How to raise your population limit

Select a Library and research Military technologies as they become available. The official Quick Reference Guide says Military research “Increases Population Limit and allows new military units/upgrades.”

Watch the population indicator. The game manual describes it as showing your current number of units and the maximum number you can field.

For the maximum limit in a long game, continue through the technology tree until Future Technologies become available, then research Global Prosperity. The official guide says this technology takes the Population Limit to maximum.

Population limit versus number of Cities
These are separate mechanics. Military technologies increase the number of units your nation can support; Civic technologies let you build more Cities and expand your national borders. Adding a City therefore does not substitute for Military research when the population indicator is the problem. See the game manual for the distinction between the population display and Civic technology.
Can you raise the cap beyond the standard game limit?
Community modifications and manual rules-file edits are optional alternatives, not necessary steps for increasing population through normal play. Their availability and effects can depend on the edition and configuration, and they may not work reliably in multiplayer.

Mods
The Steam Workshop page for the community-made 10x Pop Cap describes a modified progression from 25 / 50 / 75 / 100 / 125 / 150 / 175 / 200 to 250 / 500 / 750 / 1000 / 1250 / 1500 / 1750 / 2000, with the stated maximum changing from 300 to 3000. Those figures apply only to that mod: the page currently marks it as removed from the community and incompatible with Rise of Nations: Extended Edition. It also warns that mods editing rules.xml can conflict.
Editing rules.xml
A Steam Community guide describes changing population values in rules.xml and recommends backing up the file first. This is community-authored guidance, not official support or a guaranteed fix. Back up any file before changing it, and treat compatibility as uncertain, especially if other mods or multiplayer are involved.

Which approach should you use?

Rise of Nations: Extended Edition is the Steam-listed edition referenced here; the standard research route is the clearest choice when you want the game’s intended population-cap progression.
