To get a casus belli in Europa Universalis V, open diplomacy with the country you want to fight and check the available options in its Declare War interface. The reasons you can use depend on the target and the conditions in your game; there is no single method that unlocks every casus belli. Before acting, check the war goal attached to each option and make sure it supports the outcome you want.
How to check which casus belli you can use
- Open diplomacy for the country you intend to fight.
- Open the Declare War interface and review the available casus belli or reasons.
- Compare each option’s attached war goal with the objective you want to pursue.
- If the reason you want is unavailable, inspect its conditions; some reasons may require a player-created justification, while others depend on a scripted event or circumstance.
The options are target-specific in practice, so check the country you actually plan to attack rather than relying on a general list. The interface is the best place to see what is currently available to your campaign. Choose a reason that fits your intended war
A casus belli is tied to a war goal, which shapes the objective of the conflict and can affect the demands available later in peace negotiations. Read the goal shown for each available reason before declaring war. Do not assume different casus belli permit the same demands: choose one that supports the outcome you want, such as a territorial objective when that is your aim. Paradoxpedia’s casus belli reference distinguishes among reasons and their goals, but it is a community reference rather than an official or necessarily current in-game list.
Why a casus belli may be missing
Casus belli do not all come from the same source. Some may be obtained by completing a player-created justification, while others are tied to scripted events or particular circumstances. A reference that lists reasons in the game does not mean every reason is something a player can create on demand. Check the conditions for the specific missing option instead of assuming one universal acquisition route.

Finishing a justification does not automatically start a war. When you are ready to act, return to the target’s Declare War interface and check that the reason is available and that the declaration requirements are still met. EU5 Assistant’s patch 1.3.11 guide makes this distinction; conditions can change between completing a justification and declaring war.
