You can access it through the Creative inventory or commands. The Ability Capsule’s brewing recipe is for a different item, not an Ability Patch.
How to get an Ability Patch in base Cobblemon
The Cobblemon Wiki’s Ability Patch page says: “The Ability Patch currently cannot be obtained through regular means.” It lists the Creative inventory and commands as ways to obtain one. So, if you are playing ordinary survival without commands, the documented base-game answer is that there is no regular route.
Commands depend on your world or server permissions. In multiplayer, ask an administrator whether commands are enabled and permitted; a server may restrict them even when the base mod supports command access.
What the Ability Patch does
The Ability Patch changes a Pokémon to its alternative hidden ability. It is not interchangeable with an Ability Capsule, which changes a Pokémon to an alternative standard ability. See the Cobblemon Wiki’s Ability Capsule page for the Capsule’s function.

Why the Ability Capsule recipe is not a Patch recipe
Cobblemon 1.8.0 added a brewing method for Ability Capsules using Medicinal Brew and Dragon Breath; the 1.8.0 release notes do not describe that as an Ability Patch recipe. If you need the hidden ability, brewing a Capsule will not serve the same purpose.
Custom servers and modpacks
The official wiki pages describe base Cobblemon, not every server configuration or modpack. A customized environment could add a recipe, loot drop, quest reward, or other source, but those routes are not established for the base game. Check the server’s documentation or modpack recipe and loot lists; if someone reports a survival source, verify which server or pack they mean before treating it as a general Cobblemon method.

Version context
Cobblemon’s 1.5 release notes introduced the Ability Patch and Ability Capsule and said they had no acquisition route at that time. For current acquisition guidance, the Ability Patch page is the relevant source, while the later 1.8.0 notes establish brewing for the Capsule only. The 1.8.0 page lists its release date as September 6, 2026.
