To run a Minecraft server on a Windows VPS, install a compatible Java runtime, download the official Minecraft: Java Edition server JAR, launch it once to create eula.txt, accept the EULA, configure server.properties, and allow the server port through both your VPS firewall and Windows Defender Firewall. Players then join with the VPS public IP address or DNS name using a matching Java Edition release.

What this setup supports
This procedure is for Minecraft: Java Edition running on a Windows VPS. It does not make a Bedrock server, and a Java client cannot join a Bedrock server simply because both use the Minecraft name. Every player needs the Java Edition client and a release compatible with the server JAR you installed.

Prepare the Windows VPS
Use an administrator-capable account
Sign in with an account that can install software and change firewall settings. Apply current Windows updates and restart if Windows requests it. An up-to-date operating system reduces avoidable compatibility and security problems before you expose a public service.

Confirm the public endpoint
Find the VPS public IP address in the provider console or Windows network information. If you use a DNS name, verify that it resolves to the VPS address. A private address such as a local 10.x, 172.16–31.x, or 192.168.x address is not a usable public destination for friends on the internet.
Check the provider’s inbound policy
Some VPS services require an inbound rule in a provider dashboard, often called a security group, network firewall, or cloud firewall. Confirm that the provider permits inbound traffic on the port you plan to use and that your account is allowed to create the rule. Keep the Windows Firewall enabled; Microsoft warns that turning it off can make the device more vulnerable to unauthorized access.

There is no official one-size-fits-all RAM number for Minecraft servers. A small vanilla world with a few players has different needs from a heavily modded world or a server with high view distance and frequent exploration. Start with a plan that gives you administrator access, fast enough single-thread CPU performance, adequate RAM and storage, backups or snapshots, and a straightforward upgrade path. Monitor actual CPU, memory, disk, and network use after players join.
Install Java on Windows
Install Microsoft OpenJDK with WinGet
Microsoft’s Windows Java guidance recommends Microsoft Build of OpenJDK or Eclipse Temurin. Open a new PowerShell window as an administrator and run:
winget install Microsoft.OpenJDK.21OpenJDK 21 is an LTS release and is the package shown in Microsoft’s current Windows installation guidance. This does not mean every Minecraft release requires Java 21: the server download page and release notes remain the authority for the JAR you selected. If that JAR specifies another compatible major version, install that version instead.
Verify Java from a fresh terminal
Close the terminal, open a new PowerShell or Command Prompt window, and run:
java -versionThe command should print a Java version rather than an error. Minecraft’s setup guidance specifically uses java -version as the check that Java is installed. A fresh terminal matters because an existing window may not have received the updated system environment.

Fix PATH or JAVA_HOME when needed
If Windows says that java is not recognized, first open another new terminal and repeat the check. If it still fails, inspect the installation location and environment variables. Microsoft documents setting JAVA_HOME to the JDK directory and adding %JAVA_HOME%bin to the system Path. After changing either variable, open a new terminal before testing again.
Microsoft also publishes Windows x64 EXE, MSI, and ZIP packages for OpenJDK LTS releases, including 21. Use one installation method consistently; multiple Java installations can make troubleshooting harder because the command line may find a different copy than the one you intended.
Download and organize the official server JAR
Create a dedicated folder
Create a folder such as C:MinecraftServer. Keeping the JAR, world files, logs, configuration, and backups together makes permissions, upgrades, and recovery easier. Avoid placing the server in a temporary download folder or inside a personal profile that may be cleaned up.
Use the official Java server download page
Download the server JAR from Minecraft’s official Java server download page. That page states that the procedure is for Java Edition and that a compatible Java Runtime Environment is required to launch the .jar file. Copy the exact current filename into C:MinecraftServer; do not assume that an old filename remains valid after a release changes.
Your command will therefore use the actual downloaded name, in this form:
minecraft_server.<version>.jarDo not rename the file unless you also update every launch script and instruction that refers to it. Keeping the version in the filename makes it clear which release is installed and avoids accidentally launching a different JAR during an upgrade.
Launch once and accept the EULA
Run the first launch from the server folder
Open PowerShell or Command Prompt, change to the server directory, and launch the JAR without the graphical server window:

cd C:MinecraftServer
java -jar minecraft_server.<version>.jar noguiReplace the code-formatted filename with the exact name you downloaded. On the first run, Minecraft creates its initial files and stops with a message explaining that you must agree to the EULA. This stop is expected; it does not indicate a broken Java installation.
Review and edit eula.txt
Open the newly created eula.txt in a text editor. Review the linked Minecraft terms, then change only the setting from:
eula=falseto:
eula=trueSave the file in the same folder. Do not add quotation marks or alter the setting name. Accepting the EULA is a prerequisite for running the server, not an optional launch switch.
Understand the generated files
The first run also creates server.properties and the initial world directory. Treat the world directory as valuable data. Stop the server cleanly before copying it, and use provider snapshots or another backup process if the world would be difficult to recreate.

Configure server.properties
Open C:MinecraftServerserver.properties as plain text. The file is read when the server starts, so stop the server before editing it and relaunch after saving. Property names and available options can vary by Minecraft release; preserve the spelling and format already present in your file.

Change only settings you understand, save the file, and keep a backup before major edits. If the server stops immediately after a change, restore the last known-good file and inspect the console for the property that caused the problem.
Open the Minecraft port through both firewalls
Choose the port
For a standard Java setup, use TCP port 25565. Minecraft’s official download information gives 25565 as the example Java port for outside connections. If you change server-port, use that new number everywhere instead; players must include the non-default port in their server address.

Create the provider-side rule
In the VPS provider console, open the network firewall, security-group, or inbound-rules page. Add an inbound TCP rule for the configured port. Restrict the source to known player IP ranges only if your group has stable addresses; otherwise, allow the internet and rely on the Minecraft server’s authentication and account controls while monitoring the service. Confirm that the rule applies to the specific VPS, not merely to a project or unused template.
Create the Windows Defender Firewall rule
On the VPS, open Windows Defender Firewall with Advanced Security. Select Inbound Rules, choose New Rule, select Port, choose TCP, enter the configured local port, and allow the connection for the profiles that apply to the VPS network. Give the rule a clear name such as “Minecraft Java server TCP 25565.” Microsoft supports allowing a specific port or application and advises against disabling the firewall entirely.
If Windows displays a network-profile choice, select only the profiles you actually use. A narrowly scoped inbound rule is safer and easier to audit than turning off filtering for the whole machine.
Check for a listening service
Start the server before testing from outside. A firewall rule cannot help if no process is listening on the port. Test first from another network, such as a friend’s connection or a mobile hotspot; testing from the VPS itself can succeed even when the provider firewall still blocks public traffic.

Start the server and connect from Minecraft
Relaunch after accepting the EULA
From C:MinecraftServer, run the same command again:
java -jar minecraft_server.<version>.jar noguiWatch the console until it reports that startup is complete and the server is ready for commands. Keep that console window open while testing. Closing it normally terminates the Java process and takes the world offline.
Use a matching Java Edition client
On a computer running Minecraft: Java Edition, open Multiplayer, choose Add Server or Direct Connection, and enter the VPS public IP address or DNS name. Java players must join a Java server, and the client release must be compatible with the server release. If the configured port is not 25565, append it after a colon, for example example.dns.name:25570. With the standard port, the plain address is normally sufficient.

Protect operator access
Do not share the VPS administrator password or grant operator privileges casually. Minecraft account authentication, strong Windows credentials, limited firewall exposure, and regular backups reduce the impact of mistakes or unauthorized access. Keep the server console available to the administrator who will handle updates and shutdowns.
Choose a Windows VPS that will not block the setup
If you are still selecting a VPS, compare the operational details below rather than choosing solely by advertised storage or a headline CPU count.

| Cancellation and upgrades | Can you resize or cancel without losing the world, and are backups downloadable? |
These are deployment requirements, not a promise that any particular provider will meet them. Verify the current plan terms, region, firewall controls, and licensing before ordering.
Troubleshoot the common failures
“java is not recognized”
- Close the current terminal and open a new PowerShell or Command Prompt window.
- Run
java -versionagain. - If it still fails, confirm that OpenJDK installed successfully and inspect
JAVA_HOMEand the systemPath. - Ensure
%JAVA_HOME%binpoints to the JDK’sbindirectory, then open another new terminal.
The server says the EULA must be accepted
Stop the process, open the generated eula.txt, review the terms, set eula=true, save the file, and run the JAR again from the same folder. Check that the file is not named eula.txt.txt and that you edited the copy in the active server directory.
The server runs on the VPS but friends cannot join
- Confirm the console reached the ready state.
- Check the JAR’s
server-portvalue and whetherserver-ipwas incorrectly filled in. - Confirm the provider security-group or external firewall rule uses the same TCP port.
- Confirm Windows Defender Firewall has an inbound rule for that port.
- Verify that players are using the VPS public IP or DNS name, not a private address.
- If the port is not 25565, make sure the client address includes
:port.
The client reports an incompatible version or edition
Check the server JAR filename and the version selected in the launcher. A Java client cannot join a Bedrock server, and a client on an incompatible release may be rejected by a Java server. Update the client or install the server JAR that matches the release your group intends to play.
The server stops, freezes, or lags
Inspect CPU, RAM, and disk usage while players are online. Reduce view distance or player count, and reassess the VPS plan for the actual world and mod workload. Do not treat an unverified player-to-RAM ratio as a rule; Minecraft’s official guidance does not publish a universal number. Back up the world before changing performance-related settings.
The firewall test works locally but not externally
A local connection proves only that the process is running and Windows permits it. Repeat the test from a separate internet connection, then inspect the provider’s external rule, the public address, and any provider-level network policy. If you changed the port, verify that the old port is not the one being tested.
Updating or moving the server safely
Before changing Minecraft or Java versions, stop the server cleanly and create a provider snapshot or a separate copy of the world and configuration. Record the exact JAR filename, Java version shown by java -version, and any properties you changed. Download the new official JAR into a separate folder or keep the old JAR until the new release starts successfully. Never assume that a JAR from one release will continue to work with an unrelated Java major version; check the current official download information for compatibility.
After an upgrade, launch with nogui, watch the console for errors, and test joining with a matching Java client before inviting the full player group. Keep the previous working JAR and backup available until you have confirmed that the world loads and the network path still works.
