be evaluated.

Know when to stop changing settings and contact support
If the issue remains after a controlled comparison, or the game crashes, use the game publisher’s support channel. A precise report is more useful than saying only that performance is bad. Include the game version, Windows version, CPU and GPU models, graphics-driver version, display mode, and a description of exactly when the slowdown occurs. Say whether the issue is persistent low FPS, brief hitches, or both, and mention any recent game or driver update.
Include what you tested and what changed in the repeatable scene. This helps distinguish a symptom that appears only in one area or mode from one that persists across play. Support processes differ by publisher, so follow the instructions for the particular title.
If a support form requests files or diagnostics, provide only what that publisher asks for and describe the reproduction steps plainly. A useful sequence is: launch the stated game version, use the recorded display mode and resolution, enter the named area, perform the same action, and identify when the hitch occurs. This gives the support team a reproducible condition instead of an unbounded list of tweaks.

For most new-game cases, the least confusing order is:
- Classify the symptom as persistent low FPS, brief hitches, or both.
- Record the scene, display mode, resolution, game version, and recent game or driver changes.
- Check the title’s requirements and support notices.
- Look for shader processing when the timing fits, especially after an update; allow it to finish only when the game or driver indicates that processing is occurring.
- Use
dxdiagonly when a DirectX compatibility question makes it relevant, and rely on Windows Update for the latest DirectX on Windows 10 or 11. - Test one resolution or graphics option at a time in the same scene.
- Try Windows 11 windowed-game optimization only for a DirectX 10 or 11 game in windowed or borderless mode.
- Document the results and contact the publisher if the symptom persists or the game crashes.
This sequence deliberately avoids clearing caches, reinstalling DirectX without a compatibility reason, or purchasing hardware as a first response. Each step either matches a documented condition or produces evidence for the next decision.
Frequently Asked Questions
What is the difference between stuttering and low FPS?
Low FPS is a frame rate that remains low across much of play. Stuttering is an intermittent hitch or pause, which can occur even when the average frame rate looks normal. A game can have either symptom or both, so test the steady baseline and the interruptions separately.
Can shader compilation cause stuttering in a new PC game?
Yes, it is a plausible cause. Microsoft Learn says compiling shaders at launch or just in time during gameplay can increase loading time and cause shader-compilation stutter. The timing must fit; shader compilation is not proof of the cause for every hitch.
Should I wait after an Intel Arc driver update?
If the game or driver indicates that shaders are being processed and the brief stutter began after the update, allow processing to complete and replay the same scene. Intel says performance should stabilize after shader processing, but this guidance is specific to the documented Arc situation and does not explain persistent low FPS everywhere.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.
Should I clear the shader cache?
Do not make cache clearing a default step. There is no universal recommendation that it fixes this symptom, and clearing it may require shader processing again. First check whether the game or driver is already processing shaders and compare the same scene afterward.
Do I need to reinstall DirectX to fix low FPS?
Usually not. Microsoft says Windows 10 and Windows 11 receive the latest DirectX through Windows Update. Use dxdiag to check the installed version when the game reports a compatibility issue, then follow the title’s official requirements and support instructions.
Will lowering resolution always fix stuttering?
No. Lowering resolution is a controlled test for a possible GPU-limited workload. It may improve persistent low FPS when resolution is a major GPU demand, but it may not affect CPU-limited performance or a separate shader-compilation hitch.
Does Windows 11 windowed-game optimization work for every game?
No. Microsoft documents it for DirectX 10 and DirectX 11 games running in windowed or borderless windowed mode. It is not a universal fix for fullscreen play, other graphics APIs, or every title.
When should I consider buying a new CPU or GPU?
Only after the game, settings, and measured behavior support a specific bottleneck. Average FPS or a hunch is not enough to choose an upgrade. Compare the same scene, identify whether CPU or GPU work is limiting performance, and check compatibility before spending money.
What information should I send game support?
Include the game and version, Windows version, CPU and GPU models, graphics-driver version, resolution, display mode, recent updates, and a precise description of when the hitch or low FPS occurs. State whether it is persistent, intermittent, or both, and list the controlled tests you already performed.
The Bottom Line
Separate a consistently low frame rate from brief hitches, record the timing and scene, and compare one change at a time. Shader processing can explain update-related interruptions, while resolution, shader-heavy settings, or CPU work may matter when performance is persistently low. Check DirectX only for a compatibility question, use Windows 11’s windowed optimization only in its documented mode and API, and avoid hardware purchases until measurements support a real bottleneck. If the issue remains, give the publisher a precise reproduction report.
