Most Windows 11 controller problems can be isolated in a few minutes. Charge the controller, connect it directly with a known-good data cable or pair it again over Bluetooth, and test it with joy.cpl. That test tells you whether to repair the connection or configure the game.
If your controller will not work on Windows 11, first find out where the failure occurs: power and hardware, Windows detection, or the game itself. Charge the controller, connect it directly with a known-good data cable, try another USB port, then press Win + R, enter joy.cpl, and test the buttons and sticks. If the controller responds there, Windows is receiving input and you should troubleshoot the game, Steam Input, overlays, or XInput/DirectInput compatibility rather than reinstalling random drivers.

Use this order to find the fault
- Turn the controller on. Charge it or replace its batteries.
- For USB testing, connect it directly to the PC with a known-good cable that supports data.
- Try a different USB port. Avoid an unpowered hub while diagnosing the problem.
- Disconnect other controllers and unnecessary USB devices.
- Test the controller in Windows with
joy.cpl. - Only after Windows receives input, troubleshoot the particular game, launcher, Steam Input, overlays, or input compatibility.
This sequence matters. Changing Windows settings, Steam settings, remapping tools, and game options simultaneously can hide the original problem. Microsoft’s general external-device guidance also recommends checking power and cables, trying another USB port, removing hubs from the test, and testing the device on another computer when possible. See Microsoft’s Windows hardware troubleshooting guidance.

| What you see | What it means | What to do next |
|---|---|---|
| The controller is listed and buttons/sticks respond | Windows is receiving input. | Check the game’s controller setting, XInput/DirectInput support, Steam Input, overlays, and duplicate remappers. |
| The controller is listed but input does not respond | Windows detects a device, but communication or configuration is failing. | Try another cable or connection mode, refresh drivers, update firmware, and test it on another PC. |
| The controller is not listed | Windows has not detected it as a game controller. | Check power, pairing, the cable, USB port, receiver, Bluetooth hardware, and Device Manager before changing game settings. |
A successful joy.cpl test does not guarantee that every game will work. It only proves that Windows is receiving the controller’s input.
If you are using a wired USB controller
1. Make sure the cable carries data
Some USB cables provide charging power but have no data wires. A controller may light up or charge while remaining invisible to Windows. If the controller uses USB-C, try a USB-C data cable for a controller that is explicitly intended for charging and data transfer. The cable must also fit the controller’s connector securely.
Do not assume that a cable that charges a phone will work for every controller. Test the suspected cable with another data device if possible, or test the controller with a cable that you know transfers data.
2. Bypass hubs and change ports
Disconnect the controller, wait a few seconds, and reconnect it directly to the PC. Try another port; on a desktop, test both a front and a rear port. An unpowered hub may not provide a stable connection during diagnosis.
3. Check Windows and the hardware
- Run Settings > Windows Update > Check for updates.
- Open Device Manager and look for a warning icon under categories such as Human Interface Devices, Xbox Peripherals, Universal Serial Bus controllers, or another category associated with the controller.
- Unplug the controller, restart or refresh Windows if necessary, and reconnect it.
- Test the controller and cable on another computer.
If it works on another computer, the original PC’s USB, Bluetooth, driver, or configuration is the more likely cause. If it fails everywhere, suspect the cable or controller itself.
If you are using Bluetooth
The controller must be charged, within range, and in its manufacturer-specific pairing mode. The exact button combination differs between Xbox, PlayStation, and third-party models, so use the controller manufacturer’s instructions rather than assuming every pad enters pairing mode the same way.

- Open Settings > Bluetooth & devices and turn Bluetooth on.
- Put the controller into pairing mode.
- Select Add device > Bluetooth.
- Choose the controller when it appears.
- After pairing, test it with
joy.cpl.
Windows needs Bluetooth hardware. If your desktop lacks built-in Bluetooth, or its adapter has failed, a USB Bluetooth adapter for PC can add Bluetooth. It will not, however, replace a proprietary wireless receiver used by a controller that does not support Bluetooth. Microsoft’s Bluetooth pairing instructions cover the Windows process.
Bluetooth paired previously but stopped working
- Go to Settings > Bluetooth & devices > Devices.
- Find the controller and select its menu.
- Choose Remove device.
- Restart the PC.
- Put the controller back into pairing mode and pair it again.
For intermittent connections, charge the controller, move it closer to the PC, reduce nearby wireless interference, and update the Bluetooth driver. Microsoft specifically notes that some unshielded USB 3.0 devices can interfere with Bluetooth. If a USB Bluetooth adapter is plugged beside busy USB 3.0 ports, moving it away with a short USB extension can improve reception.
Run Windows 11’s Bluetooth diagnostic in the Get Help app. Microsoft’s Bluetooth troubleshooting guidance also covers battery checks, distance, interference, and driver updates.
Update or reinstall the relevant driver
Start with Windows Update rather than a third-party “driver updater.” Then:
- Right-click Start and open Device Manager.
- Expand Bluetooth if the problem is wireless, or inspect the controller and USB-related categories for a wired device.
- Right-click the Bluetooth adapter or relevant device and choose Update driver.
- Restart Windows after the installation.
If Windows says the best driver is already installed but Bluetooth remains unreliable, check the support page for the exact PC or motherboard model. The manufacturer may provide a newer model-specific Bluetooth or chipset driver. If updating does not help, reinstalling the Bluetooth device from Device Manager and restarting can refresh the installation; follow Microsoft’s Bluetooth driver troubleshooting steps.
Avoid unofficial driver-download sites and generic “controller driver” packages. Use Windows Update, the PC manufacturer, or the controller manufacturer.
Update Xbox controller firmware
For a supported Xbox controller, connect it to the Windows PC with USB and install or open the official Xbox Accessories app. If an update is offered, follow the app’s instructions and do not disconnect the controller or shut down the PC during the update.

Why Windows sees the controller but the game does not
The most common explanation is an input-API mismatch. Many PC games are built around XInput, Microsoft’s controller API for Xbox-compatible devices. XInput lets Windows applications read controller state and use features such as vibration; it also exposes controllers through indexed user slots, supporting up to four controllers. Microsoft’s overview is available in Getting Started with XInput.
Older and generic controllers may expose DirectInput instead. DirectInput supports a wider range of input devices, but a game that supports only XInput may not recognize a legacy DirectInput controller. Microsoft explains the distinction in XInput and DirectInput.
| Controller situation | Likely result |
|---|---|
| Xbox controller connected in a supported mode | Usually presents the XInput layout many Windows games expect. |
| PlayStation controller | May work natively, through Steam Input, or through the manufacturer’s compatibility mode; the result varies by game. |
| Generic or older controller | May expose DirectInput and require the game to support it or a compatibility layer such as Steam Input. |
If a game displays Xbox button prompts but does not respond, enable its controller support if it has a controller toggle, then check the launcher’s input configuration. If inputs are duplicated, scrambled, or constantly switching, temporarily disable every extra remapping layer and disconnect other gamepads.

Fix controller problems in Steam
For a game launched through Steam:
- Make sure Steam is running and the controller is connected before launching the game.
- Open Steam’s controller settings and confirm that Steam detects the device.
- Test or calibrate the controller if Steam offers those options.
- Restart Steam and test again.
- Check whether the Steam Overlay is enabled for the game.
Steam’s own controller troubleshooting guidance recommends restarting Steam, checking the overlay, testing or calibrating the controller, and looking for conflicting software.
Close controller remappers, manufacturer configuration utilities, capture tools, and other overlays for the first clean test. XInput emulators and virtual-controller software can cause a game to see both the physical controller and a virtual copy, resulting in duplicate buttons or wrong assignments.

Using a controller with a non-Steam game
You can add some non-Steam games by choosing Add a Game > Add a Non-Steam Game, then launch the game through Steam. This may allow Steam Controller Configuration to translate the controller into a form the game understands.
It is not guaranteed to work. Valve notes that anti-cheat systems, external launchers run as administrator, games without Steam Overlay support, and games that cannot be added to the Steam library can limit or block this approach. Steam Input is not a way to bypass anti-cheat restrictions. See Valve’s non-Steam game controller guidance.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsPlayStation and third-party controllers
First check the controller maker’s Windows 11 instructions. Some models have an Xbox or XInput compatibility mode; others expose only DirectInput. If the controller works in joy.cpl but a game requires XInput, use Steam Input or the manufacturer’s official software where supported.
Use one input method at a time. Stacking Steam Input, a manufacturer utility, an XInput emulator, and another remapper can create duplicate virtual devices. Disconnect other controllers, close remapping tools, and retest after each change. A controller that works in Windows but fails in one game is not necessarily defective: the game may support only one API, have its own controller toggle, or conflict with a virtual controller.
Quick decision tree
- No power: Charge it, replace the batteries, inspect the cable, and try another cable.
- Power but no USB detection: Use a data cable, another direct USB port, Device Manager, and another PC.
- Bluetooth will not pair: Remove the old pairing, restart, enter pairing mode again, run Get Help diagnostics, and update the Bluetooth driver.
- Windows detects it but the game does not: Test with
joy.cpl, then check XInput/DirectInput, the game’s controller option, Steam Input, overlays, and anti-cheat restrictions. - It works in one game only: Compare the failing game’s controller support, launcher, overlay, and input mode with the working game.
- Inputs are duplicated or wrong: Disconnect other controllers and disable remappers, manufacturer utilities, and overlays before retesting.
When should you replace the controller?
Replacement is reasonable when the controller will not power on after charging or battery replacement, fails with a known-good data cable and multiple ports, fails the joy.cpl test and another computer, or has a confirmed physical defect such as a broken stick, trigger, or button.
Before replacing the entire controller, test the inexpensive failure points: a data-capable USB cable, fresh batteries or a rechargeable pack, the correct Bluetooth adapter, or the correct proprietary wireless receiver. A generic Bluetooth adapter is not a substitute for an Xbox wireless receiver.
If you need a replacement, an Xbox Wireless Controller is a sensible Windows-oriented option because Xbox-compatible controllers commonly provide the XInput layout that many PC games expect. It is not universally compatible with every game: connection method, firmware, Steam Input, and the game’s own support still matter.

Common mistakes to avoid
- Do not assume that Windows 11 automatically supports every controller and every game.
- Do not describe a successful
joy.cpltest as proof that a particular game will work. - Do not use a charge-only cable when diagnosing USB detection.
- Do not download unofficial drivers or firmware.
- Do not assume Steam Input bypasses anti-cheat or launcher restrictions.
- Do not install several remapping tools at once.
- Do not buy a proprietary Xbox receiver when the controller actually uses Bluetooth, or assume a generic Bluetooth dongle can replace that receiver.
Frequently Asked Questions
How can I tell whether Windows 11 detects my controller?
Press Win + R, enter joy.cpl, select the controller, choose Properties, and open Test. If the buttons and sticks respond there, Windows is receiving input and the problem is probably in the game, Steam Input, overlays, or input compatibility.
Why does my controller turn on but not appear in Windows 11?
Use a USB cable that supports data, not just charging. Connect directly to the PC, try another USB port, avoid an unpowered hub, check Device Manager, and test the controller and cable on another PC.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →How do I fix a Bluetooth controller that will not pair?
Remove the controller under Settings > Bluetooth & devices > Devices, restart the PC, put the controller into its manufacturer-specific pairing mode, and pair it again through Add device > Bluetooth. Also check charge level, range, interference, and Bluetooth drivers.
Why does my controller work in Windows but not in a game?
Many games expect XInput, while some PlayStation and older third-party controllers expose DirectInput. Try the controller’s XInput mode, Steam Input, or the manufacturer’s official Windows software. Do not stack multiple remappers.
When should I replace my controller?
It may be physically defective if it fails to power on after charging or new batteries, fails with a known-good data cable and multiple ports, fails the joy.cpl test, and also fails on another computer. Test those conditions before buying a replacement.
The Bottom Line
Start with power, a direct data connection, another port, and joy.cpl. If Windows receives input, stop treating the issue as a hardware failure: focus on XInput versus DirectInput, the game’s controller settings, Steam Input, overlays, and duplicate remappers. Replace hardware only after the controller fails a controlled test on more than one connection or computer.
