With the relevant Equipment and Crafting Overhaul (ECO) or Legendary Effect Overhaul (LEO) mod installed, you can collect its perk magazines from four Overseer’s desks, check the listed vendors, or use the mod’s holotape or MCM settings to enable the perks without finding the magazines.
Find the four perk magazines
The ECO FAQ places the magazines on Overseer’s desks in these vaults, in magazine order:

These locations are listed by the ECO FAQ; they are mod-specific, not vanilla Fallout 4 magazine locations.
Check the listed vendors
The ECO FAQ also lists Myrna or Percy in Diamond City and Daisy in Goodneighbor as vendors for the magazines. The FAQ does not specify stock guarantees, restock timing, or purchase requirements, so check their inventories in your save rather than assuming a particular vendor will always have them.

Enable the perks without collecting magazines
ECO/LEO settings provide an alternative to the magazine hunt. LEO’s mod page says its holotape is added after you leave Vault 111; it can also be crafted at a Chemistry Station. Use the holotape’s option to enable the perks. If you prefer configuration through the Mod Configuration Menu (MCM), that option requires Fallout 4 Script Extender (F4SE) and MCM.
For installation and setup, consult the LEO mod page and its instructions. The associated ECO/LEO feature information describes these as mod features, not a base-game unlock.

Check your mod setup if the perks are missing
- Confirm the intended ECO or LEO mod and its plugins are installed and enabled. LEO’s setup notes recommend using a mod manager and enabling the mod plugins.
- If you are using MCM, confirm that both F4SE and MCM are installed as required.
- If legendary crafting recipes behave inconsistently, check for other mods that add duplicate legendary recipes. The ECO FAQ warns that load order can affect which recipe requirements and scrap returns apply, while effects may come from the last-loaded mod. Follow the compatibility guidance for the mods you have installed.
Fallout 4 VR compatibility
The current LEO page warns that the mod does not work properly in Fallout 4 VR because of engine limitations. It points to an older ECO iteration for VR support. Check the VR compatibility note and the relevant mod page before installing; do not assume the current LEO instructions apply to VR.
