Complete the trade to receive Gengar in the other game. If you want Gengar in your FireRed game, trade it back.
What you need to make the trade
On original Game Boy Advance hardware, you need another compatible game and system, plus trading equipment compatible with the particular consoles. Pokémon’s Trainers Guide explains that certain Pokémon evolve when traded and lists Gengar as evolving from Haunter without an item. It does not specify which cable works with a given hardware setup, so check compatibility before connecting.
If you are playing on an emulator, trading support depends on the emulator and setup. The available information does not establish which emulator supports FireRed trades; consult the documentation for the specific emulator rather than assuming the feature is available.

No. The required final evolution is triggered by trading Haunter, not by reaching a particular level or using an evolution stone. A secondary reference also identifies Haunter → Gengar as a Generation I trade evolution: Bulbapedia’s trade reference.
