Pokémon FireRed and LeafGreen have seven Hidden Machines: Cut, Fly, Surf, Strength, Flash, Rock Smash, and Waterfall. Their pickups range from the S.S. Anne and Safari Zone to the Sevii Islands. Follow the list below for each location and any prerequisite; the listed badges are needed to use the moves outside battle, not to collect the HMs.

What to know before collecting them
Safari Zone: collect Surf and the Gold Teeth separately
Surf and Strength involve two different objectives in the Safari Zone area. The man in the Secret House gives you HM03 Surf. Find the Gold Teeth separately, then return them to the Warden in Fuchsia City to receive HM04 Strength.
Flash has a Pokédex requirement
For HM05, Professor Oak’s aide checks that you have caught and registered 10 Pokémon species. This is a species count, not a requirement to have caught 10 Pokémon in total.
Sevii Islands HMs come later
HM06 is on One Island, while HM07 is on Four Island. The location references identify Waterfall in Icefall Cave but do not establish a particular NPC or exchange for obtaining it.

HM pickup requirements are different from field-use requirements
The badge column lists when each move can be used outside battle. Those badge gates do not prevent you from receiving the corresponding HM. For example, you can collect Fly from the Route 16 house once you can reach it with Cut, but the Thunder Badge is the field-use requirement for Fly.

No. These games have seven HMs, ending with Waterfall. Dive is not available in FireRed or LeafGreen.
