Complete Koromaru’s Link Episodes and obtain Koromaru’s Collar before trying to fuse Byakko. The episodes are time-limited: Game8 says the first can begin on August 22, so check invitations as they appear and finish the chain. Once Byakko is unlocked, try a listed recipe in the Velvet Room.
Unlock Byakko first
Byakko’s documented fusion prerequisite is completing Koromaru’s Link Episodes and receiving Koromaru’s Collar. Game8 notes that the first episode can begin on August 22 and that the episodes are missable. If the chain is incomplete, Byakko may not be available even when you have suitable fusion ingredients.

Make sure both Personas in your chosen pair are available in your game. If you use the calculator, set its DLC pool to match the DLC personas enabled in your game.
Fuse Byakko in the Velvet Room
Persona fusion takes place in the Velvet Room, where the protagonist merges Personas. Choose the fusion option, select a listed ingredient pair that you can access, and check the resulting Persona before confirming. Why your fusion may produce Suzaku instead
If an attempted pair produces Suzaku rather than Byakko, first check whether Koromaru’s Link Episodes are complete and Koromaru’s Collar has been obtained. Then verify that the pair matches a recipe for your available Persona and DLC pool. Recipe results can differ between references and game setups; an unexpected result does not establish that Byakko is unavailable permanently.
