The established way to get the Eagle Bearer in The Division 2 is to complete Operation Dark Hours, the eight-player raid. Play a qualifying raid difficulty: Ubisoft explicitly says Eagle Bearer is not available in Discovery mode. Seasonal alternatives have included Toxic Dark Zone Hunters and Into the Dark caches, but those rewards and odds were published for a specific season and are not confirmed as active in October 2026.
Operation Dark Hours: the established route
Ubisoft describes Operation Dark Hours as an eight-player raid with an exclusive Exotic weapon reward. This is the established raid route for the Eagle Bearer. The official raid information does not establish a current boss-specific drop rate, so there is no supported percentage to give or particular boss drop to promise. Choose a difficulty other than Discovery
Discovery difficulty does not award the Eagle Bearer. Ubisoft’s clarification says, “Raid Gear Sets and Eagle Bearer will not be available in Discovery difficulty.” You need to pursue a non-Discovery version of Dark Hours instead. Ubisoft’s July 2019 Discovery clarification
Plan for an eight-player activity
Dark Hours is designed for a coordinated group of eight. Ubisoft’s launch-era raid-readiness guidance reflects the game at launch; its old preparation thresholds should not be treated as current requirements. For the mode restriction, however, Ubisoft’s explicit Discovery clarification is clear: Discovery is not an Eagle Bearer source.

Seasonal alternatives: check whether they are live
Ubisoft announced two Eagle Bearer routes during the 2026 Into the Dark season. These were seasonal reward details, not a guarantee that the same activities or odds remain available now. Check the live game’s event and reward information before investing time in either route.
Toxic Dark Zone Hunters
During Into the Dark, Ubisoft announced a dedicated 2% chance for Toxic Dark Zone Hunters to drop the Eagle Bearer or the Ravenous. That figure applies to the announced seasonal Hunter reward and is not established as a current, permanent Dark Zone rate. Ubisoft’s Into the Dark announcement

The Dark Zone is unlocked by recruiting Senait Ezera at the Theater Settlement and completing Dark Zone East Recon, according to Ubisoft Help. If a Hunter drops contaminated loot, it must be extracted before you can claim it. On console, Ubisoft notes that online multiplayer may require PlayStation Plus or Xbox Game Pass.
Into the Dark caches
Ubisoft’s seasonal cache table listed Eagle Bearer as 8.33% of the rare-Exotic category. The chance of receiving an item from that category differed by cache type:

Ubisoft says Black Tusk Retaliations are permanent and can offer rare Exotic Crafting Blueprints; the seasonal Elite Kill Squad increased the chance of those blueprints. The announcement does not identify the Eagle Bearer blueprint as part of that pool or give its odds, so Retaliations are not a confirmed Eagle Bearer crafting method. Make sure you are doing the right raid
The Eagle Bearer route described here is Operation Dark Hours. Operation Iron Horse is a separate raid; Ubisoft describes it as the second raid, also built for groups of eight. Do not confuse it with Dark Hours when looking for the Eagle Bearer. Ubisoft’s Operation Iron Horse page
