The supported route is to activate Xbox Developer Mode, download the official Xbox UWP package and its Visual C++ dependency, then upload both files through Xbox Device Portal.
Developer Mode is an official Microsoft feature, but it temporarily replaces the normal Xbox environment: retail games and retail apps, including Game Pass access, are unavailable until you leave Developer Mode and restart the console.

What you need
- An Xbox Series X or Series S connected to your local network.
- A Microsoft account enrolled through the Microsoft Partner Center developer registration page. Microsoft currently offers Individual and Company account types; check the enrollment screen for any current fee or payment details.
- A Windows PC or another computer on the same local network as the Xbox.
- The official RetroArch Xbox UWP package and its matching Visual C++ dependency.
RetroArch’s official platform page says it does not provide an official Retail Mode version. Avoid Microsoft Store listings or downloads claiming to be an official RetroArch Retail release.

2. Download the correct RetroArch files
Use the Xbox Series / One download section on RetroArch’s official platforms page. The Xbox link currently points to these files:
RetroArch-msvc2019-UWP_x64.appx— the RetroArch application.Microsoft.VCLibs.x64.14.00.appx— the required Visual C++ runtime dependency.
The linked package URLs are:
Do not substitute the standard Windows desktop build, an Android package, a Linux package, or a different architecture. The official site separately lists RetroArch 1.21.0 as a general release, but its Xbox download link currently resolves to the 1.19.1 MSVC 2019 UWP package. Treat the Xbox link—not the general release number—as the package reference for this installation.
3. Open Xbox Device Portal
- On the Xbox, open Dev Home.
- Find the console’s Device Portal information and note the displayed local HTTPS address.
- On the computer, open that exact address in a browser. It normally resembles
https://192.168.1.25:11443, although both the IP address and port should come from the Xbox. - Sign in if the portal requests the credentials shown by Dev Home.
The browser may warn that the site’s certificate is not trusted. This is expected for the Xbox’s local HTTPS Device Portal certificate. Proceed only to the address displayed by your own Xbox; do not ignore certificate warnings for an unrelated address.

4. Upload and install RetroArch
Device Portal labels vary between versions. Look for My Apps followed by Add, or an Apps area with an Add or Install app option.
- Choose the option to add or install an app.
- Upload
RetroArch-msvc2019-UWP_x64.appxas the main package. - Upload
Microsoft.VCLibs.x64.14.00.appxas its dependency when prompted. - Start the installation and wait for Device Portal to report completion.
- Open Dev Home on the Xbox and launch RetroArch from the installed apps list.
This documented path uses Device Portal. PowerShell, Command Prompt, and Add-AppxPackage are not required for the Xbox installation route described by RetroArch.
5. Add your games and configure file locations
Installing RetroArch does not install games, BIOS files, or cores automatically. You must provide legally obtained game files and any BIOS files required by the systems you intend to emulate. RetroArch also needs access to the storage location where those files are placed.

In RetroArch, check the directory settings and point the relevant entries—such as the ROM, BIOS, and system directories—to locations that are accessible in Developer Mode. If a game or BIOS does not appear, verify the file’s location and the corresponding directory setting before changing emulator options.

Important Developer Mode limitation
Developer Mode and Retail Mode are separate Xbox environments. Microsoft states that retail games and retail apps cannot run while the console is in Developer Mode. This means your usual games or Game Pass apps may appear unavailable after the switch; that is normal.
To return to normal Xbox use:
- Open Dev Home.
- Go to Quick Actions.
- Select Leave Dev Mode.
- Allow the Xbox to restart into Retail Mode.
Switching back to Retail Mode is the normal recovery step when you want to play retail games. You can activate Developer Mode again later through the Xbox Dev Mode app.

Troubleshooting
Device Portal will not load
- Confirm that the Xbox is actually in Developer Mode.
- Check that Device Portal is enabled in Dev Home.
- Use the current address displayed by the Xbox; the IP may change after a reboot.
- Make sure the computer and Xbox are on the same local network and network segment.
- Enter the address with
https://and the displayed port, commonly11443.
The upload stalls or fails
- Verify that you used the Xbox’s current Device Portal address and the correct portal credentials.
- Use a wired network connection if possible, particularly for a large package upload.
- Check available Developer Mode storage.
- Restart the portal session and retry the upload if the connection was interrupted.
Package installation fails
The most common documented causes are an incorrect RetroArch build and a missing Visual C++ dependency. Confirm that the main file is the x64 MSVC 2019 UWP package and that you also supplied Microsoft.VCLibs.x64.14.00.appx. Do not use a desktop Windows build or a package for another architecture.
RetroArch installs but closes immediately
Reinstall the matching Microsoft.VCLibs.x64.14.00.appx dependency, then reinstall the RetroArch app package. A missing or mismatched Visual C++ runtime is a reported cause of immediate closing.
Games or BIOS files are missing
Confirm that the files are stored somewhere Developer Mode can access and that RetroArch’s directory settings point to that location. The app does not automatically scan every storage location after installation.

Performance is poor on Series S
Community setup material attributes crashes or poor performance in demanding cores partly to memory pressure. If a demanding system is unstable, reduce internal resolution and other graphics settings before assuming the installation is defective. This is a performance adjustment, not an installation requirement.
Common misconceptions
“RetroArch is in the Microsoft Store.”
The Microsoft Store step is for Xbox Dev Mode. RetroArch’s official Xbox package is installed through Device Portal after Developer Mode is activated.
“Developer Mode is an unsupported hack.”
Microsoft documents Developer Mode as an official feature for retail Xbox One and Xbox Series X|S consoles. Its limitation is that the console cannot run retail games and retail apps while that mode is active.
“The latest general RetroArch release must be the Xbox build.”
Not necessarily. The official site lists a newer general release while its Xbox section currently links to the 1.19.1 MSVC 2019 UWP package. Follow the Xbox-specific link and confirm the filenames before installing.
