Run ownerid <SteamID64> "Name" for full owner access or moderatorid <SteamID64> "Name" for moderator access. Execute the command in your hosting panel’s server console, through RCON, or from Rust’s in-game F1 console if you already have auth level 2. Use the player’s 17-digit decimal SteamID64 (normally beginning with 7656), then have that player disconnect and reconnect. Because guides disagree about whether every installation writes the grant automatically, run server.writecfg, restart once, and verify the entry in users.cfg.

Choose the right permission level
Rust separates elevated access into authentication levels. Pick the least powerful role that meets the job you want done.

| Role | Command | Auth level | What it is for |
|---|---|---|---|
| Owner | ownerid <SteamID64> "Name" |
2 | Managing admins and changing server convars, in addition to player-management powers. |
| Moderator | moderatorid <SteamID64> "Name" |
1 | Routine player management such as kicking, banning and teleporting. |
An owner can administer other elevated users and alter server variables, so reserve level 2 for people who actually need that control. A moderator is the safer choice when someone only needs to handle player incidents.
What you need before running a command
- Console, RCON or host-panel access to the server. The in-game F1 route is restricted: the person entering the command must already have auth level 2.
- The target player’s decimal SteamID64, not a hexadecimal SteamID and not a display name alone.
- The exact command for the intended role:
owneridormoderatorid. - A plan to make the player reconnect and to check that the grant survives a restart.
Names in the command are optional and are mainly a human-readable label. The ID is what identifies the account. If a name contains spaces, put it in quotation marks.

Find the player’s SteamID64
Use the server console for a connected player
With the player online, run playerlist in the server console. The output places each connected player’s ID next to the name. Some server setups also support users, which prints connected players in a format similar to SteamID64 : "name".
Copy the complete decimal value. A SteamID64 is 17 digits and normally starts with 7656. Do not remove leading digits, insert spaces or copy a shorter in-game identifier.
Look up an offline player
If the person is not connected, use a SteamID lookup service by entering the player’s Steam username or profile URL and selecting the decimal SteamID64 result. Check that the profile belongs to the intended account before applying an owner grant; a wrong ID gives privileges to somebody else.
Validate the value before granting access
- It is a decimal number rather than a hexadecimal string.
- It has 17 digits and begins with
7656. - It came from the server’s player output or a lookup of the correct Steam profile.
- You have not accidentally copied punctuation, a nickname, or surrounding text.
Give owner rights (auth level 2)
- Open the server console, host control-panel console or an RCON session. You may use the F1 console only when your own account already has auth level 2.
- Enter the command, replacing the ID and optional label:
ownerid 76561198000000000 "PlayerName" - Press Enter and watch for the command to be accepted. If the console reports an unknown command or syntax error, check the command spelling with the available in-game
helpoutput and confirm that you are in a server console rather than ordinary chat. - Ask the target player to leave the server and reconnect.
- Run
server.writecfg, restart the server, and verify the saved entry as described below.
The owner command assigns auth level 2. That level includes moderator-style player controls as well as the ability to manage administrators and change convars, so treat it as full server administration.

Give moderator rights (auth level 1)
- Connect to the server console, RCON or host panel. Do not rely on an ordinary player’s F1 console; that route is documented as working only for an existing auth-level-2 owner.
- Enter the command with the target’s decimal SteamID64:
moderatorid 76561198000000000 "PlayerName" - Optionally add a reason after the name. The general form is:
moderatorid 76561198000000000 "PlayerName" "Community moderator" - Have the player reconnect, then test a moderation action appropriate to your server policy.
- Run
server.writecfgand perform a restart verification if you need the grant to remain after a reboot.
Auth level 1 is intended for player management. It does not provide the owner-level ability to manage other admins or change server convars.
Where each method works
| Method | Who can use it | Best use | Important limitation |
|---|---|---|---|
| Host-panel console | Anyone with the server host’s console permission | Most straightforward option when the server is rented or managed through a web panel. | Panel labels and command history vary by provider. |
| RCON | An account with RCON access | Remote administration without joining the game. | Use the server’s RCON client and send the command exactly as written. |
| In-game F1 console | An existing auth-level-2 owner | Quick changes while already playing. | A normal player cannot bootstrap their own owner or moderator status through F1. |
| Direct server console | The operator with access to the running server process | Recovery when the panel or RCON is unavailable. | The console must be the Rust server process, not a local chat or client console. |
The command itself is the same in each administrative interface. Only the place where you type it changes.

A grant can be accepted by the server while the player is still connected but not affect that player’s current session. Have the player fully disconnect, wait for the connection to close, and join again. This reconnect requirement is especially important when you grant owner access to someone who was already online.
If the player still has no elevated permissions after reconnecting, check the ID first. A display-name match is not enough; the command must contain that account’s SteamID64. Then inspect the console for an error and confirm that the command was run on the intended server.

Ensure the grant survives a restart
Documentation for Rust server administration is inconsistent on persistence. Some guides state that ownerid, moderatorid, removeowner and removemoderator write the authorization file immediately. Other guides report that the change is live in memory but can disappear after a restart unless you explicitly write the configuration. The safest procedure is to save and verify rather than assume either behavior.
- After granting or removing a role, run:
server.writecfg - Restart the server during a maintenance window.
- After it comes back, reconnect the affected player and test the expected access.
- Open the server identity’s
cfgdirectory and inspectusers.cfgfor the SteamID64 and role entry.
The exact path depends on the server identity. With a custom identity, the file is under a path such as server<identity>cfg. A host panel may expose this directory through a file manager instead of a local filesystem. If you edit the file directly, a restart may be required before the change is loaded; using the console command and then verifying the file avoids many formatting mistakes.
Running server.writecfg after a change is harmless even on installations that already save authorization commands automatically, which is why it is a useful standard step for mixed hosting environments.
Remove owner or moderator access
Remove an owner
Run:
removeowner 76561198000000000
Use the same decimal SteamID64 that was granted. Save with server.writecfg, restart if your setup requires it, and have the player reconnect so the old auth state is not retained in the current session.

Remove a moderator
Run:
removemoderator 76561198000000000
Again, save and verify the resulting users.cfg entry. If the account had both roles listed, remove the higher-level owner grant as well; removing only the moderator line may leave owner access intact.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteTroubleshoot commands that fail
| Symptom | Likely cause | What to do |
|---|---|---|
| The command is rejected or appears unknown. | Wrong console, typo, changed command behavior or a server-version difference. | Confirm you are in the server console, retype the command exactly, and use the in-game help command to check the current syntax. |
| The command succeeds but the player has no powers. | The player is still connected, or the wrong SteamID64 was used. | Make the player disconnect and reconnect. Compare the ID with playerlist or users. |
| Owner access does not persist after reboot. | The authorization was not written to the configuration file. | Run server.writecfg, restart, and inspect users.cfg under the active server identity. |
| You cannot use F1 to grant yourself access. | F1 authorization is limited to an existing auth-level-2 owner. | Use the host panel, RCON or direct server console to create the first owner grant. |
| A player receives access unexpectedly. | An incorrect SteamID64 was copied or assigned. | Remove the mistaken ID immediately, write the configuration, restart if necessary, and grant the correct account only after checking its profile. |
| The saved file is not where expected. | The server uses a custom identity or the host hides the filesystem. | Look in that identity’s cfg directory, typically server<identity>cfg, or use the host’s file manager. |
Rust updates can alter command behavior, and community documentation sometimes contains typographical errors. If a command that previously worked stops working, check the server’s own help output before changing files manually.
A reliable first-owner workflow
For a new server where nobody has administrative access yet, use an out-of-game control channel rather than trying to bootstrap through the client:
- Start the server and open its host-panel console, RCON connection or direct process console.
- Identify the intended administrator’s 17-digit decimal SteamID64. If they are online, use
playerlistorusers; otherwise verify the value from their Steam profile lookup. - Run
ownerid <SteamID64> "Name". - Run
server.writecfg. - Restart the server once and confirm the ID is present in
users.cfg. - Have the owner reconnect. That account can then use F1 for later grants, while the operator retains the host-panel or RCON route for recovery.
This sequence avoids the circular problem of needing owner permissions in F1 before anyone has been made an owner.

Delegate moderation without exposing server-wide control
Use moderatorid for a helper whose job is to deal with player behavior. Use ownerid only when the person must manage other administrators or change convars. Keep a written record of which SteamID64 belongs to each staff member, review the list in users.cfg, and remove access promptly when a role ends.

Because the commands take an ID rather than a name as their key, changing a Steam display name does not require reissuing the grant. If the account itself changes, repeat the identification process and remove the old ID.

Quick checklist
- Decide whether the person needs auth level 1 or auth level 2.
- Copy the complete 17-digit decimal SteamID64 beginning with
7656. - Run the command in the server console, host panel or RCON; use F1 only as an existing owner.
- Use quotation marks around names or reasons containing spaces.
- Have the player reconnect.
- Run
server.writecfg. - Restart and inspect
users.cfgwhen persistence matters. - Remove the exact ID with
removeownerorremovemoderatorwhen access ends.
Version and evidence note
The procedures above reflect community and hosting guidance available on October 14, 2026. No first-party Facepunch documentation was available for the wording of these commands in the material used here, and exact behavior can change with Rust server updates. The reconnect step and explicit configuration check are therefore practical safeguards, not a guarantee that every host panel exposes files or handles authorization identically.
