In Bakbattahl, speak with Menella at the Rockmouse’s Burrow to complete the quest and receive the Battahl Residence Permit.
Start Nation of the Lambent Flame
- Complete the main quest Feast of Deception.
- Speak with Captain Brant at the Stardrop Inn in Vernworth. This starts Nation of the Lambent Flame.
The quest follows Feast of Deception; the walkthrough and quest listing describe this sequence and its reward (Fextralife quest walkthrough; Kiranico quest listing).

Choose the permit for the Checkpoint Rest Town gate
Travel to Checkpoint Rest Town, preferably using the north oxcart station in Vernworth, then show the border guard one of these documents:
- Border Entry Permit
- Beastren Entry Border Permit
The quest walkthrough lists both as accepted border documents (Fextralife quest walkthrough).

If you have the Beastren permit
Gamer Guides says to equip a Beastren Mask when presenting the Beastren Entry Border Permit. Ibrahim sells the mask at his shop in Checkpoint Rest Town (Gamer Guides entry guide). Treat this as a route-specific precaution: the available walkthroughs do not establish that every character or permit variant has the same mask requirement.
Reach Bakbattahl and finish the quest
- After passing the border, continue south to Bakbattahl.
- Find Menella at the Rockmouse’s Burrow and speak with her.
- Agree to help her to advance and complete Nation of the Lambent Flame.
The quest walkthrough lists the Battahl Residence Permit as the quest reward (Fextralife quest walkthrough).

Border entry permit versus Battahl Residence Permit
These names refer to different documents in the route: the Border Entry Permit or Beastren Entry Border Permit is what you present at the Checkpoint Rest Town gate; the Battahl Residence Permit is listed as a reward for completing Nation of the Lambent Flame. If you are trying to obtain the residence permit, continue the quest after crossing the border rather than stopping once the gate opens.
