Install OpenLDAP and its command-line tools with sudo apt install slapd ldap-utils, set the directory suffix and administrator identity during configuration, then add phpLDAPadmin through the distribution package and Apache. Before creating entries, verify the base DN, test local access, and decide whether administrators will reach the web interface through a VPN or an IP allowlist.

Use StartTLS on the normal LDAP service (port 389) whenever clients support it. Add a certificate and private key to OpenLDAP, and enable LDAPS on port 636 only when a client specifically requires that listener. What you are installing
OpenLDAP is the open-source LDAP implementation used in Ubuntu. The slapd package provides the directory server, while ldap-utils supplies tools such as ldapsearch and ldapmodify. phpLDAPadmin is a PHP web interface for browsing and changing LDAP data; it is an administration client, not a replacement for the LDAP server.
The procedure below assumes an Ubuntu or Debian VPS with system-administrator access, a stable fully qualified hostname, and a DNS record for that hostname. Package names and default prompts can vary slightly by release, so check the package configuration shown by your installed version before applying changes.

Plan the directory before installing packages
Choose a permanent DNS name
Give the VPS a stable name such as ldap.example.com and create a DNS record that resolves to its address. The name used by LDAP clients and the TLS certificate must match. Changing the directory naming plan after users and groups exist is disruptive; choose the organization’s domain-based suffix first.
Choose the base DN and administrator DN
For a domain of example.com, a common suffix is dc=example,dc=com. The data administrator is normally an entry below that suffix, often cn=admin,dc=example,dc=com. The exact name is your policy decision, but the suffix, administrator DN and client configuration must agree character for character.

- VPN-only: expose Apache and LDAP only to the private network used by administrators.
- IP allowlist: permit only known office or jump-host addresses at the VPS firewall and Apache layer.
- Public access: avoid this unless there is a compelling requirement and a hardened HTTPS, authentication and monitoring design.
Apply operating-system updates, configure the provider firewall and host firewall, and record a backup plan before importing directory data.

The package manager may ask for the directory administrator password, and the installer may infer a suffix from the host name. Treat that inference as a proposal, not a confirmation that your naming plan is correct.
Install and configure OpenLDAP
1. Install the server and utilities
- Update package metadata and apply pending security updates using your normal operating-system procedure.
- Install OpenLDAP and the client utilities:
sudo apt install slapd ldap-utils - When prompted, enter a strong directory administrator password. Store it in your organization’s password manager; it is separate from the Linux root password and from the local
cn=configadministrator.
If the installer did not ask the questions you expected, or selected the wrong domain, stop before adding entries and run:
sudo dpkg-reconfigure slapd
Review the prompts for DNS domain, organization name, administrator password, database backend and whether the database should be removed when slapd is purged. Changing the suffix later can discard or orphan the existing directory data, so reconfigure now rather than trying to repair a populated directory.

2. Confirm the resulting suffix
Use a local search to see the naming contexts advertised by the server:
ldapsearch -x -H ldap://127.0.0.1 -s base -b '' namingContexts
The result should include the suffix you selected, for example dc=example,dc=com. If it does not, do not import users yet; correct the package configuration first.

3. Set client defaults
Edit /etc/ldap/ldap.conf and set a matching base and URI. A minimal example is:

URI ldap://ldap.example.comUse the real DNS name and suffix for your directory. These defaults affect command-line clients; they do not change the server’s database. For encrypted connections, use a TLS-capable URI and the certificate trust settings required by your distribution and clients rather than disabling certificate verification.
Understand the two OpenLDAP administrator identities
OpenLDAP’s dynamic configuration is stored in the cn=config tree. The identity that can change this tree is not necessarily the same as the administrator entry that owns your data suffix. Confusing these identities is a common reason for an apparently correct password to fail.
Data administrator
This is the administrator DN below your suffix, such as cn=admin,dc=example,dc=com. It is used for directory entries, groups, applications and ordinary LDAP operations. Test it with an authenticated search after installation:
ldapwhoami -x -H ldap://127.0.0.1 -D 'cn=admin,dc=example,dc=com' -W
cn=config administrator
Local configuration administration commonly uses the operating system’s LDAP socket and SASL EXTERNAL authentication:
sudo ldapmodify -Y EXTERNAL -H ldapi:///
This method uses local credentials and the permissions of the running command; it does not ask for the data administrator’s password. Use it for TLS attributes, database settings and other server configuration. Make configuration changes through cn=config with LDAP operations instead of editing generated LDIF files directly.
Validate the daemon before adding users
Check an anonymous base search
LDAP servers often permit a limited root-DSE query even when anonymous access to directory data is restricted:
ldapsearch -x -H ldap://127.0.0.1 -s base -b '' '(objectClass=*)' namingContexts supportedLDAPVersion

Successful output confirms that the daemon is listening and answering. A connection refusal points to the service or firewall; an empty or unexpected naming context points to configuration.
Check an authenticated directory search
Query your suffix with the data administrator:
ldapsearch -x -H ldap://127.0.0.1 -D 'cn=admin,dc=example,dc=com' -W -b 'dc=example,dc=com' '(objectClass=*)' dn
Run the same query using the DNS name after local tests pass. This catches name-resolution and listener differences before you involve Apache or a remote client.
Inspect dynamic configuration locally
Read the configuration tree through the local socket:

Keep a record of the distribution release, package versions, suffix, administrator DN and every certificate path. That record makes recovery and later upgrades much safer.
Install phpLDAPadmin with Apache
1. Install the web interface
On Debian, install the documented package:
sudo apt install phpldapadmin apache2
On Ubuntu, first confirm that the package exists in the repositories enabled for your release; package availability and PHP dependencies can differ. Ensure Apache2 and the required PHP modules are enabled by the package or by your distribution’s standard Apache setup.
2. Review the generated configuration
Inspect /etc/phpldapadmin/config.php, or the equivalent path supplied by your release. Set the LDAP server URI and base DN explicitly instead of relying on auto-detection. The web application must point to the data suffix you intend administrators to manage; do not assume that a detected cn=config tree is the user directory.
Use the same server name that will appear on the certificate where practical. If Apache and LDAP run on the same VPS, a loopback LDAP connection reduces exposure, but the application still needs a valid bind identity and correct suffix.

3. Enable and verify Apache
- Check Apache’s configuration syntax with your distribution’s standard validation command.
- Reload Apache after configuration changes.
- Open the phpLDAPadmin page from an allowed administrator network and confirm that it displays the intended LDAP server.
- Sign in with the data administrator DN, not the
cn=configEXTERNAL identity.
If the page loads but shows the wrong tree, correct the server URI and base DN in the phpLDAPadmin configuration rather than changing directory data to fit the interface.
Enable TLS for LDAP
Ubuntu recommends adding TLS to an OpenLDAP server as soon as possible. Without encryption, credentials and directory contents can be exposed between a client and the VPS. TLS configuration is performed in cn=config, not by editing a generated static file.

- Obtain a certificate whose name matches the LDAP hostname clients use.
- Keep the private key readable only by root and the OpenLDAP service account, according to your distribution’s service permissions.
- Store the certificate, private key and CA or intermediate chain at stable paths and document those paths.
- Ensure the
openldapservice can read the files, while ordinary users cannot.
A certificate that is valid for a different name, an incomplete intermediate chain, or a key that the daemon cannot read will make encrypted binds fail even when unencrypted LDAP works.
Apply TLS attributes through cn=config
Use a local EXTERNAL session:
sudo ldapmodify -Y EXTERNAL -H ldapi:///
Apply the TLS certificate file, private-key file and CA/intermediate file settings to the global server configuration entry identified by your release. The exact attribute names and configuration entry can vary with OpenLDAP packaging, so inspect cn=config first and follow the schema documented for that release. Do not paste a configuration intended for a different package version without checking its attribute names.
After changing the attributes, restart or reload slapd as required by the package and inspect the service log for certificate parsing or permission errors.
Choose StartTLS or LDAPS

StartTLS and LDAPS are transport choices, not different directory databases. Configure clients to validate the certificate and hostname. Do not treat a successful TLS handshake with disabled verification as a secure test.

Test certificate validation
From an allowed client, perform a StartTLS search using that client’s normal certificate trust configuration. Then test an LDAPS URI only if port 636 is enabled. Confirm all of the following: the name matches, the issuing CA is trusted, the chain is complete, and the authenticated bind succeeds. A connection that works only with certificate checking disabled indicates a trust or naming problem that must be fixed.

Put Apache behind HTTPS
Serve phpLDAPadmin over HTTPS with a certificate valid for the web hostname. Redirect or disable plain HTTP after verifying the secure virtual host. The LDAP certificate and the web certificate may be different, but each must match the hostname clients use.
Restrict source addresses
Enforce the administrator allowlist at more than one layer: provider firewall, host firewall and Apache access controls where practical. A VPN-only design is preferable when all administrators can use the private network. Keep port 389 and port 636 closed to the public internet unless a real client network needs them.

Reduce directory exposure
- Disable unnecessary anonymous reads and broad unauthenticated binds.
- Use a dedicated administrative identity with a long, unique password.
- Grant applications only the directory permissions they need; do not reuse the full administrator DN for every service.
- Monitor Apache and LDAP authentication logs and alert on repeated failures.
- Keep the operating system, Apache, PHP and LDAP packages patched.
End-to-end verification checklist
- Resolve the LDAP hostname from an allowed client and verify that it is the name covered by the certificate.
- Run a root-DSE query and confirm the expected naming context.
- Run an authenticated search against the data suffix with the administrator DN.
- Run a local
ldapi:///EXTERNAL query againstcn=configand confirm that local configuration access works independently of the data password. - Test StartTLS with certificate and hostname validation enabled.
- If required, test LDAPS on 636 and verify that the firewall exposes it only to intended networks.
- Open phpLDAPadmin over HTTPS from an allowed address, confirm the displayed server and suffix, and perform a harmless read-only check.
- Record the exact release, package versions, base DN, administrator DNs, certificate locations, firewall rules and backup procedure.
Troubleshooting common failures
The suffix is wrong
Stop before importing data. Run sudo dpkg-reconfigure slapd, select the intended domain and verify namingContexts again. Rebuilding or changing a populated suffix can remove existing data; take a verified backup before any destructive reconfiguration.
The administrator password is rejected
Check that you are binding with the full data administrator DN and not a short name. A data administrator password will not authenticate an EXTERNAL ldapi:/// configuration session, and the reverse is also true.
phpLDAPadmin shows no directory or the wrong tree
Check the URI, base DN and bind settings in /etc/phpldapadmin/config.php or your release’s equivalent. Confirm the same values with ldapsearch from the VPS. Auto-detection can select cn=config or another naming context that is not your user directory.
TLS fails but plain LDAP works
Inspect the OpenLDAP service log and verify file ownership and permissions first. Then check certificate hostname, CA/intermediate chain and client trust. A private key unreadable by openldap, an expired certificate or a missing intermediate produces this symptom. Retest with verification enabled after each correction.
Remote clients cannot connect
Check the provider firewall, host firewall, listening address and DNS separately. A local 127.0.0.1 test does not prove that a remote interface is intentionally exposed. If the design is VPN-only or allowlisted, a rejected connection from an unapproved network is the expected result.
Operational choices beyond a single VPS

For a small installation, a single VPS can be adequate when access is restricted and backups are tested. It remains a single point of failure, however; document restoration steps and periodically prove that a backup can recreate both the directory data and the configuration.
Backups, changes and upgrades
Back up the directory data and the dynamic configuration separately. A data export alone does not preserve TLS paths, access rules or database settings, while a copy of configuration files alone does not preserve entries. Protect backup files as sensitive identity data, test restoration on an isolated system, and record the package release used for the test.
Make one configuration change at a time, retain the LDIF or command used, and validate with a local EXTERNAL query and an authenticated search. Before upgrades, check release notes for changes to PHP, Apache, OpenLDAP schema and phpLDAPadmin configuration paths. Recheck certificate permissions and web access restrictions after package changes.
When this installation is complete
A sound deployment has a permanent hostname and documented suffix, a tested data administrator bind, separate local access to cn=config, encrypted client transport, and a restricted HTTPS administration path. The final test is not merely that the login page opens: an allowed client must be able to validate the certificate, bind to the intended suffix, perform the minimum required operation, and fail safely from an unapproved network.
