You can meet Ulysses in the Lonesome Road DLC, but the documented way to recruit him as a follower afterward requires the community-made Ulysses Companion Mod. Complete the DLC with Ulysses alive, then find his final message in the lockbox outside the Divide entrance and talk to him about “I found your final message.” This is a modded recruitment method, not a vanilla-game feature.

What happens in the unmodded game?

Ulysses is the original Courier Six and a central character in Lonesome Road, the add-on that takes you into the Divide. The official Steam listing for Lonesome Road describes that journey as one you make without your usual companions. It establishes a story encounter with Ulysses, not a method to recruit him as a permanent follower afterward.

If your goal is to have Ulysses travel with you after the DLC, you need the community mod described below. The add-on itself requires Fallout: New Vegas on Steam.
