That event ended with Version 2.8, so it is no longer a way to claim her.
How the Version 2.8 Fischl invite worked
Summertime Odyssey offered Fischl as an event invite reward. Players earned Iridescent Flotsam by completing Phantom Realms challenges, then accumulated the event currency toward the invite. The official update details and event guide do not state the exact amount of Iridescent Flotsam required, so no threshold can be given here.

When the event ran—and whether you can still use it
Summertime Odyssey gameplay began July 15, 2022, at 10:00 server time and ran until the end of Version 2.8. The event shop opened July 16, 2022, at 04:00 server time, and also lasted until the end of the version. Because Version 2.8 has ended, the Summertime Odyssey Fischl invite is no longer available.

Version 2.8 also featured “Ein Immernachtstraum,” Fischl’s outfit, through the separate Resonating Visions event. That was an outfit reward, not the Fischl character invite. HoYoverse’s July 13, 2022 update details said the outfit could be bought in the Character Outfit Shop after Version 2.8.
