Where to get Rogue’s Markers
If you are out of markers, Grinding Gear Games says they drop from regular monsters and can also be obtained by turning in Heist Artifacts. Markers are also used to pay Rogues and reveal details of Grand Heist Blueprints, so they have uses beyond opening the Harbour portal. GGG’s Heist FAQ

Using the Instance Manager
A 3.12.4b patch note preview from October 2020 documented an Instance Manager option to create or join Rogue Harbour areas. That is an instance-management feature, rather than the main route for getting there: use a marker from town or your hideout to open the portal. GGG’s 3.12.4b patch note preview
In a January 2021 developer FAQ, GGG said it had fixed the technical problems that had temporarily required Rogue Harbour to be private. These are historical notes; they do not establish whether a later patch changed the current interface. GGG’s Echoes of the Atlas FAQ
