Nginx can reject the request before PHP sees it, while WordPress reports the smaller of PHP’s two size directives.

Why a WordPress site gets stuck at 2MB
There is no universal 2MB WordPress limit. That number is usually the effective value inherited from a server or PHP configuration. An upload must pass several independent checks before WordPress can save it, so changing only one setting often has no visible effect.
| Layer | Setting | What it limits | Typical symptom when it is too low |
|---|---|---|---|
| Nginx | client_max_body_size |
The complete HTTP request body accepted by the web server | HTTP 413 or “Request Entity Too Large” before PHP processes the request |
| PHP | upload_max_filesize |
One uploaded file | “The uploaded file exceeds the upload_max_filesize directive in php.ini” |
| PHP | post_max_size |
The complete POST request, including the file, multipart overhead and other fields | WordPress shows a lower ceiling or the POST is discarded |
| WordPress Multisite | Network Admin’s “Max upload file size” | The network-level maximum allowed for sites in the network | A Multisite site still reports a lower limit after server settings are raised |
WordPress calculates its PHP upload ceiling as the smaller of upload_max_filesize and post_max_size. In practical terms, raising only the individual-file setting cannot increase the value WordPress displays if post_max_size remains lower.

Check the live values before editing anything
Record what the running site sees first. In the WordPress dashboard, check the Media upload screen or the Site Health information panel for the current maximum upload size. This gives you a baseline and helps distinguish a configuration problem from a limit imposed by Multisite or your host.
Identify the Nginx server block
Find the server block that handles the site’s domain and the location that passes PHP requests to PHP-FPM. On systems where you have shell access, an Nginx configuration dump such as nginx -T can show the loaded configuration and included files. Confirm that the block you plan to edit is the one selected for the site’s hostname, rather than a default server or an unused template.

Use the scope that actually applies to the WordPress request. A value in an unrelated file or a less-specific virtual host will not change the request that reaches your site.
Identify the PHP-FPM pool and configuration
Determine which PHP-FPM service and pool serve the site. Hosting panels often assign a separate pool or PHP version per domain. The PHP configuration used by command-line tools is not necessarily the configuration used by PHP-FPM, so edit the FPM configuration loaded by the web request. Check the pool definition, the PHP-FPM service name and any per-pool overrides before changing a global file.
Make a note of the current values for upload_max_filesize, post_max_size and memory_limit. This prevents a common mistake: changing a PHP file that is valid but never loaded by the active FPM pool.
Step-by-step: raise the limit on Nginx and PHP-FPM
1. Set Nginx’s request-body ceiling
Edit the Nginx configuration for the active WordPress server block and add or change client_max_body_size. The value must accommodate the complete request, not just the file itself. For example:

server {
server_name example.test;
client_max_body_size 32M;
# WordPress location and PHP-FPM directives follow
}
The 32M value is only an illustration of the directive’s syntax. Replace it with the maximum request size your site actually needs. Keep the directive in the configuration scope used by the site; placing it in a different virtual host will not affect the upload.
Allow some headroom beyond the desired file size because a multipart POST contains boundaries and other form fields. If the request is larger than the Nginx value, Nginx returns a 413 response and PHP never receives the upload.
2. Set PHP’s individual-file and complete-request limits
In the PHP configuration loaded by the active PHP-FPM pool, set both size directives. A valid illustrative relationship is:
upload_max_filesize = 32M
post_max_size = 40M
memory_limit = 64M
These figures demonstrate ordering, not a universal recommendation. Set upload_max_filesize to the largest individual file you intend to accept. Set post_max_size to at least that value, with additional room for multipart overhead and any other POST fields. PHP’s documentation states that post_max_size must be larger than upload_max_filesize; WordPress’s developer documentation describes the same requirement as greater than or equal to.
Recommended Free Tools
For large uploads, WordPress’s documented relationship is that memory_limit should be larger than post_max_size. That does not mean every upload consumes the entire memory limit, but it gives PHP room to parse and process a large request. Raising limits without enough memory can move the failure from the upload stage to image processing, metadata generation or another PHP operation.
Use PHP size suffixes consistently, such as M for megabytes. Avoid setting post_max_size below the file limit: WordPress will calculate the smaller value and continue to report a lower ceiling.

3. Validate and reload the services
Test the Nginx configuration before reloading it. A typical systemd-based sequence is:
sudo nginx -t
sudo systemctl reload nginx
sudo systemctl reload php-fpm
The PHP-FPM unit may include a version number, and some systems use a different service manager or require a restart instead of a reload for a particular configuration change. Use the commands appropriate to your operating system and the PHP-FPM pool identified earlier. Do not assume that reloading Nginx alone changes PHP’s values.

4. Verify from WordPress, not only from the edited files
Return to the WordPress Media screen or Site Health information and confirm that the reported maximum changed. Then upload a test file just below the configured ceiling. Testing just below the limit avoids confusing multipart overhead with a configuration error at the exact boundary.
If the value is unchanged, compare the active Nginx server block and PHP-FPM pool with the files you edited. Also check whether a hosting panel, per-directory PHP setting or pool-level override supersedes the global configuration.
Multisite has an additional ceiling
WordPress Multisite can impose a network-level limit even when Nginx and PHP allow larger requests. In Network Admin, open Settings → Network Settings and review Max upload file size. Increase it when it is lower than the server-side values. The network also has a Site upload space setting that can restrict how much upload storage an individual site may use.
Check the network setting after changing Nginx and PHP. A single-site installation does not have this extra control, but every site in a Multisite network is still subject to the Nginx and PHP limits serving the request.

Troubleshooting by the error you see
HTTP 413 or “Request Entity Too Large”
Start with Nginx. A 413 response generally means the request-body ceiling was enforced before PHP ran. Inspect client_max_body_size in the server block and location that handle the domain. Confirm that the directive is syntactically valid, that the configuration test passes and that Nginx was reloaded after the change.
If a reverse proxy or another web server sits in front of Nginx, that upstream layer may have its own request limit. The cited WordPress Nginx guidance establishes Nginx’s role, but a separate proxy can reject a request before it reaches your Nginx instance; investigate that layer when the active Nginx value is already sufficient.
“The uploaded file exceeds the upload_max_filesize directive in php.ini”
This message points to PHP’s per-file setting. Verify upload_max_filesize in the PHP-FPM configuration actually loaded by the web request, not merely in the CLI configuration. Then reload the PHP-FPM service for the active pool and recheck WordPress.
Also compare post_max_size. Even with a larger individual-file value, WordPress uses the smaller of the two PHP directives, so a lower POST limit can keep the displayed maximum unchanged.

Check the entire chain in order:
- Confirm that the edited file belongs to the PHP-FPM version and pool serving the site.
- Confirm that
upload_max_filesizeis at the intended value. - Confirm that
post_max_sizeis at least as large asupload_max_filesize. - Reload or restart the correct PHP-FPM service.
- Check the Nginx server block for a lower
client_max_body_size. - If the site is Multisite, check Network Admin → Settings → Network Settings for a lower maximum.
WordPress’s displayed number is not proof that only one setting is wrong. It is the result of the smallest applicable limit, so all relevant layers must be compared.
The upload starts but fails while processing
When the size values are adequate but processing fails, inspect PHP memory and execution resources. WordPress specifically documents that memory_limit should exceed post_max_size for large requests. Image manipulation, attachment metadata and other plugins can require additional memory after the file has been accepted.

There is no single timeout value that applies to every Nginx, PHP-FPM and hosting configuration. Review the relevant service logs and resource limits rather than changing an arbitrary timeout first. Distinguish a request rejected immediately by Nginx from a request accepted by PHP and failing during processing.
The server reload fails
Do not continue with an unvalidated configuration. Run the Nginx configuration test and read the reported file and line. Common causes include placing the directive outside an allowed context, a missing semicolon or editing an included file that is not syntactically complete on its own. Correct the error, test again and only then reload.
What to do on shared hosting
Some shared-hosting accounts do not permit customers to edit Nginx configuration or the PHP-FPM pool. WordPress notes that shared-hosting limits may be controlled by the server operator. In that situation, ask the host to raise all applicable values: Nginx’s request-body limit, PHP’s upload_max_filesize, PHP’s post_max_size and, where necessary, memory_limit.
Give support the exact error, the current value shown in WordPress and the target individual-file size. If the site is Multisite, include the Network Admin maximum in the request. A managed WordPress hosting or Nginx hosting support service can make these changes when the account does not expose the required configuration, but the provider must confirm which layer it controls and whether service reloads are included.
Choose the right layer instead of raising everything blindly
| Question | Nginx | PHP-FPM | WordPress Multisite |
|---|---|---|---|
| What is enforced? | Complete HTTP request body | Individual file and complete POST request | Network policy for upload size and site upload space |
| Where is it changed? | Applicable http, server or location configuration |
PHP configuration loaded by the active FPM pool | Network Admin → Settings → Network Settings |
| Who can change it? | The operator with Nginx configuration access | The operator with PHP-FPM configuration access | A network administrator |
| What confirms a mismatch? | 413 or “Request Entity Too Large” | PHP upload error or a lower WordPress-reported value | Network maximum lower than server-side values |
Set the limits deliberately. A larger Nginx value does not override a smaller PHP value, and a larger PHP value does not override a smaller Multisite maximum. Conversely, raising every limit far beyond the site’s needs can increase the amount of data a request may submit and the memory required to process it.
Final validation checklist
- Record the current upload value in WordPress before making changes.
- Identify the live Nginx server block and the PHP-FPM pool serving the domain.
- Set
client_max_body_sizehigh enough for the complete request. - Set
upload_max_filesizefor the largest individual file. - Set
post_max_sizeat least as high as the file limit, with overhead room. - Keep
memory_limitlarger thanpost_max_sizefor large uploads. - Validate Nginx syntax and reload Nginx and the correct PHP-FPM service.
- On Multisite, raise Network Admin’s “Max upload file size” when necessary.
- Verify the new value in WordPress and test a file just below the ceiling.
- If the value does not change, recheck the active pool, server block, overrides and hosting permissions.
The reliable fix
A WordPress upload limit under Nginx is a layered configuration issue. Nginx must accept the request, PHP must accept both the file and the complete POST, and Multisite must permit the size at the network level. Once those values are aligned and the correct services are reloaded, WordPress will report the effective limit instead of the old 2MB ceiling.
