How to Fix WordPress Multisite Network Admin Access Problems

A practical WordPress Multisite troubleshooting guide covering Super Admin roles, site membership, WP-CLI recovery, cookies, configuration, global tables, rewrites, and safe database recovery.

If Network Admin is missing, first determine which layer is failing: your account may not be a Super Admin, the user may not belong to the affected site, the browser session may be stale, or the Multisite configuration may be routing requests incorrectly. An ordinary site Administrator cannot open Network Admin. Work through the checks below in that order, beginning with the least risky fix and creating a verified database and file backup before changing configuration or data.

Start by identifying the exact failure

Multisite access problems look similar but have different causes. Do not edit the database just because one menu is missing. Match the symptom to the control layer first.

Keep a note of the URL that fails, the account used, whether another site works, and the exact error. That record prevents a permissions issue from being confused with a rewrite or cookie issue. Test at least one working site, the network dashboard, and the public front end so you know whether the fault is global or limited to one site.

Understand the two permission layers

Super Admin controls the network

WordPress displays the Network Admin link only after a network has been created and only to Super Admin users. As WordPress Developer Resources states, “The Network Admin link appears only after you Create A Network, and only for Super Admins.” Super Admin is a network-wide capability, not the same thing as the Administrator role shown on an individual site. A user can be an Administrator on Site A and still have no access to network settings, users, plugins, or themes.

Consequently, changing a site’s role from Editor to Administrator will not restore Network Admin. Ask whether the missing menu is expected for that account before treating it as an outage. If another authorized Super Admin can see the menu, the network itself is probably functioning and the affected account needs a network-level assignment.

Site membership controls each dashboard

Multisite stores user accounts in shared network tables, but membership in a particular site is separate. A user can exist in the network and still receive a “you do not have permission” message when opening a subsite dashboard because that user has not been assigned to the site. WordPress describes this distinction directly: users are created in common database tables, but they must be assigned a role to a site before they have access to it.

The site’s role—Subscriber, Contributor, Author, Editor, or Administrator—then determines what that user can do there. A Super Admin can usually manage the network without being listed as a regular member of every site, but ordinary users need an explicit site assignment. Keep the two questions separate: “Is this account a network user?” and “Is this account a member of this site?”

Fix a missing Network Admin link from the dashboard

  1. Sign in through the normal WordPress login URL with the affected account.
  2. Open the profile menu or dashboard and check whether any Network or Network Admin menu is present. If it is absent, do not assume the installation is broken; verify the account’s network status.
  3. If another Super Admin can sign in, have that person open Network Admin → Users and locate the account. The account must be granted Super Admin status, not merely an Administrator role on one site.
  4. Sign out, clear the old session as described below, and sign in again. The Network Admin link should then appear in the toolbar or dashboard menu.

If no Super Admin remains, use the authorized recovery route in the next section. Do not promote an unverified account on a production network. Confirm the spelling of the login name and the identity of the person who should receive access, and record who approved the change.

Restore Super Admin access with WP-CLI

WP-CLI provides a supported command family for listing, adding, and removing network administrators. Run these commands from an authorized shell against the correct WordPress installation; a command executed in the wrong document root can change a different site.

  1. Change to the directory containing the intended WordPress installation and confirm that WP-CLI can identify it.
  2. List current network administrators with wp super-admin list. Record the result before making a change.
  3. Grant network administration to an existing, verified user with wp super-admin add username. Replace username with the account’s actual login name, without angle brackets.
  4. Have the user log in again and verify that Network Admin appears. Check both the network menu and the intended site’s dashboard.
  5. When access is no longer required, remove it with wp super-admin remove username. Keep at least one controlled recovery account and document who is authorized to use it.

These commands alter capabilities immediately. Use the same server account, WordPress path, and environment variables that your production installation uses, and avoid running them against a staging copy when the problem is on production. If the command reports a different installation or cannot read the database, stop rather than forcing it; verify the document root, database connection, and table prefix first. WP-CLI is a recovery option for an authorized operator, not a way to bypass an owner’s approval.

Add a network user to the affected site

When Network Admin works but a subsite dashboard does not, the fix is usually site assignment rather than Super Admin recovery.

  1. Open the affected site’s dashboard, then choose Users. A Super Admin can switch to the site from the network dashboard if necessary.
  2. Use Add New or the site-user management control to enter the existing network username or email. Do not create a duplicate account just because the user is already visible in Network Admin.
  3. Select the minimum site role required for the person’s work. Administrator applies to that site only; it does not grant network administration.
  4. Save the assignment, sign out and back in if the browser still shows the old permissions, and test the site’s dashboard URL directly.

If the account cannot be found, first confirm it under Network Admin → Users. A missing account there is an account-creation problem; an account present there but absent from the site’s Users list is a membership problem. Verify that you are editing the intended site, especially when several sites have similar names or domains.

Clear cookies and cache after enabling Multisite

Networking changes can invalidate login cookies. WordPress troubleshooting guidance recommends clearing browser cache and cookies when login fails after networking is enabled.

  1. Close other tabs for the affected domain.
  2. Clear cookies and cached data for the network’s domain, including any mapped domain used for the site.
  3. Open a private browsing window and visit the normal wp-login.php address.
  4. Log in again and test the dashboard before restoring extensions or cached sessions.

If private browsing works but the normal window does not, an old cookie, browser extension, or cached redirect is the likely cause. If both fail, continue with domain, configuration, and server checks rather than repeatedly resetting passwords. Test the primary network domain and the mapped site domain separately; a cookie set for one host will not always authenticate the other.

Verify the Multisite configuration

A configuration mismatch can masquerade as a permissions failure. Before editing files, make a copy of the current wp-config.php, note the active database and table prefix, and ensure you are working in the correct environment.

Database connection and table prefix

Check the database name, user, host, password, and table-prefix values used by WordPress. If the installation connects to a different database than expected, WordPress may show the wrong users or fail to find the network’s global tables. The prefix in configuration must match the prefix used by the tables; it is not always wp_.

Compare the values with a known-good deployment record rather than copying a second site’s configuration. A correct-looking login page can still be connected to the wrong database, which explains missing users, missing sites, or a Network Admin menu that does not match the installation you intended to repair.

Required network constants

Review the Multisite constants in wp-config.php, including MULTISITE and SUBDOMAIN_INSTALL, as well as the network’s base domain and base path. A subdomain network and a subdirectory network generate different URLs and rewrite rules. A stale domain, path, or installation mode can send a valid login to the wrong site or produce a 404.

Do not copy constants from another installation. Compare them with the values recorded when this network was created and with the host and path in the failing URL. Check for differences between the primary domain and any mapped domain, including an unexpected scheme, host name, or path component. Change one setting at a time and retain the previous file so rollback is possible.

Global network tables

Confirm that the network tables exist under the installation’s actual prefix and contain the expected metadata. Important tables include wp_site, wp_blogs, and wp_sitemeta when the prefix is wp_; substitute your real prefix when querying or inspecting them. Missing or empty global tables can prevent WordPress from locating sites and network settings even when individual site tables still exist.

Use a read-only inspection first. If a table is missing, stop and involve the database administrator or host rather than creating an improvised replacement; table structure and serialized options must match the WordPress version and existing network. Also verify that the database user has the permissions needed to read and write the network tables. A permission error at the database layer can look like a WordPress role error in the browser.

Custom content-directory warning

If WP_CONTENT_DIR has been changed from the standard wp-content location, review that decision during troubleshooting. WordPress.org’s Tools Network screen warns: “Networks may not be fully compatible with custom wp-content directories.” A custom directory is not automatically the cause, but it is a compatibility risk worth documenting and testing, especially after a migration or network conversion.

Check domains, paths, rewrites, and 404 responses

Subdomain and subdirectory networks depend on web-server rewrites. A correct WordPress role cannot overcome a request that never reaches the right site.

  1. Compare the failing URL’s host and path with the network’s configured domain and base path. Check both the primary domain and any domain mapping used for the site.
  2. Regenerate or reapply the rewrite rules generated for the network type. Preserve any custom rules required by other applications, and make the change in the server configuration used by the live virtual host.
  3. Inspect Apache, Nginx, or equivalent web-server logs at the time of a failed dashboard request. Look for rewrite loops, unknown hosts, permission errors, and requests being served by the wrong document root.
  4. Test a known static file and the normal login URL on the same host. If those also fail, the issue is below WordPress. If only network routes fail, focus on the Multisite rules and domain values.
  5. After correcting the server configuration, clear browser cookies again and retest each affected site.

A 404 on one subsite with a working primary site often indicates a path or rewrite mismatch. A redirect between two domains usually indicates inconsistent network or mapped-domain values. Treat the server log as the source of truth for which virtual host handled the request. If logs show the request reaching a different document root, fix the virtual-host or DNS mapping before changing WordPress roles.

Use database recovery only as a controlled last resort

If every Super Admin account is unavailable, an authorized owner may need to restore the network administrator list in the network metadata. This is high-risk because the value is stored as serialized data and a malformed edit can break administration.

  1. Make verified backups of both the database and WordPress files. Confirm that the backup can be restored before proceeding.
  2. Identify the actual prefix and the network metadata row used by this installation. Never assume the table is named with the default wp_ prefix.
  3. Use the official WordPress recovery example as the model for setting the site_admins network metadata to a serialized list containing a legitimate username. The serialized string length must exactly match the username’s character count.
  4. Save one change, record the previous value, and avoid altering unrelated options in the same transaction.
  5. Validate the result by logging in through WordPress or running wp super-admin list. If the user appears, immediately review the account, rotate compromised credentials, and document the recovery.

Do not use this procedure to bypass authorization, guess a username, or repair a database without a tested rollback. If you cannot verify the backup, table prefix, username, or serialization, stop and ask a qualified database administrator or hosting support team. Database recovery should be the final option after browser, role, membership, configuration, and rewrite checks have been exhausted.

When hosting support is the right escalation

Escalate when the host controls database permissions, virtual-host configuration, DNS, object caching, or server logs that you cannot access. Provide the failing URL, timestamp, browser result, account scope, network type, relevant log entries, and the backup status. Ask the host to confirm that the request reaches the intended WordPress document root, that the database user can read and write the network tables, and that the configured rewrite rules match the subdomain or subdirectory mode.

Managed hosting is useful only when the plan explicitly supports WordPress Multisite and gives the operator access to the required database and rewrite settings. A host that supports ordinary WordPress sites may still restrict the capabilities Multisite needs. Before migrating, ask whether the provider supports the chosen network mode, permits the required domains or subdomains, and can restore both files and the database. Pricing and backup retention vary by provider, so obtain those terms directly rather than assuming a standard WordPress plan includes them.

Prevent the next access outage

  • Keep two individually controlled Super Admin accounts, each protected with strong, unique credentials and the site’s normal authentication safeguards.
  • Record the network’s primary domain, base path, subdomain or subdirectory mode, table prefix, and database location in a restricted operations document.
  • Back up database and files before creating a network, changing domains, editing wp-config.php, or modifying network metadata.
  • Test restoration on a non-production copy so a backup is known to contain usable network tables and user data.
  • Grant site roles and Super Admin status separately, using the least privilege needed for each person.
  • After migrations or domain changes, test login, Network Admin, one subsite dashboard, and a representative front-end URL in both a normal and private browser session.
  • Keep a record of the last known-good domain, path, rewrite configuration, and database prefix so a rollback does not depend on memory.

A safe order of operations

For most incidents, the lowest-risk sequence is: confirm the failing scope, clear cookies, verify Super Admin status, verify site membership, inspect configuration and global tables, then check rewrites and logs. Only after backups and authorization are confirmed should you use database recovery. This order keeps a browser-session problem from turning into an unnecessary configuration or data outage.

Frequently Asked Questions

Why can I log in but not see Network Admin?

Network Admin appears only to Super Admin users after Multisite has been created. An Administrator role on an individual site does not grant network-wide access. Ask an existing Super Admin to add the account, or use the authorized WP-CLI recovery commands.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does my Administrator account fail on a subsite?

Network user records and site membership are separate. Confirm the account under Network Admin → Users, then add that existing user to the affected site’s Users screen and assign the needed site role.

What should I do if no Super Admin can log in?

First clear cookies and test the normal wp-login.php URL in a private window. If authentication still fails, verify domains, configuration, and logs. An authorized owner can use wp super-admin list/add or controlled database recovery after making verified backups.

Can I fix Super Admin access by changing the Administrator role?

No. Administrator is a site-level role. Super Admin is a network-level capability and must be granted separately.

Why do Multisite links return 404 after setup?

Check whether the network uses subdomains or subdirectories, then compare the requested host and path with the configured base domain and path. Review generated rewrite rules and web-server logs for the virtual host that handled the request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a custom wp-content directory safe with Multisite?

WordPress.org warns that networks may not be fully compatible with custom wp-content directories. Treat the custom path as a compatibility risk and test it carefully during migrations or network changes.

When should I edit the database?

Only when ordinary login, role assignment, site membership, configuration, and rewrite checks have failed, and only with authorization, a verified database and file backup, the correct table prefix, and a tested rollback.

What information should I give hosting support?

Send the failing URL and timestamp, account scope, network type, browser result, relevant Apache or Nginx log entries, database and backup status, and whether the request reaches the intended document root.

The Bottom Line

Most WordPress Multisite access failures are scope or configuration mistakes, not reasons to edit data immediately. Clear stale sessions, distinguish Super Admin from site Administrator, assign network users to the affected site, then verify database settings, network tables, domains, and rewrites. Use WP-CLI or serialized metadata recovery only as an authorized, backed-up last resort.
